Instructions
General1: Each offeror is to provide a price proposal and accompanying narrative as part of their proposal in response to the solicitation. FAR 15.403-5(b) allows the contracting officer to specify the format of cost or pricing data or data other than certified cost or pricing data. The completed enclosed spreadsheets shall be part of the cost/price proposal. This is a required flow down requirement, and therefore shall be submitted for the prime offeror AND for any and all divisions and subcontractors proposed to perform effort in response to this solicitation. The proposed costs and prices will be evaluated for completeness, acceptability, fairness, and reasonableness based on the cost/price analysis criteria in FAR 15.404-1.
Section B Worksheet: The Section B shall include a total price for each contract line item as stated. Offerors shall not change the Government not-to-exceed dollar amounts provided for Travel, ODCs, and T&M ceiling amount.
General2: It may be necessary for each offeror to revise the number of rows, columns, and/or formulas to reflect differences or nuances in the offeror's accounting and estimating systems. However, it is requested that the general format be maintained as much as possible for cost/price analysis and contract administration purposes. Formulas may be adjusted to accommodate variances in accounting system, however see RFP for additional information regarding changes to formulas. All data must be included and may not be linked to data not provided in the Cost Model.
Breakdown - FFP Only Worksheet: This worksheet is broken into FFP Labor and FFP Optional Labor by performance period. Each area shall be completed with the necessary information. Professional Compensation Packages, T&M labor categories, and T&M rates shall not be provided in this tab.
T&M Labor Rates Worksheet: This worksheet provides the detail and hourly rates proposed for each T&M labor category for the duration of the contract period of performance. Information shall be provided IAW FAR 16.601, 52.216-29 and DFARS 252.216-7002 Alternate A.
NOTE 1: Specify whether the fixed hourly rate for each labor category applies to labor performed by the prime Offeror or subcontractor (by name).
NOTE 2: Enter the base labor rate (i.e.: wage) for the labor categories listed. The base/wage labor rate is the rate actual paid to the employee EXCLUSIVE of overhead, G&A, and profit. For proprietary reason, subcontractors may provide this information directly to the Contracting Officer if the subcontractor chooses not to disclose this information to the offeror.
NOTE 3: Apply overhead to base/wage rate.
NOTE 4: Apply General and Administrative (G&A) rate
NOTE 5: Apply Profit.
