QUESTION AND ANSWERS

Question and Answers for W911S6-16-R-0006

1. Many of the environmental chambers included in the RFQ are currently equipped with Compact Field Point

Controllers (National Instruments). Is the current Labview configuration file proprietary to Mallory Engineering? If not, will the program be available to contractor?

The Compact Field Point Controllers are controlled by function codes that were developed by Mallory Engineering and those functions are proprietary to Mallory. A contractor is open to develop their own function codes. That would be required to function the chambers and would need to be at developed at the cost to the contractor. The controllers are slowly being replaced with new National Instruments controllers in another acquisition. The controller have been proven to be the only type of controller to with stand the environment that the test puts them through.

2. Will the government provide a secure and enclosed area, on-site, for Contractors to store tools/equipment (i.e.

gangbox), materials and parts long term?

A. A small area in the warehouse that a gangbox could be stored for tools and equipment. As for parts and materials we stock a lot of the parts that we use in the day to day maintenance. However, most of the time the major parts are ordered when needed by the contractor and delivered to DPG and then installed at that time.

3. Response time is obviously of paramount importance. Down time can be greatly reduced with access to a common parts inventory. The Government has established a CLIN for Repair Parts and Materials (0002).

Can/should this CLIN be utilized in order to maintain a spare parts/material inventory, including refrigerants, on site?

A. No, There are refrigerants and a lot of the spare parts/material on hand that we procure from our sustainment budget. Items required from the contractor on the CLIN is mainly the non-stock items.

If so, should the contractor consider setting up a fully stocked parts inventory as a part of CLIN 0002?

No, not at this time, the majority of the work is on the larger items that will not be being replace on this contract i.e.

compressors. Etc. Refer to answer from question two.
