About this file
This briefing slide presentation and related federal contract opportunity notice provide information for an upcoming industry day event hosted by the Mission and Installation Contracting Command, Fort Eustis and the Futures and Concepts Center.
The industry day event will take place on 7 May 2019 at Fort Eustis, Virginia to brief industry on requirements for an indefinite delivery/indefinite quantity multiple award task order contract to provide mission support services to the Futures and Concepts Center. The contract will have a maximum ceiling value of $240 million over five years of ordering and is seeking firms of all sizes to compete on a full and open basis. Required services will involve capabilities development support, experimentation and evaluation support, synergy support, information technology support, and support for the Army Futures Command modernization process. Industry representatives must register by 1 May 2019 to attend the industry day briefing or reserve a 30-minute one-on-one session with the acquisition team on 12 May 2019 following the event.

Multi-Domain Operations
THE U.S. ARMY IN MULTI-DOMAIN OPERATIONS 2028
"Army forces, as an element of the Joint Force, conduct Multi-Domain Operations to prevail in competition; when necessary, Army forces penetrate and dis-integrate enemy anti-access and area denial systems and exploit the resultant freedom of maneuver to achieve strategic objective and force a return to competition on favorable terms."
Dis-Integrate Exploit Re-Compete
The U.S. Army Futures and Concepts Center provides the intellectual foundation and disciplined approach to design, develop, and field a more lethal future Army.
FCC assesses the threat and future operational environment, develops future concepts, requirements, and an integrated modernization pathway to increase lethality and overmatch enabling Soldiers and units to compete-and, if necessary-deploy, fight, and win future wars.
By 2028, the United States Army has optimized minimum necessary resources to execute an MDO Campaign in a theater of war.

Proposed final assessment reports
COL Torres – Top Down Driven Process The AFC has developed a draft 11-Step Pre-acquisition process that requires extensive analytical support from the former Capabilities Development Functional Divisions that are now part of the AFC Futures and Concepts Center (FCC). Assistance from the contractor shall encompass the unique perspective of each of the previous CDD functional divisions: Fires; Human Dimension; Mission Command, Intelligence, and Cyber; Sustainment; Maneuver, Aviation, and Soldier; and Maneuver Support and Protection.
The Contractor shall assist the functional divisions in their mission to prioritize, integrate, and synchronize materiel capabilities developments derived through the 11 Step Process. The Contractor shall participate, on-site or virtually, in Army Assessments, formation assessments, and other forums (such as the brigade combat team (BCT) Forums, Total Army Analysis, and Areas of Analysis), Army Experimentation (e.g., Unified Challenge); conduct DOTMLPF and capability gap analysis during the events to gather observations, insights and lessons, and information relevant to both the current (POM) Force.
