There is no requirement for all SMAs to be EOD qualified. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden worksheets. PDF or flat files will not be considered adequate. Failure to comply with these formatting requirements may result in rejection of your proposal. Will the Government allow the L.5.3.3 Price Narrative Section to be submitted in Microsoft Word format? Or does the government intend for this to be contained within the Attachment 5 spreadsheet?Section L.5.3.3 Price Narrative Section narrative may be submitted using Microsoft Word.
Section LL.5.3.2 & Amendment 19L.5.3.2 Price Proposal Section. The Offeror shall complete and submit “Section B – Supplies or Services and Prices/Costs.” Prices shall be entered on all Contract Line Items (CLINs) for all periods of performance, except for the Travel CLINs. For Travel CLINS, the Offeror shall rely upon the Not to Exceed (NTE) amounts provided by the Government. Are all non labor costs associated with the position in USAREUR to be considered a function of Travel, e.g., COLA, housing, etc.?"Non-labor costs" (as described in the question) for OCONUS positions must be included with other labor costs not with other travel costs or under the travel CLIN. The Travel CLIN is reserved for travel costs (e.g., temporary duty) from the contractor employee's normal performance location under the contract.
PWS1.6.8.3151.6.8.3 Explosive Ordnance Disposal (EOD) Military Qualified Personnel. The contractor shall provide military qualified EOD personnel, which is defined as a trained EOD operator from the U.S. Navy, the Department of Defense executive agent for EOD. Does this include the PM SMA and/or Alternate PM SMA?There are two EOD-qualified contractor personnel performing on the current contract. These personnel are both located at Fort Leonard Wood, but could be placed at another location, depending upon the justification / rationale in an offeror's staffing approach. There is no requirement that the PM-SMA or APM-SMA be EOD-qualified.
Section LL.1.360Can we hand deliver our proposal? If so, do we deliver it to the mailing address provided within the RFP?Yes
Section LL.1.360Can we use a carrier such as FEDEX or UPS to deliver to the mailing address provided within the RFP? Other proposals have required a different address for shipping companies other than the USPS.Yes
PWS4.225 of 71NISPOM and RFP attachment 7, DD254 (one of which requires Top Secret FCL per block 1.a.The RFP should state the required FCL is Top Secret, not Secret, since the FCL required is driven by the highest classification noted on any associated DD254 as well as the highest of any position (PWS 1.6.7 lists multiple positions that require Top Secret). The highest level required is Top Secret.
Section LL.2.262May we provide the volumes in PDF rather than Word? PDF has problems associated with versions of software less often than Word does.Digital copies of proposals on CD ROM may be submitted in PDF format in addition to the other formats specified.
Attachment 5Will you provide a "plug number" for the Travel CLINs or should we simply leave those blank or N/A?Revised L.5.3.2 to read, "The Offeror shall complete and submit “Section B – Supplies or Services and Prices/Costs.” Prices shall be entered on all Contract Line Items (CLINs) for all periods of performance, except for the Travel CLINs. The Travel CLINs will not be exercised at time of award. They are for future unidentified travel requirements outside the ones identified within the RFP. The Offeror shall address the scheduled trips cost within the RFP and include them in their proposed fixed price. The Offeror’s prices shall be rounded to the nearest dollar. In addition, the Offeror shall transfer all final CLIN totals into the Contract Price Worksheet (attachment 5) to the RFP." Attachment-5's travel input is not applicable at time of award and should be left as N/A.
Section L and Section ML.3.3 TAB C: Factor 364 and 70Section L and M both speak to chart within Factor 3: "The offeror shall provide a chart summarizing the source of the experience (prime and/or teaming partner) for each requirement." What is considered "requirement"? Are these only the Performance Requirements (PRS#1-PRS#6) within Technical Exhibit 1 on pages 33-34 or does the government wish the chart to include additional specific RFP and PWS items? We assume the government does not intend for every RFP and PWS item to be considered a "requirement" for inclusion within the chart. The experience chart should address the performance objectives listed in the technical capability factor 3 (i.e. 5.1.2 through 5.2.9; 5.2.10; 5.2.11) at a minimal.
Attachment 5What does the SCA column mean in the pricing sheet? As SCA only applies to labor and there is a required section within Volume III the pricing volume to speak to SCA in the Price Narrative Section, will the government please simply delete the "SCA column"? If the table is not deleted, may be also use N/A in the column for all the lines except labor or "Please see Volume III, Price Narrative Section"?Removed the SCA column from Attachment 5, SCA information will be addressed in L.5.3.3.
