PERFORMANCE WORK STATEMENT (PWS)

MAINTENANCE AND REPAIR OF DIRECTORATE OF EMERGENCY SERVICES (DES)

ENTERPRISE DIGITAL VIDEO SURVEILLANCE NETWORK (EDVSN)

SECTION C.1

GENERAL

C.1. GENERAL:

The contractor shall perform quarterly scheduled maintenance of the EDVSN described in this document at Ft. Leonard Wood, MO. Contractor shall respond to Service Orders (SO) issued by the Contracting Officer’s Representative (COR) and repair or replace defective items associated with EDVSN CCTV equipment, support structures specifically installed for CCTV equipment and networking equipment wired and wireless specifically installed to support the EDVSN.

SECTION C.2

DEFINITIONS, ACRONYMS, REGULATIONS AND APPLICABLE PUBLICATIONS:

Contracting Officer (KO) A person duly appointed with the authority to enter into and administer contracts on behalf of the Government.

Contracting Officer’s Representative (COR) A government official appointed in writing by the contracting officer to conduct quality assurance and other functions and duties as specified in the written appointment.

CoN Certificate of Networthiness

CCTV Close Circuit Television

Consumable Materials Items used in the routine maintenance and repair of equipment but not considered a specific part for a specific piece of equipment. Examples of consumable materials are bulk items such as grease, oil, lubricants, wire connectors, screws, nuts or other items that are normally considered consumable in a commercial maintenance and/or repair function.

Service Order (SO) An order issued by COR requiring repair or other service on a piece of EDVSN equipment, support structure, software or networking equipment to restore or update operational capabilities.

EDVSN Enterprise Digital Video Surveillance Network allows the recording, live viewing and playback of video at critical facility entry points and other designated priority areas. Video media storage of a minimum of 30 frames per second, per camera, with synchronized audio for a period of thirty days is achieved by the EDVSN without the need for offline storage. It allows the viewing of live or recorded video over the Fort Leonard Wood Installation Campus Area Network (FLWICAN) and encrypted wireless mesh connections with proper authentication. The EDVSN stores and compresses video and audio data using hardware based H.264 compression and transmit network data via Transmission Control Protocol (TCP), User Datagram Protocol (UDP) and multicast. The EDVSN is comprised of various types of fixed, PTZ (pan/tilt/zoom), Infrared (IR), and forward looking infrared (FLIR) CCTV and License Plate Reader (LPR) cameras and their associated components, encoders, digital video recorders (DVR), network video recorders (NVR), personal computer (PC) workstations, monitors, audio capturing equipment, EDVSN software and firmware applications, wired and wireless networking equipment, encrypted and unencrypted radios with associated components, radar equipment with associated components, support structures specifically installed to support EDVSN equipment such as towers, antennas, stationary repeater platforms and containers, mobile platforms such as trailers, Uninterrupted Power Supplies (UPS), AC and DC power systems such as generators, solar panels, storage batteries and associated power system components. EDVSN equipment is located in various locations on Fort Leonard Wood including interior and exterior applications on buildings, towers, canopies, etc.

USGCB/FDCC The purpose of the United States Government Configuration Baseline (USGCB) (http://usgcb.nist.gov/index.html) initiative is to create security configuration baselines for Information Technology products widely deployed across the federal agencies. The USGCB baseline evolved from the Federal Desktop Core Configuration (FDCC) mandate (http://nvd.nist.gov/fdcc/fdcc_faq.cfm). The USGCB is a Federal government-wide initiative that provides guidance to agencies on what should be done to improve and maintain an effective configuration settings focusing primarily on security.

LPR License Plate Reader comprised of a camera and software that allows for the capture of vehicle license plate images.

C.3. Tasks

Initial Joint Inspection - Contractor shall meet with outgoing contractor and COR to conduct a joint inspection of all equipment listed in Technical Exhibit 1 to determine operational status prior to 27 September 2017.

Preventive Checks and Maintenance (PMCS) The contractor shall perform PMCS once quarterly on all EDVSN equipment/software. Every quarter prior to beginning any physical PMCS work the contractor and the COR, System Administrator shall meet at the COR’s office and conduct a joint review of all networked cameras and all networked LPRs. This review will be used to identify the current operational state of the EDVSN and serve as mutual notification between the COR and contractor on initiation of PMCS work. During the scheduled PMCS the contractor will notify the COR in writing daily of all equipment or component failures discovered that will require a service order for corrective action.

Each quarterly PMCS shall consist of:

C.3.1. CCTV Cameras (fixed, Pan Tilt Zoom (PTZ), and mobile)

a. Clean all domes and lenses of all cameras.

b. Focus and align all fixed cameras on targeted locations specified by the COR during the quarterly joint review.

c. Service and inspect camera components in accordance with (IAW) manufacture specifications for maintenance.

d. Verify all internal camera housing components are functioning and repair if defective.

e. Verify home preset positions are correct during the quarterly joint review fix preset positions if identified as incorrect during quarterly joint review.

f. Check all connections/connectors and repair if defective.

g. Verify all exterior domes, camera housings and equipment boxes are sealed and latches are working properly; replace deteriorated seals or defective latches within 24 hours of identification.

h. Verify all audio collection microphones are functioning and recording with their associated camera during the quarterly joint review.

C.3.2. Network Integration Equipment/Software

a. Check functionality of all fiber modules; replace if defective.

b. In coordination with the COR, system administrator, configure firmware and software settings per EDVSN CoN in accordance with the FDCC.

c. IAW manufacturer’s specifications for maintenance, service and logon to and verify all wireless mesh radios are passing data based on current configurations.

C.3.3. EDVSN Wireless Mesh

a. Reconfigure, verify correct broadcast angles and retune all wireless networking equipment/radios as needed identified during quarterly review or when identified during C.3.2 c above.

b. Perform service and inspection at intervals shown in the manufactures’ specifications for maintenance on all backup generators at Polla Road CONEXs (Container Express) and mobile surveillance trailers; report low fuel levels or failed generators to the COR.

c. Perform service and inspection of all solar panels IAW manufacturer’s specifications for maintenance.

d. Perform service and inspection of all lead-acid and gel-pack batteries IAW manufacturer’s specifications for maintenance. Report low or failed batteries to the COR.

e. Perform service and inspection of all wireless Mesh repeaters IAW manufacturer’s specifications for maintenance. Verify cameras on Mesh repeaters equipped with cameras are streaming video through the wireless mesh during the quarterly joint review.

f. IAW manufacturer’s specifications for maintenance service and verify the functionality of all EDVSN equipment on patrol vehicles, mobile command post, and mobile surveillance trailers; confirm all are connecting, streaming video and fully functional through the wireless mesh with the EDVSN system administrator.

C.3.4. Software and Firmware. Provide, install and configure all EDVSN related software/firmware updates and patches for all equipment as applicable. EDVSN Software consists of:

a. iVMS 4200 Client Software Versions v1.02.08.50 and v2.00.08.50 build20140422_10 (client networking software)

b. iVMS 2000 Server Software Version 2.0.2 Build 20110418 (digital video recording and networking software)

c. Genetec™ Security Center Version 5.2 SR3 b1045 11 (LPR client networking and workstation software)

d. Genetec™ AutoVu Patroller Version 5.2 SR3 b1045 11 (LPR mobile platforms)

e. Manufacturer’s installed product firmware for HIK encoders, DVRs, NVRs, and Ubiquity and Fortress MESH radios.

C.3.5. License Plate Readers (LPR)

a. All mobile and stationary Genetec™ LPRs shall be serviced and inspected IAW manufacturer’s specifications for maintenance.

b. Review Genetec™ Security Center recorded and live LPR images to verify image qualities, proper camera alignment and ensure associated LPR workstations and networking software are functioning with the LPR server. Make necessary camera alignments identified during the quarterly joint review.

C.3.6. General Equipment and Services

a. During the quarterly joint review, view recorded and live video to verify digital recorder image qualities, recording and playback functions. Make configuration adjustments as identified during this review.

b. Remote encoders shall be serviced and verify they are functioning properly.

c. Check all components for signs of deterioration; report findings to COR daily for those components that will require a service order for corrective action.

d. Clean all monitors and Liquid Crystal Display (LCD) screens utilized to display EDVSN content for monitoring.

e. Verify functionality of all attached peripherals and PTZ joystick/controllers; report nonfunctioning equipment to COR.

f. Dust and clean all digital recorders, associated EDVSN Personal Computers (PCs) and clean air intake filters, replace filters as needed.

g. Verify all Uninterrupted Power Supply (UPS) backup functions and voltage outputs are IAW manufacture’s specifications for maintenance. Report failed or malfunctioning equipment to the COR.

h. IAW manufacture’s specifications for maintenance inspect and service radar (speed detection) and display units located on Polla Road ensuring they are accurate within 3 Miles per Hour (MPH).

i. Inspect and service all support structures and their associated components specifically installed to support EDVSN equipment such as towers, antennas, stationary repeater platforms and containers, and mobile platforms such as trailers. Report failed or failing structures to the COR when found that will require precautionary safety measures and service order to repair.

C.3.7. Hazardous Equipment or Conditions: If during the performance of PMCS, the contractor detects conditions that appear to present an immediate or impending threat to personnel safety, property safety or to the integrity of the equipment the contractor shall immediately notify the COR of the condition.

Examples of conditions that warrant notification include but are not limited to electrical shock hazards, inoperative safety devices, inoperative emergency power supplies, conditions that pose an immediate threat to network compromise, structural discrepancies that may lead to structural failure.

C.3.8. PMCS Schedule

C.3.8.1. Schedule: The contractor shall deliver a written projected annual PMCS schedule 20 calendar days after award of contract and a written quarterly PMCS schedule no later than 8 business days prior to the start of the month when the PMCS is to be performed. PMCS will be completed within 16 business days from beginning date to end date, with exceptions for federal holidays. Revisions to the schedule shall be delivered to the COR in writing, e-mail is acceptable, no later than two business days prior to the change taking effect. The revisions shall clearly indicate changes from the original schedule and shall incorporate the changes into a conformed revised schedule. All PMCS tasks will be completed no later than end date of the provided schedule and or within approved dates for schedule changes but shall not carry over to next quarterly PMCS.

C.3.8.2. PMCS Coordination: The contractor shall notify the COR by email no later than 2 business days prior to conducting the PMCS. Each quarter prior to beginning any PMCS the contractor shall meet with the COR, system administrator and conduct a joint review of cameras and LPRs. This review will be used to identify the current operational state of the EDVSN and serve as mutual notification between the COR and contractor on initiation of PMCS work.

C.3.8.3. Special Qualifications: Contractor employees performing Genetec software programming or equipment installation functions for LPR systems must be certified Genetec Integrators. Contractor employees performing upgrade, replacement or repair programming of EDVSN software, encoders, DVRs, NVRs, and Fortress Radios must have a technically proficient working knowledge of programming the client software and equipment firmware for this equipment or like type equipment.

Contractor employees maintaining EDVSN connections to the Installation Campus Area Network (ICAN), wireless encrypted networking equipment/radios and all associated EDVSN software must be certified for Windows OS 7 and 10, SQL 2008 and Security +.

C.3.9. Perform Equipment Installation, Repair/Replacement:

C.3.9.1. General: Service order evaluations shall be issued by the COR. Service orders will include description or item identification, model, and serial number (if applicable) of equipment requiring evaluation for equipment/parts installation, repair/replacement or EDVSN software requiring configuration, update or patching. Contractor shall make a physical site visit evaluation response to any service order within 48 hours of receipt of the order. Weekend and Federal holiday hours will not apply to the 48 hour site visit response. The contractor will coordinate arrival to FLW and meet with the COR upon arrival for a site visit evaluation prior to beginning the evaluation. During evaluation visits, contractor shall perform comprehensive diagnostics and deliver a complete written report/repair estimate detailing the fault(s) diagnosed and recommended corrective actions to the COR within 1 business day after completing diagnostics.

C.3.9.1.1 Installation, Repair/Replacement Estimate: The estimate shall, as a minimum, detail the number of hours required to make the repair or installation, a detailed manufacturer’s description listing of necessary parts or equipment, except those materials considered consumables, and if required programming of software or firmware. When replacement equipment must be ordered the contractor shall include the estimated date of delivery and installation when it will exceed eight (8) business days from the date of their written estimate to the COR Any replacement structure, equipment and or part shall be compatible and integrate with current EDVSN equipment and software/firmware. Replacement structures, equipment and or parts shall not be of lower quality or of lesser capability of equipment/parts currently in use. Contractor or Manufacturer refurbished/repaired equipment shall not be used as replacement equipment unless authorized by the COR. The contractor shall include an estimate for the installation of the equipment or parts and if required configuration of software.

C.3.9.1.2 Authorization to Make Installation, Repair/Replacement: Upon receipt of the contractor’s service order installation, repair/replacement estimate, the COR will determine authorization and inform the contractor in writing to proceed or not proceed with the repair(s). In no event shall the contractor proceed with any installation, repair/replacement without written authorization from the COR. Upon receipt of authorization from the COR to proceed with estimated installation, repairs/replacement the contractor shall have seven (7) business days from the date of the COR notification to begin installation, repair/replacement work. Installation of the product must comply with current manufacturer safety and engineering standards for installation of the product. Installation, repair/replacement work not completed by the close of business on the eighth (8th) business day will be documented in writing to the COR and KO thereafter daily with a reason for delay and resolution for delay.

C.3.9.1.3 Cost Exceeding the Repair/Replacement Estimate: In no event shall the contractor incur costs in excess of the installation, repair/replacement estimate price without authorization from the COR. In the event that installation, repairs/replacements are anticipated to exceed the authorized estimate price the contractor shall immediately notify the COR in writing with the adjusted estimated additional cost of the installation, repair/replacement.

C.3.9.1.4. Payment for necessary repair parts and replacement equipment. The Contractor shall bill the Government for all repair parts and replacement equipment at actual cost without mark up. The repair/replacement estimate will include quotes to establish anticipated costs and copies of invoices will be provided as available to support reimbursement for parts and equipment.

C.3.9.1.5. All service orders for installation, repair and replacement work will be billed and paid against CLIN 002 Perform Equipment Repair. The Contractor shall bill its hourly rate which shall include all components of labor costs plus consumable supplies and any and all other cost associated with equipment repair other than replacement equipment and repair parts. In calculating its bid offeror's shall propose based upon an estimate of 1,500 labor hours annually. For evaluation purposes the Government shall multiple the hourly rate proposed by each Offeror by 1,500 hours.

C.3.10. Required Records/Reports: The contractor shall maintain the following records for the entire duration of the contract. These records shall remain available for inspection, reproduction or delivery to the COR.

Records shall include the following:

(a) Copies of all SOs and repair/replacement price documents indexed by SO number including make, model, serial number (if applicable) and location of all equipment specified in the SO.

(b) A complete, current and detailed service log for each piece of equipment that is installed, repaired/replaced. As a minimum the log shall detail each piece of equipment, make, model, serial number (if applicable), location of the equipment, date/time that the installation, repair/replacement was performed. This log shall be maintained in Adobe Pro or Microsoft Word format and an electronic copy of the log delivered to the COR no later than one (1) business day after an installation, repair/replacement is completed.

(c) After each quarterly PMCS the contractor shall deliver a report to the COR which details the complete scope of inspections, repairs/maintenance/cleaning performed, adjustments made, firmware/software upgrades installed and the date of each action for each piece of equipment PMCS’d. The report will detail all equipment, structure, software or firmware issues or failures identified during the PMCS that may require service orders to correct. Report will also include total labor hours incurred and number of technicians by date used to perform the PMCS. This report shall be maintained by the contractor and a copy delivered to the COR in Microsoft Excel or Microsoft Word format no later than seven (7) business days after the completion of the quarterly PMCS.

C.3.11. AT Level I Training: This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR (or KO if no COR is appointed) within 10 calendar days after completion of training by all employees and subcontractor personnel. C.3.12. iWatch Training: This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees are required to review the Fort Leonard Wood, Directorate of Emergency Services (DES) web link on iWatch. This local developed web linked training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity. Suspicious Activity will also be reported to the COR (or KO if no COR is appointed). This training shall be completed within 10 calendar days of contract award and within 10 calendar days of new employees commencing performance with the results reported to the COR (or KO if no COR is appointed) NLT 30 calendar days after contract award. C.3.13 OPSEC Training: New contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty in accordance with AR 530-1. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual OPSEC awareness training. All contractors shall complete annual OPSEC Awareness training if the contract duration is longer than 30-days. MSCoE OPSEC Officer will provide training. Coordination of training shall be through the DPW Inspection Branch. Proof of training, including a detailed listing of attendees, shall be provided to the KO. A nominal fee shall be charged to the Contractor for this training equal to 1-hour of Government time. The burden to complete this training is approximately 1-hour per training evolution.

There are no restrictions to number of attendees in a given training evolution.

All costs associated with employee training and review must be included in the CLIN prices bid/offered for the underlying requirement. No other payments are authorized.

Contractor shall reimburse the Government for classroom OPSEC training. The established fee is $30 per face-to-face training session conducted. Contractor personnel may all attend the same training session;

however, in the event of new hires, additional session(s) shall be required. Contractor shall submit payment, made payable to the US Treasury, to MSCoE G-8, Attention: Managerial Accounting Officer, 14000 MSCOE Loop, Ste 341, Fort Leonard Wood, MO 65473.

C.3.14 CONTRACTOR MANPOWER REPORTING APPLICATION (CMRA). The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services. Reporting inputs will be for the labor executed during the POP for each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported NLT October 31 of each calendar year, beginning with 2013.
