QUESTIONS FROM VENDORSLOCATION IN RFQRESPONSE
1We do not understand the Governments demarcation of “OPTION” on each of the individual CLINS in Section B. Does this imply the individual CLINs will be exercised on an as needed basis?Section BThe Government has removed "Option" for CLINs 0002 through 0008. The Base year no longer contains options.
2In Section 3, Proposal Preparation and Submission Instructions, Volume V/Factor 4, COST/PRICE on page 90 of 92, please clarify the usage of the term “OPTION” for it is unclear whether it refers to the Option Periods or the CLINs marked “OPTION”?Section 3The word " OPTION" in this section refers to Option periods.
3Workload Data. We request additional workload data in order to properly size the contractor team. This includes a count and average duration to complete helpdesk tickets and service desk tickets by support area for each of these task areas since the CLIN pricing is aligned to these areas: Simulations/Server Support, Training Network Maintenance and Support, Student Computers and Devices Imaging, Helpdesk Troubleshoot & ECP Ticket, Student CAC Reset, Walk-in Center Trouble Shoot Student Dev, ECP Warranty Replace EQP Track/Instl, Audio Video Op, GD, Photo Spt. We cannot properly estimate staffing per workload without that data. The list of inventory and software and hardware provided is useful but cannot be used to derive the required contractor staffing without user counts and historical monthly helpdesk / service tickets for each month for the past year. As an alternative we suggest roll-up of helpdesk ticket counts and one (1) primary FFP CLIN versus the current eight (8) CLINs.Current Workload Data: a. Responded to and closed 3146 IT work orders . b. Provided Tech support for 96 Simulation Exercises.

c. Provided Tech support for 74 VBS2 Gaming Exercises.

d. Provided Tech support for 129 Digitally Instructed Courses (CPOF, FBCB2, JCR).

e. Migrated 100% of Class Room XXI systems to Windows 7 and 97% Bit Locker compliance (4799 training computers on NIPRNet).

f. Provided Tech support for (31) post and General officer special events

4Key Personnel. Volume II references Key Personnel and resumes but no personnel are listed as key in the solicitation. Please clarify if any resumes are to be submitted for key personnel and what contractor staff positions are key personnel as well as position requirements (education, experience, etc.).The Government has Remove Key Personnel verbiage from Section L 52.212-1 ADDENDUM page 88 and page 89 "Factor 2 -staffing approach" of the solicitation. The Government does not require the submission of resumes.
5SCA Wage Determination. The SCA Wage Determination is provided but no details are provided to explain what positions are covered by SCA Wage Determinations. In order to remain compliant with Department of Labor guidelines the bidder would need to know which positions are within SCA Wage Rates currently. If a bidder does not bid the correct SCA Wage Rate positions that could cause issues for the Army and for the bidder with the Department of Labor. Please provide a list of SCA Wage Rate positions. The Government will not provide an explaination of what position to use to provide the services.
6Exhibit C Hardware Inventory. Please provide an updated hardware inventory since the file provided appears to be broken over multiple pages, perhaps should have been saved in landscape mode but is in portrait mode and thus model numbers of hardware do not align with the data correctly. This information is necessary to determine level of support needed. Request the government provide an updated inventory.Exhibit CSee revised Exhibit C
7Exhibit D NIPR MCASP Software List. Please provide installed quantities of each software package listed. This information is necessary to determine level of support needed. Request the government provide an updated software list.Exhibit DSee revised Exhibit D
8Best Value. DoD guidance on use of LPTA would indicate this procurement is not suited for LPTA. For the reasons here we would request that TRADOC consider the use of Best Value for this procurement especially due to the desire for innovation and efficiencies. Effective October 1, 2019, the U.S. Department of Defense (DOD) issued a final version of the rule that restricts the DOD's use of lowest-price technically acceptable (LPTA) procurements. The final rule was codified at DFARS 215.101-2-70.Caution-https://www.acq.osd.mil/dpap/dars/dfars/html/current/215_1.htm#215.101-2-70 < Caution-https://www.acq.osd.mil/dpap/dars/dfars/html/current/215_1.htm#215.101-2-70 > “(2) In accordance with section 813 of the National Defense Authorization Act for Fiscal Year 2017, as amended by section 822 of the National Defense Authorization Act for Fiscal Year 2018 (Pub. L. 115-91) (see 10 U.S.C. 2305 note), contracting officers shall avoid, to the maximum extent practicable, using the lowest price technically acceptable source selection process in the case of a procurement that is predominately for the acquisition of— (i) Information technology services, …” Will the government reconsider changing the evaluation to a best value evaluation? This is a mature follow-on requirement that has existed for more than 9 years. The requirement does not require additional innovative or future technological advantage. Most of the tasks in the PWS are logistical functions that are strictly governed by Army Regulations AR 735-5 and AR -750-1 and existing Army-mandated enterprise databases that are already in existence. These functions are performed throughout all government and commercial facilities and are typical in nature. The government believes LPTA is the appropriate source selection process for this procurment.

9 Past Performance Questionnaire. An attachment includes the “performance risk assessment questionnaire” but this is not referenced in the solicitation. Please confirm that bidders should submit this questionnaire to clients for which they are submitting past performance. Performance risk assessment questionnairehas been replaced by Past Performance Questionnaire. See amendemt 0001 of the solicitation.

10 Due to the fact that this is an original solicitation my assumption is there is no past pricing history ? This is a follow-on requirement. There is sufficient past pricing history.

11 Can the Government please indicate whether there is contractor travel required on the contract outside of Fort Leonard Wood? General There is not a Government requirement to Travel outside of FLW.

12 Would the government provide the historical number of full-time equivalents (FTEs) supporting the contract? General Historically, this contract has had from 3 SME to 25 SME's performing the services per the outlined PWS.

13 CLIN 0001 Simulations/Server Support “Simulations” is referenced in the CLIN description for the Base and OYs; however, the government does not define “simulations” within Part 1 – General Information or further within the PWS. Can the government please define “simulations” as it pertains to this contract? Solicitation, Section B Virtual Battlespace simulations provides an immersive, visually rich gaming environment with flexible scenario and terrain options and includes more realistic graphics

14 With regards to the CLINs, under the Column “ITEM NO”, each of the CLINs x002 through x009 are labeled as options. However, in PWS kick off meeting section, the Government states, “kick-off meeting and associated activities shall … require attendance by the Contractor ….” In addition, PWS, (Paragraph C.6). Transition indicates, Transition In period will be the first 30 calendar days after contract award. Transition Out period will be the last 30 calendar days prior to contract expiration. (Q): Can the Government please clarify whether these CLINs are in fact optional CLINS or not; and whether CLINs x002 through x009 are essentially required?

(Q): Can the Government please add a CLIN for the Transition Period?

Solicitation, Section B, Section C.3.1.23 The word "Option" under CLIN 0002- CLIN 00008 has been removed. All CLINs are essentially required. Please see Amendment 0001 to the solicitation. 2. The Transition Period is included in CLIN 0001 of the solicitation.

15 With regards to the CONTRACT TERMS AND CONDITIONS…, The cited clauses include “52.222-42, Statement of Equivalent Rates for Federal Hires (MAY 2014) (29 U.S.C. 206 and 41 U.S.C. chapter 67)”. (Q): Can the Government please provide the statement of equivalent rates for this solicitation? Solicitation, 52.212-15 Contract Terms & Conditions, clause 52.222-42 The Government will not provide an explaination of what position to use to provide the services.

16 Service Contract Labor Standards contract clause is marked as “applicable to this RFP.” (Q): Please advise as to how many, and of which current labor categories are presently wage determined positions? Solicitation, 52.212-15 Contract Terms & Conditions The Government will not provide an explaination as to how many or what position to use to provide the services.

17 The PWS indicates, “C.1.3.1 ONLY For CLIN 1: The contractor is responsible for conducting business, between the hours of 0700 to 1700 Local Time, Monday thru Friday with up to 15 instances that would require the contractor to work on Saturday. The Government reserves the right to adjust the work schedules as mission dictates providing a 24-hour notice Beforehand”. (Q): Will the Government consider the addition of a surge CLIN to Section B? (Q): If so, could the Government provide an amount that is cost reimbursable to accommodate unforeseen additional work hours that may arise above the normal, clearly identified hours of operation over the 5-year period of performance (e.g. the 15 instances of Saturday work requirements outside the normal 40-hour workweek)? Performance Work Statement (PWS), (Paragraph C.1.3.1 & C.1.3.2) The Government has considered the additional of a surge CLIN and will keep schedule B the same. This is a FFP contract. There will be no cost reinbursable in this contract.

18 With regards to Personnel and DoD 8570.01-M, the PWS indicates, “Contractor personal shall have A+ certification for Information Assurance Technical Level I (IAT-I) or higher to be on this contract”. (Q): Can the Government please confirm that the government accept the Security+ (IAT-II) in lieu of the A+ certification? PWS, (Paragraph C.1.4.3). Yes, A+ certification and security + certification meet the base line requirement.

19 The PWS Personnel section indicates, “Network Administrators shall have a current Cisco Certified Network Associate (CCNA) certification. They will establish network by evaluating network performance issues including availability, utilization, throughput, good-put, and latency; planning and executing the selection, installation, configuration, and testing of equipment; defining network policies and procedures; establishing connections and firewalls. Secures network by developing network access, monitoring, control, and evaluation; maintaining documentation.” Personnel supporting this functional requirement as described above is at least classified and/or Secret, IAW AR 25-2. (Q): Can the Government please confirm that the scope of work in C.1.4.6 does not require support personnel to have at least a Secret clearance? PWS, (Paragraph C.1.4.6). The Government confirms, non of the positions require a Secret Clearance.

20 The PWS “Place of Performance” and “Exhibit A” lists many building locations throughout Fort Leonard for support requirements. In addition, PWS “Government Furnished Property (GFP) and Information (GFI)” does not include Government provided vehicles to support PWS requirements (e.g. Logistics, etc.). (Q): With support required on various buildings on the base, will the government to provide GSA vehicles for on-base transportation to support these locations and other PWS requirements? PWS, (Paragraph C.1.5 and C.7) No, Transportation will not be provided by the Government.

21 PWS Specific Deliverables indicates, “Systems presently consisting of +/-10% 3800 trainer (desktops/laptop type) computers, +/- 10% 3600 Mobile Laptops, +/-10% 80 servers, +/-10% 50 switches, +/-10% 335 Printers, +/-10% 459 Audio Visual Racks, +/-10% 968 projectors and +/-10% 419 flat panel wall display monitors.” As an FFP contract, the potential for additional equipment (e.g. possibly plus ~971 devices) that require operations and maintenance (O&M) and/or logistical support is rather open-ended (e.g. not specific); and therefore does not allow Offerors the ability to effectively estimate the necessary staffing levels and hours of support. Only the incumbent contractor could sufficiently anticipate staffing requirements (e.g. number of personnel, hours, etc.); based on such insight. On very similar FFP Army TRADOC Center of Excellence requirements, the MICC and G-6 typically provides a Historical workload data reference for Offerors. (Q): Due to the +/- 10% estimation in the PWS, will the Government please provide another Exhibit ‘x’ named Historical Work-Load to allows Offerors to effectively estimate the level of support to the Government to meet all PWS requirements? (This list could provide the labor categories, and the historical number of hours provided to support this requirement.) (Q): With regards to Logistics Support, will the Government please share which Government logistics Management system is currently in use to support tasks in this paragraph (e.g. GCSS-A)?

PWS, (Paragraph C.3). PWS, (Paragraph C.3.1). The logistical support in this requirement does not require the contractor to do anymore than to use Army Forms to account for the transfer of equipment during RMA, Warranty, or End of Life Replacement, by providng serial numbers of items received, installed or turned into a manufacture.

22 The PWS Tech Exh 1 states, “100% Valid certificates, shall be provided to the COR NLT three calendar days after the kick off meeting”. (Q): Can the Government clarify this refers to 100% Valid certificates of personnel on-board at the time of kick-off meeting, with the understanding that onboarding of personnel shall be conducted throughout the Transition-In period and certificates provided at that time? Technical Exhibit 1 Deliverables Schedule No Access to the systems is not allowed until CE are obtained for the systems.

23 With regards to Help Desk, the PWS indicates, “The Government and Help desk coordinator will share responsibility of answer and routing trouble calls from users. Upon the completion, reaching a stopping point of a trouble call request, or no later than the close of business, its status shall be annotated on the trouble ticket and reported back to the Government.” (Q): Can the Government clarify whether the Contractor annotates status of trouble tickets within a ticketing system or is this accomplished manually, SharePoint, etc.? What ticketing system is used to support PWS tasks? PWS, (Paragraph C.3.1.19). The contractor updates SharePoint Ticketing System.

With regards to the Kick-Off Meeting, the PWS indicates, “The Contractor shall meet with the COR on the morning before the start of the period of performance…” and “The estimated duration of the kick-off meeting and associated activities shall be two hours and require attendance by the Contractor program manager and site lead representatives. The meeting date shall occur 5 calendar days after Contract award and shall be scheduled by the COR”. In addition, in PWS C.1.4. Personnel, all sub paragraphs indicate, “The contractor shall have …. provide proof of certification at the kick-off meeting.” The PWS timeline requirements provide an unfair advantage to only the Incumbent Contractor; particularly with the very aggressive timeline from Proposal Submission (8 JUNE 2020) to POP start Date (29 JUNE 2020). For example, (1) Only the incumbent contractor will be working before the contract period of performance, (2) a potential new Contractor/Awardee is required to have its staff hired and on payroll to support work prior to the POP, and (3) with the POP start date (e.g. 20-day timeline total), and with the dates of RFP submission and kickoff meeting date being scheduled 5-calendar days after award, Offerors/potential new Contractor/Awardee’s are at a significant disadvantage, to effective contract start and delivery of the services the Government deserves compared to the Incumbent Contractor.

In addition to executing new contract administrative tasks with the Contracting Officer, any new Contractor will have an estimation of less than five (5)-calendar days, to meet the above combination of Kick-Off meeting and PWS Personnel timeline requirements. Also, it would be very beneficial to the Government to allow for any potential new Contractor/Awardee the ability and time, upon Contract Award, to vet the current incumbent personnel (e.g. skills, expertise, abilities, etc.) and hire them to ensure continuity and minimal disruption during the Transition Period.

(Q): To maintain the integrity of the Government’s POP start date timeline and a fair advantage to all Offerors, will the Government please consider a reasonable adjustment to the Kick-Off Meeting and Personnel timeline requirements as follows (reasonable recommended changes in bold):

Will the Government make the reasonable edits as follows? “C.3.1.23 Kick Off Meeting. The Contractor shall meet with the COR on the morning before the start of the period of performance to receive Government furnished information and inventory and sign for Government furnished equipment and work spaces. The estimated duration of the kick-off meeting and associated activities shall be two hours and require attendance by the Contractor program manager representative (at a minimum). Upon conclusion of the kick-off meeting, the contractor shall immediately transition information technology administration, maintenance, and repair tasks as set out in this PWS. The meeting date shall occur 5 calendar days after Contract award and shall be scheduled by the COR. Contractor shall provide an overview of its Transition Plan milestones and how it will meet 100% of the Personnel Requirements during the 30-day Transition Period, and minutes of this meeting within 5 (five) calendar days of the date of the meeting.”

Will the Government make the reasonable edits as follows? PWS C.1.4. Personnel, all sub paragraphs instead indicate, “The contractor shall have …. provide proof of certification either at the kick-off meeting and/or periodically throughout the Transition Period, ensuring 100% prior to end of the 30-day timeline.”

The above requests are reasonable and ensure the Contractor will not only meet but exceed Government requirements and expectations regarding effective/efficient delivery, innovation and an effective implementation of ITIL/ITSM throughout the G-6 MSCoE environment.

PWS, (Paragraph C.3.1.23 and C.1.4).The Contract Award date has been revised to 28 August 2020 to provide the necessary time for proposal response, evaluation and award. See amendment 0001 of the solicitation. The Kick off meeting will remain as originally stated.
§ Will the Government make the reasonable edits as follows? PWS C.1.4. Personnel, all sub paragraphs instead indicate, “The contractor shall have …. provide proof of certification either at the kick-off meeting and/or periodically throughout the Transition Period, ensuring 100% prior to end of the 30-day timeline.”
24The above requests are reasonable and ensure the Contractor will not only meet but exceed Government requirements and expectations regarding effective/efficient delivery, innovation and an effective implementation of ITIL/ITSM throughout the G-6 MSCoE environment.

25 The PWS “Security/Access” section indicate, “Required Security Clearance Requirements: There is no requirement to handle classified materials. All training support documentation and data will be unclassified.” In addition, the solicitation and PWS does not include reference to a DD 254 or personnel clearance requirement levels. (Q): Can the Government please clarify if security clearances are required for contractor personnel and whether there is a DD 254 for this contract? With regards to Transition, the PWS indicates “The contractor shall follow the transition plan submitted as part of the proposal and keep the Government fully informed of status throughout the transition period. … Transition In period will be the first 30 calendar days after contract award. Transition Out period will be the last 30 calendar days prior to contract expiration. (Q): Would the government please verify if the Transition period (30 calendar days) is part of the Base Year or whether it is separate, to be on a CLIN just for Transition? PWS, (Paragraph C.5). Q1: There is no requirement for employees to have access to classified material. Q2. The Transition period is included in the CLIN 0001. Transiton out is included in CLIN 4001.

The Evaluation Categories and Factors, VOLUME I-GENERAL COMPLIANCE: indicates “Organizational Conflict of Interest (OCI)/Mitigation Plan. The Government will review the Offeror’s OCI Mitigation Plan to determine if any actual or perceived OCI exists.”Instructions to Offerors, (Section L.3)yes , A statement saying that there is no OCI issues is acceptable , however the Government requires an OCI plan that you will follow should an OCI arrive in the future.
26If the Offeror does not have an OCI, will the Government accept a certifying statement that no OCI issues exist in lieu of submitting an OCI Mitigation Plan?
27The Factor 2 Staffing Evaluation criteria indicates, “The Government will evaluate the Offerors technical approach and capabilities for completing and providing Transitioning Plan, Operation Support, and Key Personnel resumes to perform the requirements listed in the solicitation”. The PWS did not identify/specify the Key Personnel Labor Categories (LCATs). (Q): Historically, how many personnel and which labor categories are identified as Key? (Q): Since Key Personnel LCATs are not identified in the PWS, will the Government please consider removing Key Personnel Resumes from the Evaluation Criteria?Volume II/Factor I-Technical ApproachThe government has removed "Key Personnel Verbiage under pages 88-89 under Amendment 01 of the solicitation. Key personnel resumes are not required
`
Factor 3 Past Performance indicates the “Government will give more consideration to a reference which reflects performance in more than one performance area within a single reference. While the Government will consider past performance information on relevant projects performed for federal, state and local Governments, as well as in the commercial sector, past performance conducted within the DOD will receive greater consideration when assigning a past performance confidence assessment rating than those for work performed for organizations other than DOD.” The above criteria read like Trade-offs the Government will leverage for Offerors versus just Acceptable and Unacceptable ratings. The evaluation criteria for Past Performance currently states Acceptable or Unacceptable; and does not identify/describe past performance confidence assessment rating definitions. We recommend an assessment as this requirement does provide greater certainty in experience and delivery of required services. The Government will be using FAR guidance under FAR 15.305(2) and will rate Past Performance using either Acceptable or unacceptable. The verbiage has been removed from the solicitation. See Amendment 01 of the solicitation.

(Q): How will the Government measure the additional considerations to Offerors that can meet/exceed Past Performance requirements (e.g. all DoD past experience; several references with experience in all PWS areas, etc.) versus just Acceptable and Unacceptable ratings? See amendment 01 to the solicitation.

28 (Q): Will the Government please consider adding the confidence assessment rating criteria to the Evaluation Criteria under past performance so that it can effectively measure and give consideration to Offerors that meet or exceed requirements? The government has added CPARS to the past performance criteria. See amendment 01 of the solicitation.

“The Government will evaluate the adequacy of the Offeror’s approach as demonstrated by the proposed technical approach and capabilities. The proposal shall be sufficiently complete to demonstrate how the Offeror will comply with PWS requirements throughout the performance period.” Section L.3, Volume II , Factor 1, Technical Approach

29 (Q): Would the government permit the forward/backward referencing of Tasks areas within the proposal response for each individual volume? The Government will not permit forward/backward referencing of Tasks areas within the proposal.

30 Is there an incumbent? If so, please provide the incumbent contractor name and contract number? Incumbent: Osage Innovative Solution, LLC ; Current Contract # W911S7-17-C-0009

31 Is the contract fully staffed? This PWS adds like scope items that is currently not staffed by the incumbant

32 Can the Government confirmation clearances are not required for personnel? IT personnel are not required to have a secret security Clearance or higher.

33 Can the Government provide a list of the Key Personnel for this requirement? Key personnel verbiage has been removed from the solicitation. See Amendment 0001.

34 Can the Government provide an historical level of effort for this opportunity? The contract is staff to perform all necessary tasks/deliverables within the PWS.

35 Contract includes a help desk component (C.3.1.19). Is there a ticketing system already in place or will the contractor be required to implement a system or process? There is already a ticketing system in place through the local MSCoE Sharepoint ticketing system.

36 As this is mission-critical training and competing offerors might not fully understand the requirements and the necessary labor hours, which could lead to quality concerns, we recommed the Government switch to a best value trade off methodology IAW FAR 15.101-1. This will allow the Government to:• Support meaningful comparison and discrimination between and among competing proposals. • Consider cost realism IAW 15.401-1(d)(3) and apply performance risk assessments and responsibility determinations. • Evaluate transition plan risk and to evaluate uniqueness and innovation in offerers' technical approach.• Consider the entirety of an offerer's bid instead of evaluating technical, staffing, and past performance apart from price, which could present significant risk to the Government. Section M - Evaluation Factors for Award; Page 92 This is a mature follow-on requirement that has existed for more than 9 years.

37 As the acquisition falls under NAICS 541513 Facility Services, and considering the Government is reserving the right to hold discussions should they become necessary IAW FAR Part 15.306, would it not be more consistent to conduct this procurement under FAR Part 15, evaluating offerers using critieria from FAR 52.212-1 Instructions to Offerors--Competitive Acquisition?" Section L-Instructions, Conditions and Notices to Bidders; Page 79 The Government is using FAR Part 15, and the government is using FAR 52.212-1. Section L includes an addendum for futther detail as to how to submit proposals.

38 Will the Government accept 11X17 foldouts? If so, will they count for 1 page? Section L-Instructions, Conditions and Notices to Bidders; Page 82 The Government will accept 11x17 foldouts and each foldout will count as 1 page. See amendment 0001.

39Our company does not have an actual or perceived OCI; therefore, we cannot write a specific mitigation plan. Does the Government want a generic OCI Mitigation Plan for proposal purposes or would a statement that we do not have an actual or perceived OCI suffice?Section L-Instructions, Conditions and Notices to Bidders; Page 82See response to question 26
40Key personnel resumes are required, but there are no requirements in the PWS for key personel or for key personnel qualifications. As this is an LPTA acquistion, can the Government define what is considered acceptable for key personnel, or switch to a best value methodoloy IAW FAR 15.101-1, so offerers can use proposed key personnel as a way to demonstrate a low risk transition approach and an innovative technical approach?Section L-Instructions, Conditions and Notices to Bidders; Page 82Key personnel verbiage has been removed from the solicitation. See amendment 0001 of the solicitation.
How does the Government define unique or innovative in terms of a Lowest Price Technically Acceptable evaluation as these are typically Best Value strength designators?Section L-Instructions, Conditions and Notices to Bidders; Page 83Unique or innovative verbiage has been removed from the solcititation. The Government is not looking to implement unique or innovative solutions. The IT support system is already set in place and is governmened by mandated Army Regulations as noted in the PWS.
41Using a Best Value acquisition IAW 15.101-1 would allow the Government to offer strengths to unique and innovative solutions during the proposal phase.the unique and innovative verbiage has been removed from the solicitation. See Amendment 0001.
42As this is mission-critical training and competing offerors might not fully understand the requirements and the necessary labor hours, which could lead to quality concerns, we recommed the Government require offerors to submit a staffing plan that demonstrates they understand the labor categories; number of FTEs; and qualifications, including years of experience, education, and training; and clearances required to meet MSCoE G-6 requirements. This would allow the Government to assess the risk of offerers' staffing and transition plans.Volume III/Factor 2-Staffing Approach Under the Staffing Factor, the Government will evaluate the Offeror’s staffing approach for fulfilling MSCoE G-6 requirementsThe Government has included staffing plan to factor 2 to section L addendum. Please see revised solicitation
.
43For programs which have CPARS, will the Government consider CPARS in lieu of Attachment 5 Performance Risk Assessment Questionnaire?Volume IV/Factor3-Past Performance The Government will perform an independent assessment of relevancy of the data provided (Attachment 5), or obtained. The Government will accept CPARS in lieu of Performance Risk Assemssment.
44As the solicitation is priced by CLIN task in Section B, instead of 252.215-7010 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data, which requires catalog or pricing, would the Government consider Cost or Pricing Data IAW Alternate IV to the FAR 52.215-20 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data. This would enable the Government to require offerers to submit labor categories and rates as their pricing data, allowing the Government to evaluate cost realism and make an apples to apples price comparison.Section L-Instructions, Conditions and Notices to Bidders; Page 90The Government will not remove 252.215-7010. this solicitation is using FAR part 12 procedures for the acquistion of commercial items.
45Are we to assume that all of the equipment and hardware listed in Exhibity B through D is Government-furnished? The PWS mentions contractor-furnished property, is there any expectation of pricing Other Direct Costs (ODCs), including equipment, hardware, software, or travel for this proposal?Performance Work Statement; Page 75Tools and Equipment that the contractor will need to supply are items, such as individual tool kits, Ladders, carts, transportation. Goverment software and devices are issued to individuals once assigned however are owned by the government.

46 How shall contractors plan to get to the facilities listed in Exhibit A? Will the Government or incumbent contractor be providing transport vehicles? Performance Work Statement C.1.5; Work shall be performed at locations throughout Fort Leonard Wood, Missouri. The specific location of Government systems are identified in Exhibit A – “Facility Listing”. Contractor is required to provide their employees transportation as needed, to meet response time requirements. Exhibit A will be attached with the amendment of this solciitation .

47 This is a Firm Fixed Price contract, yet the schedule in Section B is task driven. These tasks, including CLINs 0001 and 0002, are not measurable on a daily or monthly basis. The overall services required on a monthly basis need to be a fixed price CLIN without subdivision by individual tasks, as the services may vary, higher or lower, within a given monthly period. Would the Government please resolve this discrepancy to reflect a fixed price contract for all tasks' monthly service? Section B - Supplies or Services and Prices; Pages 3–23 Historical information has demonstrated that a FFP contract for this type of services has worked in the past. The Government will continue to solicite this as a FFP contract.

48 Considering contractors have 30 days to transition staff on to the contract and obtaining copies of certifications will take time; would the Government consider allowing for the first certifcation copy deliverable to be 15 days after contract award? Performance Work Statement; Page 57, 66, 68, and 74 The Government does NOT allow access to systems without the provided certifications.

49 Since June 28, 2020 falls on a Sunday, and it is unclear as to whether the kickoff meeting is before the Period of Performance start, would the Government please confirm that there is just one meeting to occur 5 days after contract award? Section F - Deliveries or Performance; Page 39 Performance Work Statement; Page 66 The Award date has been revised to 08/28/2020. The kickoff date will be 5 calender days after award.

50 The PWS discusses the Contractor program manager and site lead representatives, but the PWS does not require a program manager or site lead representatives. Can the Government confirm what constitutes site lead representatives and if these are key personnel positions? Performance Work Statement; Page 66 Site lead representatives are not key personnel. Key personnel verbiage has been removed from section L of the solicitation. Please see amendment 0001 of the solicitation.

C.3.1.22 only mentions maintaining Exhibity C and Exhibit D. Can the Government please clarify the documented inventory deliverable? Performance Work Statement; Page 68 The logistical support in this requards does not require the contractor to do anymore than to use Army Forms to account for the transfer of equipment during RMA, Warranty, or End of Life Replacement, by providng serial numbers of items received, installed or turned into a manufacture. Which would then change the Hardware and Software inventories requiring them to be updated.

56 Clause 252.215-7010 Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data is included as applicable to the RFP. This clause brings many financial requirements that together can be extremely burdensome in responding to an FFP proposal for an 8A small business such as basis of estimates, subcontract competition, subcontractor analyses, detailed financial support provided in a specific format. In addition, there is another FAR clause that will permit the submission of a proposal with other than cost or pricing data if there is an expectation of adequate price competition. Will the Government remove this requirement and replace it with the clause at 15.403-1 for submission of other than cost or price data based upon adequate price competition based on subparagraph c.(1)? Page 90 The Government will not remove 252.215-7010. This solicitation is using FAR part 12 procedures for the acquistion of commercial items.

59 1. How many contractor staff (average FTE) have been performing on the current contract over the past year?

2. How do those FTE break down by CLIN, labor category or job function? Section: C.1. GENERAL; CONTEXT: The Government requests a firm, fixed price for each CLIN, and will award to the lowest priced bid that is technically acceptable. While the Government has provided lists of the resources to be managed and several metrics that are partially indicative of task complexity, only the incumbent contractor has knowledge of the metrics that may be used as a basis of estimate for the level of effort. Specifically, the historic or current counts of contractor FTE required to perform each function could be used as a basis for estimating future needs and would provide a means for every Offeror to provide a realistic and competitive bid IAW the solicitation The Government does not track contractor staffing or how the FTE's break down by CLIN.

60 1. Does the Government intend to say "non-personal services" services, rather than "non-personnel services?"

2. Precisely what "materials" and "other items" does the Government envision the contractor providing? Context: Given that this is an LPTA award for an FFP service contract, discrepancies and ambiguities in the RFP language will have bearing on pricing that will determine source selection.

Question 1. See revised amendment to the solicitation. 2. See questions 45 response.

61 1. What ticketing system is being used to track support requests? 2. How many support tickets were assigned to the current contractor in the past year? 3. How many support tickets were assigned to the current contractor in the past year for AV Support such as described in CLIN 0008, PWS Section C.3.1.18? Citation: C.3.1.19. Help desk; Context: The RFP does not provide metrics such as support ticket breakdown counts that are commonly used to estimate level of effort and provide realistic and competitive bids IAW the solicitation, but the incumbent contractor knows exactly how much effort is required for each PWS task, putting other Offerors at an unnecessary disadvantage. 1, The Government uses Sharepoint . 2 through 9 The Government has provided sufficient information for this proposal . See response to # 3, PWS and exhibit C (REV) Hardware Invventory.

Citations: C.1.5, C.3.1.17, C.3.1.17.1, C.3.1.17.2, C.3.1.17.3, C.3.1.17.4; Context: Exhibit A lists over 500 classrooms in some 150 buildings with a combined seating capacity for nearly 34,000 students that are used for some 130 courses and are spread out over a 63,000-acre base. Travel from the MSCOE complex to some buildings on the base in under 30 minutes will require a vehicle. 64 Will the Government remove the optional markings on CLINs 0002-0008 or provide assurance of intent to execute all CLIN within each order year? Context: Within the base year of performance year, all CLINs are marked as optional, with the exceptions of the first and final CLINs. This effectively establishes an ala carte menu of options, and since they may be selectively exercised, it requires that Offerors fully allocate resources by CLIN, thereby reducing efficiencies and cost reductions that might be gained from cross-functional support. The government has removed the Option verbiage from CLINS 0002-0008. Please see amendment 0001 of the solicitation for further detail.

65 1. Does the current removal process use any automated compliance or endpoint management tools to remove non-compliant software? 2. If the answer to the previous question is yes, what are the names of the tools being used? Citation: C.3.1.13, Remove non-compliant no less than weekly. No
