About this file

This document is a Performance Requirements Summary (PRS) that outlines the requirements and standards for the maintenance and repair of government-owned appliances located in single soldier housing and barracks on Fort Leonard Wood, Missouri. The PRS details the required services, the performance standards, the minimum acceptable performance levels, the inspection methods and frequency, and the procedures for reducing the contractor's payment if performance standards are not met. The primary quality assurance procedures include random sampling, 100% inspection, and customer complaints. The PRS is part of a larger federal contract opportunity, Solicitation Number W911S7-24-R-0009, for Appliance Maintenance at Fort Leonard Wood, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis. Maintenance and Repair of Government Owned Appliances Performance Requirements Summary (PRS) Technical Exhibit TE-1

1. PURPOSE: This exhibit explains the requirements and standards for performance of service necessary for acceptable contract performance. It describes the quality assurance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements, and describes the responsibility of the Contractor when a standard for performance is determined to be in noncompliance with contract requirements. The Performance Requirements Summary Table in this Technical Exhibit details the following information:

1.1. Column 1 – Required service under provision of contract.

1.2. Column 2 – Standard for performance of required service.

1.3. Column 3 – The minimum acceptable performance level for performance of required service.

1.4. Column 4 – The inspection method and frequency that required services will be evaluated by the Government.

1.5. Column 5 – The procedure the Government will use in reducing the Contractor’s payment when a standard for performance is determined to be in non-compliance with contract requirements.

2. BASIS FOR GOVERNMENT’S QUALITY ASSURANCE PROCEDURES: The primary quality assurance procedures that will be used by the Government to inspect and evaluate a Contractor’s performance will be random sampling, 100% inspection and customer complaints.

3. CRITERIA FOR RANDOM SAMPLE INSPECTIONS: Random sampling inspection criteria are derived from ANSI/ASQ Z1.4-2003. When the number of unsatisfactory ratings in the Contractor’s performance determined by the Government Inspector exceeds the AQL Ac number for any requirement, the Contractor shall complete a Contract Discrepancy Report (CDR). The CDR shall require the Contractor to explain, in writing, why performance was unacceptable, how performance shall be returned to acceptable levels, and how reoccurrence of the problem shall be prevented in the future.

4. DETERMINATION OF CONTRACTOR’S PERFORMANCE

4.1. If performance for a specific service is measured less than the acceptable performance level, the service shall be determined unacceptable.

4.2. When performance in any specific service is determined unacceptable and clearly, the fault of the Contractor, the Contractor shall re-perform the work at no additional cost to the Government.
