About this file
This document is a Questions and Answers (Q&A) file related to a Request for Proposal (RFP) for the Enterprise Classroom Program (ECP). The RFP is for a Single Award Indefinite Delivery/Indefinite Quantity (SAIDIQ) contract with Firm-Fixed Priced (FFP) Contract Line Item Numbers (CLINs) as a competitive 8(a) set-aside. The contract will have a 12-month Base Year and two 12-month Option Years.
The Q&A clarifies details such as the period of performance, labor hour requirements, pricing matrix, resume requirements, and acceptable past performance information. It also provides revisions to the Pricing Matrix and Performance Work Statement (PWS). Key points include: the ordering period is 36 months, a minimum of 4 resumes are required, and past performance evaluations must be rated "Acceptable." The government will accept PPQs completed prior to amendments if they are related to the initial cited IDIQ contract.

Question Answer Can a one-week extension be granted for this due date?
The solicitation due date will not be extended.
Please confirm whether the base year hours provided are for 11 months or 12 months.
Please see revised Pricing Matrix.
If the hours should be for 11 months, will an amended Attachment 3 Pricing Matrix be provided with the Base Year hours adjusted for an 11 month period?
Please see revised Pricing Matrix.
If the hours are for 12 months, do those hours also include the provided Phase-In period hours?
Please see revised Pricing Matrix.
If the hours for 12 months, should the total in cell E37 on the "Base, OY1, and OY2 Labor Hours" tab equal the total of CLINs 0001 and 0002 on the "Total Proposal Summation" tab?
The total, in cell E37 on the "Base, OY1, and OY2 Labor Hours" tab, will equal the total for CLIN 0002, Enterprise Classroom Program. The total, in cell E7 on the "1 Month Phase-In" tab, will equal the total for CLIN 0001, Phase-In.
Under paragraph (4) Past Performance (Factor 3) the government does not clearly define how offerors will be evaluated to be rated “Acceptable”. Will the government please provide clarity on what will earn a past performance evaluation rating of “Acceptable”?
Please see amended RFP.
PWS states "The ordering period will be five (5) years".
RFP states the ordering period is 36 months, as well as provides a period of performance with a delivery date of 18-NOV-2024 to 17-NOV-2027, which is 3 years.
Will the government please clarify how the long the ordering period is?
Please see revised PWS.
CLINs 0002, 1001, and 2001 state " The Contractor shall provide all labor, materials and equipment necessary to provide Enterprise Classroom support.".
However CLINs 0005, 1004, and 2004 are for Materials. If the latter CLINS are for Materials, will the government please clarify what additional materials and equipment are expected to be priced in CLINs 0002, 1001, and 2001.
CLINs 0002, 1001, and 2001 consists of labor, materials, and equiptment priced at the IDIQ level.
The later CLINs, 0005, 1004, and 2004, are for additional materials discovered at the Task Order (TO) level.
With the addtion of the Phase-In Labor Hours requirment and the reduction of "Quantity" for CLIN 0002 (from 12 months to 11 months), the LOE for Base did not change. Should the LOE for Base be decremented by the LOE for Phase-in?
Please see revised Pricing Matrix. All amounts provided by the Government are Government estimates. Contractors may propose different amounts.
In response to the question relative to the resumes for key personnel, the government responded with "Resumes should be submitted for all Program Manager(s), Project Manager(s), Engineer(s), and Programmer(s)" [emphasis added].
Based on the Pricing Matrix Labor Hours, the labor categories cited represent 23.5 FTEs. However, the RFP instructions for resumes identify that there should be a minimum of 4 resumes.
Will the government confirm that offerors should submit a minimum of 24 resumes to cover all 23.5 FTEs? And if a minimum of 24 resumes are required, will the government please extend the proposal due date five (5) business days to allow offerors to compile and format the additional resumes?
The "all" was intended to be a reference to the types of positions, not each individual employee. As such, a minimum of 4 resumes is acceptable.
The proposal instructions relative to the Client Authorization Letters were removed in the RFP Amendments, however, the Client Authorization Letters are still referenced in the RFP Volume III content table, the RFP instructions for Volume III, Section 3, and Attachment 5.
Will the government please advise if Client Authorization Letters are still required for commercial customers?
Please see amended RFP.
Education requirments for the Program Manager I and Program Manager III have been removed from this tab.
Will the government please add them back so we understand the requirments to price?
Please see revised Pricing Matrix
As noted in amendment 0004 the amendment was to include an excel file “a revised Pricing Matrix, "Attachment 3 - Pricing Matrix 08132024" .
Please review the attachments posted, along with Amendment 0004, on SAM.gov. The Pricing Matrix will be revised and posted with the latest RFP Amendment.
