When included as part of material costs, material handling costs shall include only costs clearly excluded from the labor-hour rate. As per the PWS Section 3.0, the response time is within a 24 hour period of time regardless of business hours for boots on the ground at Dugway Proving Ground.
The assessment is for major, emergency repairs to include parts replacement for 20, 30, 100, 200, 300 series environmental chambers and listed specialty chambers located throughout various areas within West Desert Test Center at Dugway Proving Grounds (See EQUIPMENT DESCRIPTION in full text below).
Locations are Carr Facility, White Sage Mortar Range, German Village Artillery Range, Tower Grid and other ranges depending on test requirements. Labor rates shall be fully burdened to include, but not be limited to, labor, travel, lodging, mileage, equipment/vehicle rental, profit, and general and administrative, etc.
Should any repair be required, over and above the maintenance procedures, the contractor shall provide a written assessment detailing the repair and cost. An assessment shall be provided to the COR to review, Approval to proceed shall be based on labor rates and necessity. The repairs and parts shall be covered under X001, and X002 subject to FAR 52.232-18 and DFAR 252.232-7007.

PERFORMANCE WORK STATEMENT
ENVIRONMENTAL CHAMBER MAINTENANCE
1.0 General: This is a non-personnel services contract to provide Environmental Chamber Maintenance. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Purpose: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform. The Environmental Chambers are used to condition Army material at various temperature and relative humidity. The maintenance will be performed on electrical, refrigeration, and mechanical systems for various non-mobile, and mobile chambers at the WDTC. The work shall be completed as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.2 Background: To provide unscheduled Maintenance and Repair on the various manufactured Environmental Chambers at Dugway Proving Ground. The preventative and general maintenance is completed by Government Employees. This type of repair is for the environmental systems or other systems on the various chambers in the description.
1.3 Scope and Description of Work: Contractor shall provide on-site service and phone support for operational and troubleshooting issues. Contractor shall provide for a technical assistance line with a three hour response time during normal business hours to provide technical assistance for on-site troubleshooting of equipment malfunctions and operational issues. Should diagnostics be required, Government shall contact Contractor for an assessment and Quote to repair equipment to full functionality. Contractor shall not proceed with repairs until given a notice to proceed by the Contracting Officer. Upon completion, Contractor may submit invoice for amount approved only. The assessment cost shall be included in the invoice for repair (if needed). Contractor shall have an onsite response time for emergency repairs within 24 hours and regularly scheduled repairs of 3 business days.
1.4 Place of Performance: Dugway Proving Ground: U.S. Army Dugway Proving Ground is located in a remote area. The main gate is approximately 100 miles southwest of Salt Lake City, Utah. Contractors may be required to travel up to 150 miles one way from Salt Lake City to reach some work sites.
1.5 Location and Hours of Work: Normal work hours for Dugway Proving Ground are provided below for the Contractors benefit. U.S. Army Dugway Proving Ground operates on a four (4) day work week, Monday through Thursday, from 7:00 A.M. to 5:30 P.M. (local time) except for Federal Holidays. Deliveries will be accepted on regular scheduled work days between 7:00 A.M. and 4:30 P.M. (local time). The following Federal Holidays are observed:
(a) January 1st
(b) 3rd Monday in January
(c) 3rd Monday in February
(d) Last Monday in May
(e) July 4th (j) December 25th
(f) 1st Monday in September
(g) 2nd Monday in October
(h) November 11th
(i) 4th Thursday in November
When any of the above holidays fall on a Sunday, the following Monday will be observed as the holiday; when a holiday falls on a Friday or Saturday the preceding Thursday is observed as the holiday.
1.6 Period of Performance: Base (12 months) plus four option terms (12 months).
2.0 Reserved
2.1 Non-Personal Services: The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (PCO) immediately.
2.2 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subContractors.
The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.
2.3 Contract Administration and Management: The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at U.S.
Army Proving Ground and the Contractor's corporate offices.
2.3.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The Contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration: The Contractor shall provide the following management and support as required. The Contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract tasks. The Contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
2.4 Subcontract Management: The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subContractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subContractors to their team after notification Contracting Officer (PCO) . Cross teaming may or may not be permitted.
2.5 Contractor Personnel, Disciplines, and Specialties: The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories as defined in the Labor Categories document (see attachment), labor rates, and man-hours utilized in the performance of each Task Order (PWS line item) issued hereunder will be the minimum necessary to accomplish the task. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
3.0 Performance Requirements
The following section specifies the Performance Objectives and Elements for the contract.
3.1 Basic Services. The Contractor shall provide on-site service and phone support for operational and troubleshooting issues in regards to the various manufactured environmental chambers and specified equipment in the Performance Work Statement.
Contractor shall provide on-site service and telephone support for operational and troubleshooting issues in order to maintain fully functional the environmental chambers systems.
AQL: 100% of the time, on-site (Monday through Thursday, except Holidays) and telephone support services (Monday through Friday, except Holidays) are available from 7:00 AM to 5:30
PM.
3.2 Technical assistance line:
Standard: Contractor shall provide for a technical assistance line with a three hour response time during normal business hours and non-business hours to provide technical assistance for on-site troubleshooting of equipment malfunctions and operational issues.
AQL: 95% of responses to the technical assistance line are provided by the Contractor within 3-hours during normal business hours and during non business hours.
3.3 Provide diagnostics, and/or assessment and provide detailed Quote to repair.
Standard: Should diagnostics and/or assessment be required (whether they be Government or Contractor identified), or if preventative maintenance is identified on any of the systems listed in the Equipment Description section, the Contractor shall provide such diagnostic and/or assessment, to include providing a detailed Quote to maintain and/or repair and return the system to full functionality. The assessment cost is to be included in the invoice. Contractor shall not proceed with repairs until given a written notice to proceed by the Contracting Officer (KO).
AQL: 100 % Within 2 business days from identification by the either the Government (with notification to the Contractor) or the Contractor, the Contractor shall provide such assessment along with the detailed Quote to maintain and/or repair the system.

3.4 Response Time
Contractor shall respond to repair requirements as follows:
a. Emergency Response
AQL: 100% of the time, Contractor shall respond within 24 hours.
b. Non-Emergency Repairs
AQL: 100% of time, the Contractor shall respond within three business days.
3.5 System Repair (Equipment)
Standard: Contractor shall complete all repairs and return the system to 100% functional status.
a. Emergency Repair
AQL: 100% of the time,No later than 3 business days from the written notice (via email) to proceed. This unless the Contracting Officer Representative in writing (via email) with Contract number W911S6-16-P-00XX in subject line (via email) expressly approves an extension. The equipment and systems shall be repaired and returned to 100% functionality and operational.

b. Non-Emergency Repair
AQL: 100% of the time, No later than 14 business days from the business days from the written notice (via email) to proceed. This unless the Contracting Officer Representative in writing (via email) with Contract number W911S6-16-P-00XX in subject line (via email) expressly approves an extension. The equipment and systems shall be repaired and returned to 100% functionality and operational.

3.6 CONTRACTOR MANAGEMENT REPORTING (eCMRA)
The Contractor will report ALL Contractor labor hours (including subContractor labor hours) required for performance of services provided under this contract for the Department of the Army via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil, and then click on
“Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30. As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement.”
Standard: The Contractor shall annually comply with the eCMRA requirement.
AQL: Manpower data elements are timely reported 100% of the time as describe above.

3.7 WORK ORDER AND INVOICING PROCESS
Upon award of this requirement, the offeror shall adhere to the following instructions to complete work and process any invoices for payment.
Government’s appointed COR shall request a Quote from the assessment for the required task/parts, etc. OR if Contractor recommends maintenance work or preventive maintenance/repair, a quote shall be provided to the Government.
The COR shall review any Quote to verify the requirement exists and is valid. The COR shall check the labor hour pricing against the pricing table to validate the correct labor hour cost.
The Contracting Officer may then approve the repair/parts and give the Contractor a notice to proceed. No work shall proceed until a written notice to proceed has been provided to the Contractor.
The Contractor shall not perform work if the cost of that work or cumulative previous work exceeds the balance of funding remaining on the associated contract line item.
Upon completion of work, the Contractor shall submit an invoice to (iRAPT) WAWF, referencing the identified task/parts request. COR shall verify that task/parts request has been completed per the surveillance matrix.
Standard: Contractor shall comply with the work order and invoicing process.
AQL: 100% of Work Order and Invoicing process shall be correct and accurate.
4.0 Deliverables and for use with performance section of 3.0 and will be modified at a future date with a bilateral supplement modification to the contract.
4.1 Detailed Quote to include ( see 4.2, 4.3, 4.4, 4.5, and 4.7) via email: Contractor shall provide a detailed estimate according to the terms of the contract within two working days of site visit to repair the system to return the system to full functionality. The estimate shall provide in writing a breakdown of material and labor costs and include an estimated timeline for repair completion.
All labor rates shall be broken down per labor category with estimated hours and rates as per the terms of the contract.
4.2 Extension documentation via email for emergency repair: Contractor shall complete repair within 3 working days of receiving authorization for repair. Contractor shall submit an invoice following completion of repair. Extension beyond the 3 working days repair requirement may be approved for issues such as repair part availability. The extension must be requested as soon as identified.
4.3 Extension documentation via emai for non emergency repair: Contractor shall complete repair within 14 working days of receiving authorization for repair. Contractor shall submit an invoice following completion of repair. Extension beyond the 14 working days repair requirement may be approved for issues such as repair part availability. The extension must be requested as soon as identified.
4.4 Proof of ECMRA input completion: Contractor shall report manpower data elements as required by local agency requirements. Contractor shall notify the COR in writing (via email) with Contract number W911S6-16-P-00XX in subject line when manpower data reporting is complete and submit an invoice.
4.5 Safety Plan; The Contractor shall a provide a safety plan that adheres to and enforces applicable OSHA requirements for employee safety within 45 days after award of contract to the COR and annual at the time of exercise the option an updated version shall be submitted electronically to the COR.
4.6 Maintenance Plan and work plan: The Contractor shall be provided for maintenance (work plan for repair of equipment) along with quote and written assessment. The plan shall be submitted electronically to the COR. The plan shall include checklist of items that shall be checked, plan for how the assessment shall occur, and conduct the work as OEM and industry standards..
4.7 Hazardous Waste Plan: Contractor Plan for Hazardous Waste from maintenance of equipment as per industry and Government standards. The plan shall be submitted electronically to the COR.
4.8 Documents/Manuals: The Contractor shall purchase the provide a quote to the COR for the document/manual as per industry standards. Then the KO shall approve the purchase to be charged on CLIN X002 (parts). The Documents/manuals shall be delivered to the COR as govenrment property and shall be available to the Contractor for use.
Background: Components of these systems listed in the equipment description in section 5.0 are described in the manufacturers’ operation and maintenance manuals for each of these climatic chambers as per industry standards..
5.0 EQUIPMENT DESCRIPTION
The following paragraphs list, reference, and describe the functions, characteristics, and major systems of the climatic chambers that the Contractor shall service and repair.
MOBILE CONDITIONING CHAMBERS
DESCRIPTION: The environmental chambers are used to condition Army material at various temperatures and relative humidities. Manufacturer-is Mallory Engineering of Salt Lake City, Utah. Chambers are of the Mallory 300 and 200 Series. These chambers use electric resistance heaters, expendable refrigerant (liquid carbon dioxide), and mechanical refrigeration to control temperature. Relative humidity is controlled using low-pressure steam injection, refrigerated wet bulb dehumidification, and regenerated desiccant drier dehumidification. These chambers consist of a 32 ft. UTILITY trailer complete with lights, brakes, etc.; a 12L X 7W X 7H ft.
(nominal) stainless steel test chamber; equipment compartment, and the following installed equipment:
Liquid CO2 piping; insulation; manual, automatic, and pressure relief valves; etc.
2 each 16 in. prop type fans with ¾ hp. motors; shafts; belts; bearings; etc.
9 each 1.7 kW low watt density stainless steel sheathed resistance heaters 7 ½ hp. R134a Coplematic discus condensing unit. Unit has special features like hot gas bypass/liquid injection, and a wet bulb dehumidification system. (known as the high temperature and dehumidification refrigeration system)
300 Series uses and additional Cascade low temperature refrigeration system consisting of a 10 hp. R404a Coplematic discus condensing unit for the high side and a 10 hp. R95 compressor with Dunham Bush cascade condenser for the low side. Unit has special features like hot has bypass/liquid injection on both systems, and an automatic pressure relief system with expansion tank.
Instrumentation/electrical package including:
200 series- Compact Fieldpoint Controllers / Data acquisition with touch screen operator interfaces. 300 series- Modicon PLC’s with Advantech TPC-642 operator interfaces and internal data logging IMR 00162 high-low temperature fail-safe; three Red Lion DUR00162 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc.
CHROMALOX low pressure steam boiler; water pump; 100 gal. Water storage tank;
piping; 120 volt solenoid control with gate valves fully actuating steam valve.
CARGOCAIRE continuously regenerated desiccant dehumidifier with automatic dampers.
Miscellaneous equipment including: equipment compartment fans and heaters (or AC/heat units); weather and explosion proof lights; security hardware; audible and visual alarms, etc.

100 SERIES AND SKID MOUNTED CHAMBERS
DESCRIPTION: These chambers are used to condition material at various temperatures.
Manufacturer-is Mallory Engineering of Salt Lake City, Utah. Reference: OPERATING AND MAINTENANCE INSTRUCTIONS FOR 100 Series and skid mounted conditioning chambers, 20 Series and 30 series. These chambers use electric resistance heaters and expendable refrigerant (liquid carbon dioxide) to control temperature. The 20 series skid mounted conditioning chambers consist of a 12’L X 8’ X 8’ ft (nominal) stainless steel test chamber, equipment compartment, and the installed equipment below. The 30 series chambers consist of a 25 L X 8 X 8 ft (nominal) stainless steel test chamber, equipment compartment, 6 ton CO2 tank with compressor and the installed equipment below. The 100 series chambers consist of a 32 ft.
UTILITY trailer complete with lights, brakes, etc.; a 12L X 7W X 7H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment listed below:
Liquid CO2 piping; insulation; manual, automatic, and pressure relief valves; etc.

SPECIALITY CHAMBERS
Salt Fog
DESCRIPTION: This chamber is used to test Army material with a salt fog to simulate ocean conditions. Manufacturer is Mallory of Salt Lake City, Utah. Reference: Operating and Maintenance Instructions for Salt Fog Chamber. This chamber uses ethylene/glycol circulated water to heat and cool the chamber. The chamber has a 134a refrigerated cooling system. This system uses an atomizing system to inject salt spray into the chamber. This chamber consists of a skid mounted 13L X 8W X 8H ft. (nominal) stainless steel test chamber; equipment compartment, and the following installed equipment:
Champion 5 hp two stage vertical Air Compressor Instrumentation/electrical package including Compact Fieldpoint Controllers / Data acquisition with touch screen operator interface LFE high-low temperature fail-safe; 6 100 ohm platinum RTD sensors; VAISALA relative humidity sensors; and electrical wiring, connections, controls, etc.
