Contractor Questions and Government Responses
W911S7-16-R-0046 – Lessons Learned Products
Contractor Question 1: RFP W911S7-16R-0046, Page 49 of 65, Paragraph b. i. Early Proposal Information – The Offeror is requested to submit the Past Performance Volume 26 calendar days after the RFP issuance date. Is this date August 23, 2016?
Government Response 1: The past performance volume is due August 23, 2016.
Contractor Question 2: Performance Work Statement (PWS) Quality Assurance Office (QAO) Lessons Learned Products, Page 4, Paragraph 1.5.9 Personnel Management – Is the Contract Manager required to be on-site at FT Leonard Wood?
Government Response 2: No, the Contract Manager is not required to be on-site at FT Leonard Wood.
Contractor Question 3: Performance Work Statement (PWS) Quality Assurance Office (QAO) Lessons Learned Products, Page 13, Part 3 Government Furnished Property, Equipment and Services, Paragraph
2.4.2 – Are all products listed in the table available on the NIPR net or are some listed on the SIPR net?
Government Response 3: This information is all/only on NIPRnet.
Contractor Question 4: Performance Work Statement (PWS) Quality Assurance Office (QAO) Lessons Learned Products, Page 15, Part 5 Specific Tasks, Paragraph 4.1 Observation Reports - What is the estimated backlog of previous collections of GFI and what is the expected number of OR the Government expects to produce from this source? Was this level of effort calculated in the estimated labor hours on Page 22, Technical Exhibit 3 Estimated Workload Data?
Government Response 4: A) The “backlog of previous collections as GFI” refers to a source of material from which to write ORs, not the amount of effort to write those ORs. We intend to have enough backlog material to produce at least the first month of deliverables (12 ORs + IIR) for each of the subject areas MEB, EN, CBRN, MP and Protection. B) The table on page 22 shows that in our experience, it takes a SME around 2000 hours (roughly full time) to complete 144 ORs +12 IIRs including research, writing, vetting, re-edits, and delivery to JLLIS.
Contractor Question 5: Performance Work Statement (PWS) Quality Assurance Office (QAO) Lessons Learned Products, Page 19, Technical Exhibit 1 Performance Requirement Summary, PRS #2 – Under the Standard Column in PRS#2 it states OR issues per report in DOTMLPF format as specified in 5.2. , this paragraph appears to be missing from the PWS. Please clarify.
Government Response 5: The PWS paragraph numbering has been updated and the paragraph in question, 5.2, is properly labeled. It is correct that an Initial Impressions Report includes an average of 10 -20 Observation Reports (ORs) in DOTMLPF format. Content has not changed, only some of the paragraph numbers.
Contractor Question 6: Performance Work Statement (PWS) Quality Assurance Office (QAO) Lessons Learned Products, Page 22, Technical Exhibit 3 Estimated Workload Data, Table – Are all 6 positions a requirement and filled on the current contract? If any are new positions for this opportunity please identify them. Are the estimated labor hours for this opportunity the same as the existing contract? If not please identify the differences.
Government Response 6: The offeror’s workforce composition is the determination of the offeror.
