About this file

This is a Questions and Answers (Q&A) document clarifying requirements from a Performance Work Statement (PWS) for signage fabrication and installation work. The document addresses eight key inquiries regarding monument and canopy signage specifications.

For the canopy signage, the contractor must fabricate and install signage displaying "FCC / T2COM" branding (9 letters including the slash) with halo-lit letters. Electrical power to a panel box is already in place for connection, and the government will provide only a 10-foot ladder; all other equipment must be contractor-supplied and delivered on-site. For the monument signs, the contractor must fabricate and install stud-mounted acrylic lettering (not cast aluminum) reading "U.S. Army Futures and Concepts Command" on all five sign faces across three locations: Victory (Lee) Boulevard (double-sided), Jefferson Avenue (double-sided), and Jefferson/Madison (single-sided). Monument lettering is non-illuminated with no electrical work required. The monument branding logos and ladder/replaceable name plates are to be fabricated and installed by others and excluded from the contractor's scope and pricing, though the contractor is responsible for coordinating spacing and layout around these elements. Currently, monument faces have dibond material covering precast substrate and associated damage. Additional site location layouts, canopy box dimensions, and photographs with specifications are provided in Attachment 4.

1. “Thanks for the update. I just looked again on the files and the .pdf has the monument sign and the powerpoint has 2 files, the site plan and a rendering of the monument sign. I did not see the canopy nor anything about the Halo lit letters except in the written proposal. Any on site additional pictures would be great reference for both the monument signs and the actual condition they are in and the canopy sight location and what we are working with and how high up these letters are.“

Attached are canopy box dims and site location and layout for the monument signs. Currently, the monument faces have dibond material that was attached by our Enterprise Media Center and is covering the actual precast and associated damage.

(See attachment 4 for additional pictures and specs.)

2. Assuming the electrical will be provided as junction box for us to connect backlit letters?

Yes, power to panel box is already in place from previous signage.

3. Is there any equipment on site we could use or must we rent and have delivered onsite for installation?

The best we can o er is a 10' ladder.

4. Canopy Lettering Quantity / Design: PWS Section 5.1.2 states that the contractor shall fabricate and install thirty (30) letters and two (2) logos.

However, Attachment 4 depicts the canopy signage as FCC / T2COM branding which makes 9 letters including the slash. Please confirm the exact text/lettering and quantity of individual letters required for the canopy.

"Attachment 4" as stated in the RFI submission is the correct and final lay out for the Canopy.

5. Monument Lettering Material: The monument signage graphic specifies stud-mounted acrylic lettering, while the Sign Specifications/Dimensions drawing identifies 6-inch cast aluminum letters (.25-inch minimum thickness), Clarendon font. Please confirm which material governs for the new permanent monument lettering.

The acrylic material governs for the new permanent monument lettering. (The signage graphic was an excerpt from the building as-builts. Removing the specs for the cast aluminum letters was overlooked).

6. Monument Sign Quantity / Lettering Faces: The location graphic identifies three monument locations: Victory (Lee) Blvd – double-sided, Je erson Ave – double-sided, and Je erson/Madison – single-sided, representing five sign faces.

Please confirm whether the “U.S. Army Futures and Concepts Command” lettering is to be fabricated and installed on all five sign faces.

Yes, "U.S. Army Futures and Concepts Command" on all five sign faces.

7. Monument Logos and Ladder Name Plates: The drawings indicate that the monument branding logos and ladder/replaceable name plates are to be fabricated and installed by others. Please confirm these items should be excluded from the contractor’s scope and pricing, with the contractor responsible only for coordinating the spacing/layout around them.

Correct....the monument branding logos and ladder/replaceable name plates are to be fabricated and installed by others. These items should be excluded from the contractor’s scope and pricing, with the contractor responsible only for coordinating the spacing/layout around them.

8. Monument Electrical/Illumination: The PWS provides electrical and illumination requirements for the canopy signage but does not appear to require electrical work or illumination for the monument signs. Please confirm that the monument lettering is non-illuminated and that no electrical work is required for the monument signs.

Correct...the monument lettering is non-illuminated and no electrical work is required.
