# Questions Government Responses

Is their an expectation the Army will entertain a Small Businesses (SB)? Yes. The Government can receive proposals from SB Primes.

Subcontracting opportunities exist as well.

In regards to Small Businesses, what is the expectation of a Small Business to bring to the game? Also, Lowest Priced Technically Acceptable (LPTA) is a difficult evaluation basis to fill the requirement.

The Government urges prospective contractors to pay close attention to Sections L and M in the solicitation. The FCC requirement is full trade off.

How much change will occur regarding the evaluation factors and also with the FCC's requirements?

The evaluation Factors will change some.

The FCC's requirements may change 6-8 % initially for the first year and changes will occur overtime over the course of the entire MATOC. What the Government is willing to pay for will not change.

4 How many Task Orders (TO) are on this requirement? The Government anticipates the same number of Task Orders.

Will the users of this contract be similar to the ARCIC MATOC? Will Capabilities Development Integration Directorates (CDIDS) also be using it? Will the Joint Modernization Command (JMC) and FCC still be used? Will cross functional teams (CFT) use it?

CDIDs and battle labs can still use it. The only change is TRAC (Resource and Analysis Center )piece at Ft. Leavenworth.

CFT’s fall under a different umbrella. The FCC does not anticipate that will continue.

Small Business Goals; The draft states 30%, will this be changed in the final

RFP?

Changes will be incorporated into RFP to fall in line with DoD goals.

Do you see a sample task for the solicitation this year? It was removed as an evaluation factor. The Acquisition Strategy is currently under review and any final review outcome may change the previous determination.

What will the Government do about Best Value tradeoffs and mixed bid message?

The Government will improve in this areas/aspect and does not desire to be in that situation.

Will copies of 11-step process be provided and when? Yes. The final document may be available in the next 6 months to 1 year.

A draft is possible within the next few weeks. The latest version discussed by Gen. Murry includes the architecture piece as discussed at the FCC Industry Day.

NAICs code; Why is the code not changing? The Government requested input from the Contractor who stated 541715 R&D and 541330 Engineering Serv. Current NAICs code will remain.

How do contractors differentiate flexibility? How far back? By convincing the Government in the development of their proposal.

Between three and five years and related to and applied to the FCC’s tasks. The Government is looking for Contractors to show us how they exceed our requirement.

Futures and Concepts Center (FCC) Industry Day

7 May 19

Are their any special certifications required ? This is dependent on each Task Order and how the contractor's personnel morphs into what the future can require. Specifically, on the current capabilities and capacities with relevant experience. This includes specifics to the current world situations.

13 Is the acquisition schedule going to change? Yes.

The solicitation references the Government will consider all relevant past performance contracts. Was this the Governments intent and will this be changed to less time? What will the evaluation look like?

It was not the Governments intent. The Government will reduce or set a page limitation for the past performance factor. The Government anticipates the evaluation includes 3 years of recent experience.

Relative importance of the evaluation factors. In bold print, all caps, non-price factors are equal to price factors. The Government is revising this section of the solicitation.

Will the Government remove the last line of the RFP which mentions JMC Task Order? Yes.

Ceiling of Contract; Is TRAC the same relationship with the FCC and JMC. Should TRAC be on the IDIQ because it has the same relationship. Is their a limitation on the ceiling?

The CDIDS are increased and the ceiling is not changing.

18 Is there an objective draft document that is going to be provided? Yes. The FCC is verifying the information can be shared.

Draft Solicitation; Is there some time of strategic partnering? i.e. academic exposure.

Yes. The FCC is partnered with William & Mary (W&M). This includes the collaboration with military in the general schedule (GS) world. There are also partnerships between the Army Futures Command (AFC) and the University of Austin, TX. FCC subdivisions currently have partnerships with other organizations.

Why did KO state it is not suited for small business during the presentation and why?

The acquisition is unrestricted, however small businesses can propose.

21 Will the NAICs code change? No.

How are Contractors supposed to respond to a Govt. owned process? The Government will take possession at the end of the contract. For example, the business intelligence requirement is taken by the Government at the end of the contract performance. The contractor will operate on the Governments forum.

What is your approach and methodology to X?

Is this doubling these two items.

80% is approach and 20% methodology

Organization Matters; Physical Location matters.

Is an update to organizational charts supplemental to the draft solicitation? i.e.

TIKEMs

Majority of support is to FCC proper. The locations are here Fort Eustis, VA and Leavenworth, KS for JMC support. The CDIDs location may change. FCC is looking to be operational in summer of 2019.

25 Is the FCC organization restructure part of this requirement? Yes.

How much OTA work, outside the standard acquisition framework does the FCC see themselves going? The FCC is currently locked under the MICC rules and with TRADOC.

What problems or issues have occurred during the historical requirement that the Government is looking to resolve with this contract? Ex. Major obstacles of progress.

Retaining specialized skill mixes; and having key personnel onboard.

Is the Govt. identifying Key Personnel? No. The Government will leave this to the contractors to propose. We understand at the MATOC level the Project Manager is normally designated. TO Key Personnel are stipulated at the TO level.

What are the issues or odd buttons does the Government want to overcome? Contractors are professional.

How much existing work exists at other work locations? i.e. travel Performance is mainly at Fort Eustis, VA.

5-10% of performance occurs at Fort Bliss.

Some travel to other places is required.

31 How much OCONUS is expected? Very little.

32 Is this MATOC being the specific contract? Yes. This is a MATOC.

Teaming; What is the expectation of sub-prime and cross teaming? Can a company be a prime and a sub?

Teaming as a prime on more than one proposal will raise responsibility issues at a TO level. No teaming arrangement of Prime and Prime (multiple submissions as Prime) on at the MATOC level. No issues at the subcontracting level.

34 Once awarded, how is cross teaming going to occur at the TO level? A prime contractor can be a sub on another TO.

Are there any new needs that are outside the current work? The Government is not aware of any additional needs. An update of the top-down driven process will be published and the 11-step process after clearing it through Senior Leaders.

11 Step Process and Architecture; when will it come out. Will there be a period prior to the RFP?

The Contracting Officer expects the 11 Step Process and Architecture will come out before the solicitation. The FCC anticipated it can be provided in the next few weeks. Questions can be submitted at the time of the solicitation.

No; any additional questions will come at the time of the solicitation. The Government will post to FBO.

How is the Govt. evaluating to determine it will be best value? The evaluation factors are currently under internal review. The

Government will pay more for superior experience and skills.

Are the innovation categories the categories we are looking for as types of things that are valued?

The Govt. is moving forward with the requirement with opportunities coming with changes. In the summer, the FCC will reach back out with updated and approved requirements. The Govt. needs vehicle to supplement the AFC and FCC mission as we change. As Task Order come down changes will occur.

Labor Categories; Is there a requirement to shift the weight to subject matter expert (SME) or performance in December? How do we position our self without jeopardizing our ability to compete? Specific expertise?

There will be a change in skill set of what the Govt. needs. FCC will adjust our contract partners based on new guidance.

Can the Government provide a more detailed description of labor categories? This will be relooked.

Is the Government open to location of staff? Is their certain staff that can be off-site?

There will be more flexibility by Dec 2019. A response to this question is not yet approved or staffed.

Different environments are not discussed in the solicitation. Is this considered something the Government will be going through?

Requirements are kept broad in the MATOC and will be specific in each TO awarded. The FCC will relook as their processes are still in movement.

Will their be acceptable to offer a classified annex? (submitted as past performance)

The Government can consider the request.

What do you consider a successful Small Business (SB) participation plan and what does it look like to you? "For example, if we don’t have any Hubzone's or they aren't appropriate for this type of action."

A successful participation plan is one that comply' s with the solicitations evaluation criteria. The Small Business Participation Plan's criteria will be updated from the draft RFP to new criteria in the RFP. The criteria is developed based on industry feedback, sources sought, market research and historical information. The offerors small business participation commitments (to include a small business performance reporting requirement) will be incorporated into the contract and reviewed for compliance during the performance of the contract.

The AFC/FCC process are changing; How will the Government identify how the Contractor can find the right people?

The 11 step process in not included in the evaluation criteria. Portions of it may be embedded in the task area.

Will their be any sample TO? No. The Acquisition Strategy is currently under internal Senior

Leadership review.

The innovations listed in the solicitation are not really innovations. Will the Government consider rewording the innovation criteria? Can innovation be includes as part of the past performance evaluation?

The Government will take this into consideration.

LCATS; Which LCAT is the more Senior? Suggest providing basic qualification for each category and any required certifications?

The Government will take this into consideration.

Price gaming; Ex. Funct. Analyst L-CAT III, Recommends instructions clarify what is allowable and not. Pricing will be harder to asses without a sample task order.

The Government will take this into consideration.

LPTA and Best Value: LPTA is not beneficial. Offerors need to know in solicitation the intent of the Government's use of BV or LPTA for the TO's.

The Government will take this into consideration.

Recommend and IDIQ level COR. Need for ability for PM to communicate at the IDIQ level and not at the TO Level CORs.

The Government will take this into consideration.

Recommend Govt. state it clear when the Contractor is supposed to communicate with the Government.

The Government will take this into consideration.

Task Orders; Does the Government suspect or anticipate a COTS based approach or do you expect a one off custom creation of capability?

A combination – Gen Wesley likes what he likes – some of the COTS is ok, but his higher vision/goal is heads up display – appeal to 18 year old out of high school and get excited about joining.

54 Is it possible to award to one? No. It will be multiple award and include 3-5 awards.

NAICs Code; Is it decided – is it CHESS? No. This is an IDIQ and the NAICs was released with the draft solicitation.

(541690 with size std. of $15m)

PWS Task Area 5 Changing; Would it be better if this procurement was statement of objective (SOO)? ) If competing TOs, will evaluation of them at that level be lowest cost?

As briefed by Col. Torres during the Industry Day, General Officers haven’t nullified the process yet. It is still good until General Officers say top down – in grey area, or even grey area working groups.

57 Will the Government meet the stated end of June timeline? This timeline will likely adjust.

Will the PWS change since the PWS requirements still need (final) approval? The Government anticipates the PWS will be provided in the RPF as written now and Amendments may/will include any new changes.

59 Is the timeline to submit still thirty (30) days? Yes.

The current TOs active now – say it ends in Dec, do the TOs end Dec as well? The performance periods of the remaining task orders are staggered. The Government can use clause 52.217-8 to provide for an additional 6 months of contract funding and performance. The FCC has all TOs in place right now.

How much is CDID?

but support falls under this?

CDIDs ?

Everything the FCC does as of today is in support of them, battle labs – it’s not a contract vehicle – mainly for FCC proper.

TRAC Eustis – little bit of growth in studies and analysis – Director is at Leavenworth but have a TRAC Eustis division at Fort Eustis, VA. Five (5) divisions are out of Leavenworth, KS.

Yes; any support will fall under this MATOC

The Contractor will work directly for director – both CDIDs and battle labs work – is not a contract vehicle for them – but they do get their funding from them.

Do you foresee the weighting staying the same for evaluation? The Government will revise L & M. The Acquisition Strategy is currently under Senior Leadership review.

Will the Government also consider other capabilities and possibilities instead of just a statement of approach and meeting specific tasks?

The Government writes the TOs to meet the need, to reflect that need – based on requirements of course . The Government considers these valid point going in but we still need an umbrella vehicle.

Do the Small Business objectives need to be met at TO or IDIQ level? The Government is planning to revise the Small Business portion of the draft RFP based on the Small Business Specialist new guidance.

65 Will there be another draft RFP? No.

Please provide clarity on the contract type. Section B indicates an IDIQ with only FFP ordering, but the instructions and evaluation criteria indicate an IDIQ with both CPFF and FFP IDIQ.

The Government will only use Firm Fixed Priced Task Orders. CPFF was removed during the internal Government review.

Please provide clarity on how pricing will be requested. The DRFP referenced FAR Table 15-2. This should apply only to CPFF pricing because it does. not result in a fully-burdened rate per labor category

FAR 15-2 does not apply. CPFF is removed from this requirement.

It appears that there is a common set of hours per labor category for all offerors to use for evaluation purposes. Will the government provide common definitions and qualifications for those labor categories?

This will be relooked.

The Potential Labor Categories and Hours do not delineate between FFP and CPFF. If the IDIQ requires both FFP and CPFF pricing, please clarify the number of hours to be priced under each contract type.

These labor categories are for Firm-Fixed Price. CPFF is removed.

Will the final RFP indicate which labor categories are subject to the Service Contract Act?

Yes.

The relative weighting of the Factors seemed to include some contradictions.

The evaluation criteria states that 'All non-priced factors combined are approximately equal in importance to cost/price.' The evaluation criteria also states that

a) Factor 1 is significantly more important than factors 2, 3, 4, or 5

b) Factor 2 is significantly more important than factors 3 and 4

c) Factor 3 is significantly more important than Factor 4

d) Factor 4 is significantly more important than Factor 5

e) Factors 1 through 4 combined are approximately equal in importance to Factor 5.

Items a) and e) cannot both be true. Items d) and e) cannot both be true...

Given the stated preference for innovation, would the government consider evaluation criteria that places more emphasis on non-priced factors, and revise the evaluation criteria to state that the non-priced factors are significantly more important than price? Given the multiple-award nature of this IDIQ, price competition will continue at the task order level. Placing too much emphasis on price in establishing the IDIQ may limit the government's ability to obtain high quality, innovation-oriented resources in the future.

The final RFP will be revised.

The DRFP included the FAR clause for 52.215-22, Limitations on Pass- Through Charges-Identification of Subcontract Effort.

Per the FAR, this clause should only be applied to contract types that are other than FFP.

If the RFP will indeed be for an IDIQ with only FFP ordering, recommend removal of FAR 15.215-22

The Government will remove this clause.

The DRFP requests other than cost and pricing data to evaluate FFP CLINs, to include subcontractor cost data.

Given that the FFP CLINs will be team-wide rates shared by both the prime and subcontractors alike, would the government reconsider the request for other than cost and pricing data from both the prime and subcontractors? The request for other than cost and pricing data for FFP rates is an onerous request that is discouraged by the FAR. See 15.402 Pricing Policy

(2) When certified cost or pricing data are not required by 15.403-4 , shall obtain data other than certified cost or pricing data as necessary to establish a fair and reasonable price, generally using the following order of preference in determining the type of data required:

(i) No additional data from the offeror, if the price is based on adequate price competition, except as provided by 15.403-3(b).

(ii) Data other than certified cost or pricing data such as-

(A) Data related to prices(e.g.,established catalog or market prices, sales to non-governmental and governmental entities), relying first on data available within the Government; second, on data obtained from sources other than the offeror; and, if necessary, on data obtained from the offeror. When obtaining data from the offeror is necessary, unless an exception under 15.403 - 1(b)(l) or (2)applies, such data submitted by the offeror shall include, at a minimum, appropriate data on the prices at which the same or similar items have been sold previously, adequate for evaluating the reasonableness of the price.

(B) Cost data to the extent necessary for the contracting officer to determine a fair and reasonable price.

(3) Obtain the type and quantity of data necessary to establish a fair and reasonable price, but not more data than is necessary. Requesting unnecessary data can lead to increased proposal preparation costs, generally extend

Yes.

What would we have to demonstrate to make the Government feel more comfortable if a Small Business is an IDIQ holder?

Submit a proposal in accordance with the evaluation factors and ensure PWS requirements are addressed.

Does any area make you question Small Business capability at handling; where they might fall up short?

Task areas 1 through 5 – if you take 3 synergy and spread it out among other task areas, it shows condition of whether you can support or not – went thru each company. Most could support IT but task 5 hasn’t been measured – was TBD because wasn’t originally there.

Labor Categories; Does the Government see TOs being priced? Do you see any additional labor categories coming out when the additional task orders come out?

Yes. However, since FCC is still evolving there may come a time where the Government needs to negotiate it. The Government would like it to remain as we have it though (labor categories). There may be a time when additional labor categories may come out.

Current Incumbents; Are there any specific concerns, likes/dislikes on what they’re doing/executing – because of their [Threat Tec] support to G2 officers now, a lot of the large businesses have come talked to them.

No. No matters have been brought to the KO and none to the CORs.

There were only minor issues and nothing major.

What does the Government want to address with this new contract versus the old one?

Detailed Phase-In and Phase-Out language.

Past performance of 3 years, does this count? Yes. The KO acknowledges it needs attention and will provide and update with the release RFP.

Is the Government looking for companies to bring on current incumbents or looking new hires?

Not necessarily. It happens, but not all the time. We have brand new organization, not final until this summer. Task area number 5, new process, looking for new ideas, not old. Try to draw off new ideas, new people, and new science. Not to say the old ways or bad, but we are looking for 2028.

How do you see that from their standpoint – writing proposal hiring for every single position?

From tech perspective – brand new org – not final until summer – task area 5 brand new process – looking new ideas, not old – envision it will change how business is done in future – will change from this summer on

– so that we can get better and improve our army – for keeping [incumbent] folks, it would be trying to draw out new ideas – not to say old ways are bad, but looking forward, focus on 2028 – prepared to execute MDO in 2028.

If we list some key personnel – former ARCIC – so they will go through proposal closely – is that something the Government wants to see?

The FCC representative is not able to speak for Gen. Wesley or Murray but would say this is the biggest change army has had since 1974.

Looking to modernize the army – improve and change processes – looking to synchronize – look at synching with MDO 2.0 and also nested with preparing for army of 2028 – looking to do things differently and really share with TRADOC and FORSCOM – not that their input won’t be valuable – looking to do things better, smarter and faster – getting the capabilities and needs of the soldier on the ground –and also stopping bad project early in the cycle versus late after federal millions of dollars.

Is there anything else you can share that would help in prepare this proposal? Pay close attention to sections L and M – address every element and criteria – it is trade off environment, so if you are exceeding min.

requirement, tell us how and why it’s an advantage.

Labor categories with hours attached; Ability to add labor categories and rational. How will that affect pricing if we don’t submit labor categories and others do?

They are real hours based on history.

Preferred education and experience; If a contractor proposes labor categories, will they need to provide education/experience?

Yes.

Will they differentiate between overhead from off-site and on-site? They can be different. Will they provide a plug number for ODS/Travel:

Overhead will be off-site. Yes.

87 Will their be separate line items for skill levels of categories. The Government will review.

Nonexempt or labor categories: Newport news area? Admin. Assistant will be a WD position. 1920 man year?

Yes. The man-year will be 1920 hours

89 Are their plans for a sample task order? No.

Does the Government have any idea what the TO will look like? Will it look like the MATOC?

The TO is issued off the IDIQ and includes a PWS (numbered by the task areas.) The Government requires the Contractor tell us how they are going to do the work.

Are you looking for us to identify key positions. Key people by name and resume; not positions.

Yes.

Does the FCC have an updated organizational chart? The organization added TRAC as the Resource Analysis Center. It also provided a cell that will provide an E cell from G2.

Reference to NIE. Any different language? JWA is happening today at Ft. Lewis and rotating around the world. They don’t have a generic brigade attached to them.

Existing vehicle contract and contractors; Is the Government hoping to see anything different now than what's being done now?

Not really. The Task Orders going well. Phase in and phase-out needs consideration. Need to be more flexible.

How much of the CDID work can we expect to migrate to this vehicle? As of today, very little. Pending any guidance from Gen. Murray or how they do business. The FCC cannot confirm yet.

What about the battle labs: they work for the FCC? This MATOC covers ARCIC proper. TRAC is squarely in the FCC. TRAC had their own vehicle, but could fall under this vehicle. Picked up an OE slot from the J2. Bringing business to the vehicle. Outside customers bringing work in. The follow on is only written to support FCC.

Task area 5 looks like we morphed the agile process. How do we release a Task Order against a doctrine that is not approved? How can you approve me for a process that is not approved.

The FCC is coordination to make the 11 step process available to the Contractors. The PWS is going to be written as it is today. We will make changes to the PWS as they are approved.

98 Do you expect any of the AFC work to come out of this vehicle? As of today no; in the future yes.

Intrigued by the Best Value/Trade-Off. Staffing and management going to be important

The Government is reviewing the solicitation language and anticipates it will be revised.

What are the changes in requirement? The requirements from the old to the new contract are more of a transfer and not growth. Mission sets will change. Will grow or shrink as necessary. A follow on MATOC is needed to issue Task Orders upon expiration of the current MATOC. What they are looking at “threat based” what do we need to do to supplement the work force. Working out a lot of gray areas where there are disconnects. They are E-peg funding at FCC.

101 Location of work by percentage? 90-95 % at Ft Eustis, depending on task order.

What are the Small Business utilization requirements? The Government will revised the Small Business portion of the RFP based on new guidance received from the Small Business Specialist.

Is a secure facility required? Ft. Eustis provides an onsite facility. It is not yet determined if it is required at the contractor site. For purposes of the RFP; no facility clearance is required.

Is there a requirement that the prime be within a certain of miles within the

FCC?

No.

Reference for the 11-step; Do you know if their intention is to replace the TRADOC 720. Is the 720 going to be discontinued?

We are in the gray area in MOUs/MOAs. They will continue through the fall, and each one will drop off at different times.

106 Who are the incumbents? Janus, Valiant, and Booz Allen Hamilton.

107 For each TO there will be a COR at each level? A COR designation is required at the TO level.

108 Do you have any monthly meeting at your level? Monthly and Quarterly.

Do you need a monthly meeting to ensure everything (financial, technical) is going okay?

Monthly and Quarterly.

The request for Task Orders; are they mostly trade-off and LPTA? The Government anticipates both best value and LPTA Task Orders.

Do you specify labor categories per hour or is there flexibility? The Government provided a sample of labor categories in the RFP. The Government will consider a contractors flexibility in any additional labor categories submitted in their approach to meet the requirements.

Are you going to stipulate the total number of hour per year (1920) to prevent low ball?

Yes. The man-year will be 1920 hours.

PWS- Cost plus fixed fee is a XX or is it FFP? The Government will award only Firm Fixed Priced Task Orders. CPFF will be removed.

Will all the prime and subs have TSCI/TSC? The PWS requires both secret and top secret clearance. Most requirements require secret clearances and only a few require top secret clearances.

11 Step Process; In the event that someone offers other knowledge, as requested.

The FCC is coordination to make the 11 step process available to the Contractors. The PWS is going to be written as it is today. We will make changes to the PWS they are approved.

Is there anything the Government is changing compared to what was on the ARCIC Vehicle?

The draft PWS includes the changes thus far. The FCC's requirements may change 6-8 % initially for the first year and changes will occur overtime over the course of the entire MATOC.

Are people bringing new teams or is it going to remain the same. It is up to the Offerors to determine and propose their teaming arrangements.

118 Do you know off the top what the percentage would be? No.

Participation Plan; are you going to give plug number or is just going to be (1) CLIN Travel?

The Government will provide plug number for Travel and ODC.

Labor Category; are you going to furnish labor category descriptions? Two adjustments between now and the next publication; the architecture piece and the 11-step process. A determination must be made and approved to included it in the contract. The Government is not issuing a second draft solicitation

Skills; Are there any skills that you are trying to bring to the organization that you notice you are missing?

The PWS task areas identify the skill types the Government is seeking.

FCC is evolving and changes will occur over the next few years.

Requirement for key personnel; what is your expectation for that area? What do you envision there? Do you want them here? Are they required to be full time? Do you want them to be full time on no orders?

The Government is leaving it up to the Contractor to propose Key Personnel. Typically a Project Manager is key personnel. The Government will identify key personnel at the task order level.

Are the requirement waiting for the next contract? The PWS includes changes as the Government knows them today.

What is the sense of the attraction or do you have a plan for retaining personnel?

It is common for incumbent personnel to be retained with the award of a new contract and well as the incorporation of new personnel.

125 Any possibility for top security to have a different rate? No.

126 Not all employee are SCI? That is correct.

127 Do you have flexibility when there is a change? Yes.

What are you looking for in an Industry Partner? Contractors with the capability to adapt the changing needs of the

AFC/FCC and provide the support we need.

How is your current support? The Government receives proper support in the current contract.

Is there anything you are trying to get that you are not having by the current organizations?

Tighter Phase-In and Phase-Out.

Are you thinking to have more synthetic & modeling? The probability of Synthetic an modeling will probably increase into the upcoming FYs.

How can we be successful on and IDIQ? Provide the Government with a proposal that meets the solicitation requirements and the needs of the FCC.

Who do I talk to about technical capability? All questions regarding this acquisition need to come through the

Contracting Officer.

Are we anticipating a single track, single award, large business? Is there a possibility to set-aside a portion for small business?

No. The Government anticipates 3-5 awards. Full and open competition.

135 Is TS clearance required for participation? It is not required for participation.

What characteristics from experience level does a contractor have to have? It needs to be relevant as it relates to the FCC requirements.

137 Is it relevance with similar work within army or external to army? Both.

138 Timeline; What is the goal for RFP release? The end of June.

When will documents be published? Slides were posted on 10 May 19. Question responses are anticipated to be posted by 31 May 19.

140 When will the attendees list be published? The attendees list was posted on 10 May 19.

141 Any suggestions for a SB on what large businesses are looking for? No. The Contractor's have not provided this information.

Has the Govt. decided on what the SB mandate will be? The entire SB participation section of the solicitation will be replaced in the RFP.

Can the Government include part of MATOC 1 or 2 SB set aside as prime. Small Business participation requirements are as a percentage at the task order level, based on the TO value, not the subcontracting percentage level.

Are there areas the Government is looking for innovation? Yes, it is part of ACC and FCC, as part of the synergy piece, Task Order 3.

Innovation language will start to emerge as time goes on.

Are there any sore points we are seeing from primes today? Most contractors and sub contractors have been very professional. If not being met, verbal is enough to correct. Minor instances have occurred of not having key personnel on board.

Are there program management things we aren’t getting that we want?

On task 5 we don’t know what we don’t know. As things progress that will bear out. TRADOC says there is muddy water and things will get straightened out as we move along.

Section M – Best value trade off. There was discussion concerning LPTA vs best value. The award criteria is best value. Is the task order award going to be LPTA, best value, or mixture?

That is determined by contracting and the customer who assists in creating the criteria. Right now, that is the focus, but AFC is providing other tools and anticipate there may be other contract type options as things evolve.

Section L – standard font size is listed as 12. They want 10. Illustrations and tables must be readable. Using 12 lessens the space available, BAH wants a 10 point font, or increased page limit.

The solicitation will dictate the font size.
