Questions & Answers

Question(s)
Answer(s)
1. Block 10 of the SF 1449 indicates a size standard of 1,000. This conflicts with 52.212-1 (page 13) which indicates a size standard of 500 employees. Which is correct?
The size standard for the selected NAICS Code 541712 is 1,000.
2. Is this CASCOM Sustainment Battle Lab solicitation being restricted to the OASIS-SB Pool 4 vendors or is it totally open to other sources?
No. The CASCOM Sustainment Battle Lab solicitation is not being restricted to the OASIS SB Pool 4 vendor. This requirement is a 100% small business set-aside.
3. Reference Sample Task Order Performance Work Statement: Paragraph 2.1 Event Planning states, “The contractor shall support event planning and execution through attendance and assist with the development of the Event Execution Plan. Also, the contractor shall provide applicable floor-plans, event design, and annexes to event directives/OPORDs and experimentation plans in support experimentation events. The contractor shall maintain a schedule of BLCSE events.” It is difficult to develop a technical approach and price without knowing the events and locations that will be supported in the Sample Task Order. Can the Government please provide the anticipated Events and locations to be supported during the Sample Task Order period of performance?
For the sample PWS period of performance, the offeror will be expected to support (2) three week major integrated experiments per year. One of these experiments will likely be wargame conducted at Fort Leavenworth or Fort Benning and will potentially require attendance at (2) one week planning sessions prior to executions. The 2nd major experiment will be a Simulation Experiment distributed throughout the CONUS; however, the offeror will likely support Sustainment related activities only from Fort Lee, VA. However, there are 2-3 one week planning meetings that will occur prior to actual execution – these will be at Fort Leavenworth KS or Fort Benning GA.

Additionally, the Sustainment Battle Lab will execute 2-4 smaller experiments at Fort Lee each year based on funding levels as part of the Army Campaign of Learning. Each of these smaller experiments will incorporate Initial, Mid and Final Planning Conferences that are generally executed via classified video-teleconference.

Since the number of actual experiments the offeror is expected to support will vary from year to year, the GOV intends use GOV TDY rates and estimated airfare costs as the basis for funding contractor travel requirements as a separate CLIN.

4. Reference Sample Task Order Performance Work Statement: Can the Government please provide the travel locations and days for the meetings, conferences, workshops, in-progress reviews, and seminars? It is impossible to develop a meaningful travel estimate without the anticipated travel requirements each quarter.
The Sustainment Battle Lab annually participates in the planning and execution of Unified Challenge. These 2-3 week long integrated experiments are generally either on-site at Fort Leavenworth, KS or Ft Benning GA with 2-3 one week planning sessions prior to execution at the host site. Since the number of actual experiments the offeror is expected to support will vary from year to year, the GOV intends use GOV TDY rates and estimated airfare costs as the basis for funding contractor travel requirements as a separate CLIN
5. The CLINs do not provide pricing for the Sample Task Order. Can the Government please clarify how we are to price the Sample Task Order labor and travel?
Interested offerors may submit an individual pricing schedule of their choosing as a part of their task order execution plan submission.
6. Is the Sample Task Order an awardable task order?
Yes. The Sample Task Order is an awardable task order.
7. Is there a Phase-In period for this contract? If there is a Phase-In period can the Government please provide the Phase-In CLIN?
There is no planned phase-in for this contract.
8. The Pricing Schedule Base Year Item #0001 indicates Functional Analyst III, then in Option Year 1 Item # 1001 is Functional Analyst II. Should Item #1001 in Option Year 1 be Functional Analyst III?
Yes. Line Item 1001, Option Year 1 has been revised to read “Functional Analyst III”.
9. PWS paragraph 1.6.10 Key Personnel states; “The following personnel are considered key personnel by the Government: Project Manager, Functional Analyst III, Functional Analyst IV, Modeling and Simulations (M&S) System Operator, and System Administrator.” Does the Government consider all the personnel filling the 11 positions as key personnel?
There are only five (5) labor categories considered to be key personnel by the Government (i.e., Project Manager, Functional Analyst III, Functional Analyst IV, Modeling and Simulation Operator, and System Administrator).
10. PWS paragraph 1.6.11.1 states; “ If one or more key personnel, for whatever reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding twenty (20) days, or is expected to devote substantially less effort to the work than indicated in the contractor's proposal or as initially anticipated; the contractor shall immediately notify the Contracting Officer and COR in writing and shall, subject to the concurrence of the Contracting Officer (or the COR), promptly replace such key personnel with another of at least substantially equal ability and qualifications.” The Key Personnel Requirements Local Clause states; “If one or more of the key personnel, for any reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding 30 work days, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall, subject to the concurrence of the Contracting Officer (KO) or designated Contracting Officer Representative (COR), promptly replace personnel with personnel who possess equal, or better, qualifications as the original employee.” Can the Government please clarify if the continuous period is 20 or 30 work days?
PWS, paragraph 1.6.11.1, will be revised to read: “If one or more key personnel, for whatever reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding thirty (30) days, or is expected to devote……..
