Questions and Responses for W911RZ-17-B-0001
QUESTION (Q) 1: Can we have electronic CADD files so that an earthwork take-off can be conducted?
RESPONSE (R) 1: Unfortunately no because redline changes were made to the pdfs of the drawings so they do not match. However, area can be measured using Adobe Professional or Bluebeam. The directions explaining how to calibrate the scale and measure areas in Adobe Professional is at the following location: https://helpx.adobe.com/acrobat/using/grids-guides-measurements-pdfs.html.
Q2: Please define manning requirements (SSHO, Superintendent, QCM)?
R2: These are required and can all be the same individual.
Q3: Can you identify staging areas?
R3: See attached for staging area.
Q4: Please define the winter shutdown period.
R4: Winter exclusion will occur when paving can no longer occur due to weather or asphalt plants shutting down, normally around November - February. This time will not count against the Period of Performance days.
Q5: CD105 reflects an existing HDPE cross-culvert with x-marks through it, but it is not specifically called out to remove. Will this culvert be required for removal?
R5: Yes.
Q6: CD104-106 reflects existing vaults located within grading limits, but they are not specifically called out to adjust. Will these vaults require adjustment?
R6: No.
Q7: Asphalt spec section 32 10 00 refers to both PPRTA and CDOT, if the intent is to use CDOT can the spec section (including all tolerances) be changed to refer directly to CDOT specification?
R7: Comply with CDOT 2011 Standard Specifications instead of Pikes Peak Region Asphalt Paving Specifications (PPRAPS) for all work not already detailed in the project drawings and specifications. The specifications have been changed to reflect this.
Q8: Asphalt spec section 32 10 00, 1.7 refers to USACE Section 01 45 01 for USACE QC requirements which paragraph numbers of the USACE sections apply to this project?
R8: Comply with CDOT 2011 specifications for testing laboratory. Testing laboratory approval not required. The specifications have been changed to reflect this.
Q9: It was mentioned at the pre-bid that Skyraider can be used to divert traffic (around the ECP) for all work North of the intersection, can you confirm that this will be permitted to allow for construction in this area?
R9: 2 way traffic shall be maintained on Butts Rd. from 0500 to 1800 M-F (duty hours) with no exceptions. However, during non-duty hours, 1 way flagged traffic is permissible. For the area north of Skyraider during non-duty hours, the road may be closed and two way traffic may be detoured around using Bad Toelz, Kapisa, and Skyraider.
Q10: Please confirm that asphalt millings will be allowed for use as shouldering / fill material on the project.
R10: Millings (without any large asphalt chunks) can be used for all road shoulders in lieu of Aggregate Surface Course. However, if millings are used for shoulders, width shall be consistent along the entire project (i.e. 8' both sides the whole length of the road) to provide a consistent appearance. Millings are also permitted to be used in the roadway embankments in accordance with SECTION 31 00 00 Page 14. Any excess millings not reutilized shall be hauled off post.
Q11: Please confirm that both CLIN #1 & CLIN #2 will be awarded in a single project.
R11: Yes, all CLINs will be awarded together.
* QUESTION: Can the borrow area adjacent to Gate 19 be used for to obtain fill or road base?
RESPONSE: Yes, provided the material complies with the drawings and specifications (can be amended as necessary). If used the area shall be included in all environmental permits.
Contractor is responsible for all excavation and site work. Upon completion, disturbed areas shall be regraded to stable slopes (4H:1V or shallower) and stabilized by reseeding with Ft.
Carson native seed mix. Install the proper BMPs to prevent vehicle tracking. See attached for image of borrow area.
Q12: It was discussed at the site walk that a single superintendent/SSHO/Quality Control staff (who works for the prime contractor) would need to be provided on site and available for the duration of the project. Please confirm.
R12: Yes, this is correct, those can all be the same person.
Q13: It was reiterated at the site walk that 2 way traffic would have to be maintained on Butts Rd. from 0500 to 1800 M-F and no detours would be allowed with the exception of the area north of Skyraider lane.
R13: 2 way traffic shall be maintained on Butts Rd. from 0500 to 1800 M-F (duty hours) with no exceptions. However, during non-duty hours, 1 way flagged traffic is permissible. For the area north of Skyraider during non-duty hours, the road may be closed and two way traffic may be detoured around using Bad Toelz, Kapisa, and Skyraider.
Q14: It was discussed at the site walk that millings could be used for temp roads on the project and that milled road surfaces could be used for traffic. Please confirm.
R14: Yes.
Q15: It was discussed at the site walk that night and weekend work would be necessary for major milling and overlay operations. Please confirm.
R15: This is up to contractor as long as traffic control requirements are met and site safety is maintained.
Q16: Both drawing sets include allowances for full depth base course replacement on Sheet CS100 14” ABC + Geogrid: 4500 SF Package 1 ; 3400 SF Package 2 (total 7900 SF) 5” HMA + 14” ABC + Geogrid: 2750 SF Package 1, 3200 SF Package 2 (total 5,950SF) Please confirm that these allowances need to be added and the sum allowances need to be included in proposed pricing.
R16: Yes, these allowances shall be added together and included in the bid.
Q17: I think the asphalt specs look pretty good except for the joint density requirements. Is DPW going to require us to use the Pikes Peak Regional paving specs (PPRAPS) as indicated? the joint densities are usually taken 12” off the joint (I think that is with a nuke gauge) with a minimum of 90% compaction required. You also reference CDOT joint density instead which uses a 6” core on the joint with 92% (+/- 4%). We need to know if it is PPRAPS or CDOT specs when it comes to joint density. You also jump back and forth between CDOT and PPRAPS with mat densities, the frequencies of cores and tests required are not consistent with either spec.
R17: Comply with CDOT 2011 specifications for all work not already detailed in the project drawings and specifications. For joint and mat densities, these are already specified explicitly in the project specifications SECTION 32 10 00.00 Page 14, Paragraphs 3.2.4.3 and 3.2.4.4, so follow these requirements.
Q18: Does DPW want to keep the millings? Or haul off base? (I think we discussed using them on the shoulders during our site walk).
R18: Reutilize millings to the maximum extent possible. Millings (without any large asphalt chunks) can be used for all road shoulders in lieu of Aggregate Surface Course. However, if millings are used for shoulders, width shall be consistent along the entire project (i.e. 8' both sides the whole length of the road) to provide a consistent appearance. Millings are also permitted to be used in the roadway embankments in accordance with SECTION 31 00 00 Page
14. Any excess millings not reutilized shall be hauled off post.
Q19: Can we use the Wilderness Road Gates for access. Or what are all the access points available for this job?
R19: All personnel entering Fort Carson have to get passes in accordance with the Statement of Work. Once a pass is issued, any manned gate can be used. The following are the gate hours:
1: 24/7 // 3: 24/7 // 4: 24/7 // 5: 0500-2100, 7 Days a Week // 6: 0500-1800, Monday - Friday // 19: 0500-1800, Monday - Friday (It Is Possible this Gate May Be Closed Due to Paving of Essayons)
Q20: Is a vertical alignment available for Skyraider?
R20: Yes, see attached.
