SUBJECT: Site Visit in Support of Solicitation; W911RZ-14-B-0001, Bldg 1525 Old Commissary Repurpose

ATTENDEES: See attachment

1. Site visit for all potential bidders was held on 7 May 2014 at 0900hrs in support of Solicitation; W911RZ-14-B-0001, Bldg 1525 Old Commissary Repurpose. Mr. Phil Robinson, Contract Specialist welcomed contractors to the site visit and had attendees sign an attendance roster, and briefed the rules of engagement.

2. Attendees were guided through the areas for repurpose by Project Architect Mr. Jim Schloss who reiterated from the specifications and drawings the location of the main entrance, sliding doors in DMV restricted area, stripping the floor to concrete, abatement of floors, and a portion of the ceiling to be retained as an open ceiling. The building was erected in the 1960s and renovated in the 1980s to add additional space on both the west and east sides, as pointed out and identified by the brick exterior in the ceiling area of the building.

3. The customer service area will consist of an AAFES concession area, and two latrines; one male and one female in their original location will be combined into one female latrine, whereas the male latrine will be relocated across the hall. The plumbing in the back area, the satellite pharmacy, back mechanical room, partition with subdivision between the mechanical and adjacent room are identified to be demolished. Existing exterior exit doors are to remain and an additional door is to be added as identified in the drawings. New windows identified in the drawings are to increase natural lighting. The solar panels/tubes identified in the drawings are intended as reference only, and will be included in the roof portion under a separate contract.

4. The larger freezer, all coolers, adjustable end door with upper mover adjacent to the door is to be removed. Side overhead doors will be replaced. Directorate of Public Works (DPW) will attend to all interior drainage areas. The existing fire door in the mechanical room will remain.

In the south portion of the building the sloped concrete floors are necessary to level. The outer ramp with door will be exchanged with double doors, and the ground door on the floor leading to a crawl space will be removed. The freezer on the back area will be removed. The fixtures in the mechanical room will be removed with the exception of the stairs, which will remain for access to the roof. The rails on the exterior of the building on the east side are to be replaced.

The cart rails on the west side of the building are to be removed, the concrete repaired, and the exterior to be patched and painted.

5. Mr. Leon Drew, Project Manager for Communications reiterated the seven foot post rack identified on the drawings will need to be installed.

6. Mr. Schloss stated the parking lot directly west of the construction is available to the contractor, whereas the parking on the north end shall remain unobstructed by the contractor since the Central Issue Facility (CIF) will maintain daily operations throughout the construction period.

7. In conclusion, all questions relating to the project statement of work, drawings or solicitation are to be submitted within 10 days prior to bid opening to the contracting office and answers will be made available through the www.FEDBIZOPS.gov website for all potential bidders.
