Question

Question Answer

During the site visit the Architect indicated that the New Foam Roof would be part of a concurrent but separate project. If the New Foam Roof is part of a separate project, will this contractor be responsible for the following items associated with the work shown on Sheet A-11.0 Roof Plan;

a. Patching of new roof @ note item 6 (existing air handling unit to be removed) , item 7 (existing condensing unit to be removed) and item 17 (remove existing exhaust fan). Several locations.

b. Patching of new roof @ note item 20 (equipment frame supports @ new roof top HVAC units). 16 locations.

The roof patch work will need to be installed by the same contractor to maintain the new roof warranty.

The new roof will be Sarnafil 60 mil PVC thermoplastic membrane, rhino bond attached. Patching of new roof shall be performed by a sarnafil approved applicator, this will maintain the warranty. Under this contract, patching of this new roof will be required where openings in the roof are made in conjunction with the new HVAC equipment.

During the site visit the Architect indicated that there is a layer of terrazzo floor beneath the VCT that will need to be removed as part of the VCT removal. Is this present through out the VCT removal area or can you provide specific areas that this is present.

There is no terrazzo floor beneath the Vinyl Composite Tile (VCT). There is a thin surfacing material (which looks like terazzo) under the V CT that needs to be removed.. Assume that it exists throughout the main open area that previously was the "grocery store" area.

During the site visit the Architect indicated that the slope of floor @ existing floor drains to be plugged do not need to be leveled. Please confirm.

Correct.

During the site visit the Architect indicated that the existing epoxy floor coating will need to be removed. Please provide locations of epoxy flooring to be removed. I was not able to locate this in the drawings.

Per demo dwg: dairy storage, poultry storage, frozen food storage, wrapped meat holding, bulk meat storage, wrapping area, meat processing, meat/produce oper storage, produce processing, chilled produce storage are areas that include epoxy flooring to be removed.

During the site visit the Architect indicated that paint striping on existing concrete floor in back corridor will need to be removed before floor is stained and resealed.

Please provide information on extend of painted striping to be removed as this is shown in drawings.

All paint striping is to be removed.

Demolition drawing A-1.0 indicates removal of steel guard rail that is attached to existing brick wall. Will the bolt holes in brick to remain need to be patched? Note 14 on drawing A-3.0 indicates no changes to existing brick wall.

No bolt holes in the existing brick need to be patched.

Demolition drawing A-1.0 indicates removal of several existing bollards. These bollards go below slab on grade. Do we need to remove a portion of the slab to allow complete removal of the bollards and possible foundation or can bollards be cut off even with top of slab?

Cut the bollards off at the floor slab.

Drawing E 2.0 indicates all lighting through out building. Can you provide existing as built drawings in order for contractor to determine quantity of light fixtures to be removed. Note 18 on sheet A – 8.0 indicates light fixtures and switches to remain in Area 5. This conflicts with notes in this area on sheet E 2.0.

As-builts will be provided with this information. Light fixture and switches shall remain. Disregard notes from E-2.0

During the site visit it was noted that there is mechanical equipment in Mechanical equipment room @ approximately grid lines and 4. Please provide as built drawings or information for this area or other areas of mechanical equipment removal inside the building.

The ductwork has all been removed. The only mechanical equipment removal is the existing air handler, shown on as built drawing M-1.0 and the 3 small AHU (M-1A.0) on the mezzanine. Remove evaporators for coolers, shown in page 42 of the as-built drawing. It is just the evaporators and power to each room which need demolished. Existing hot water fed unit heaters will stay and remain operational.

Question

Question Answer

During the site visit the Architect indicated that the chain link fence enclosure on south end of building would need to be removed. This is not indicated in drawings.

Please provide more information on extent of chain link fence removal. Will the landscaping in this area need to be repaired?

The entire chain link fence needs to be removed. The landscaping does not need to be repaired. Seed and mulch.

Drawing C- 2.0 indicates a typical water main installation detail with a concrete patch of 8’ wide. The existing PIV is close to a joint in the concrete that are typically on a 15’ spacing. Is it acceptable to only remove an 8’ width of concrete (or the minimum width required) or will the concrete need to be removed back to the next existing joint? Does this concrete contain rebar or welded wire fabric?

If only 2' or less of concrete remains, then it shall be removed. Any width greater then 2' shall remain. See as built drawings pages 14, 15, 16 and 17.

Drawing C-2.0 water main installation detail indicates backfill above sand bedding to be flowfill. Due to the size of the trench this require over 100 CY of flowfill. Would it be acceptable to use structural fill or existing removed material compacted to 95% in lieu of flowfill.

Yes, the use of structural fill or existing removed material compacted to 95% is acceptable.

Is the existing fire line going to the building at this PIV encased in flowfill? How far away from existing water line do we need to stay.

The existing fire line will not be encased in flowfill. As seen on C-2.0, Sand bedding shall be 4" above and below the waterline. The 4" waterline shown on the drawing has already been abandoned in place.

The existing 8" that is to be replaced can also be abandoned in place, so there is no distance needed to stay away.

At the site visit, it was brought up by the architect that the “new foam roof system” address in the plans was for reference only. It was stated that per this solicitation there is no applicable roofing work, except where in it deals with putting HVAC equipment on the roof. Please advise if this is correct because per the plan sheets, it states that the “new foam roof system” is to be included.

Please confirm the construction duration of the separate roofing contract? It was brought up at the site visit that the roofing portion is a separate project, and that this project will run simultaneously with the roofing project.

The duration of the new roof contract is 270 days starting approximately August 2014 and ending May 2015.

At the site visit, it was brought to the attention by an attendee that in the existing coolers there is a substantial amount of epoxy flooring that will need to be demoed in order to expose the raw concrete. Please provide the square footage of epoxy flooring that will need to be demoed, as it is not on the plan sheets.

Per demo dwg: dairy storage, poultry storage, frozen food storage, wrapped meat holding, bulk meat storage, wrapping area, meat processing, meat/produce oper storage, produce processing, chilled produce storage.

At the site visit, the flooring in the coolers was brought up, as in needing to level out the concrete where the floor is currently bowed towards the drains, that this issue would not need to be corrected, only the drains needed to capped and filled. Please confirm there will be no leveling needed in the areas where the cooler drains are capped and filled.

Floor leveling is required to bring the floor to an even level.

In the south end of the building, area 5 unassigned area, there are bollards that were mentioned needed to be removed. Per the specifications and plans this work is unassigned. Please confirm whether these will need to be removed or not.

Yes, the bollards need to be removed. "Unassigned" here means no tenant has been assigned to the space as of this date.

During the Pre-Bid Meeting we noticed plywood square covers secured to floor at existing retail area. Please advise as to:

What is the function of these covers?

Is the scope of work is intended to include elimination of these covers?

What are the conditions below the covers?

Is repair or remediation required as part of this contract?

If repair/remediation is required please provide information as to the method.

If repair will be part of this contract please provide a count of how many of these areas exist.

The plywood covers were installed for safety during a military exercise.

They need to be removed. There are approximately 30 holes needing to be patched. Metal decking to be installed under slab, wired in place with drilled and tapped rebar, then filled with concrete and flush with existing floor.

Is there any concern that noise generated by demolition and other activities may affect operations at the existing CIF?

Are there limitations on sound levels transmitted to the CIF that the Contractor must observe?

No. There is no limitations on sound levels transmitted to the CIF to be observed by contractor personnel.

During the previous phase of renovation of the CIF significant areas of floor area required leveling prior to applying carpet and vinyl floor finishes. Will floor leveling be required to be included in the Contractors Offer or be treated as a Contract Modification?

Floor leveling is required to bring the floor to an even level.

Question

Question Answer

During the Pre-Bid Meeting the question was asked if floors sloping to existing floor drains (other than those noted on P1.0) will require leveling. Our understanding was that leveling would not be required. Is our understanding correct?

Floor leveling is required to bring the floor to an even level.

During the Pre-Bid Meeting it was our understanding that the Note #14, (New 21” Dia Light Tube) on Sheet A-11.0, are not applicable to this Offer. Is our understanding correct that those Light Tubes are not to be included in our offer?

Light tubes are not part of this contract.

During the Pre-Bid Meeting it was our understanding that the Notes #10, #11 & #12 (New Spray Foam Roof) on Sheet A-11.0, are not applicable to this Offer. Is our understanding that the New Spray Foam Roof is not to be included in our offer.

Please confirm our understanding is correct. If it is correct, please provide anticipated milestone dates related to your roofing contract, that will interface with roof activities included in the scope of work associated with Solicitation Number w911rz-14-b-0001. If roof application is to be included in our Offer, please provide detailed specifications: i.e. foam thickness, type of foam, sealcoat specification, etc.

A separate contract will replace the existing roof with a new single ply roof. Only patching of the new single ply roof will be required where openings in the new roof are made in conjunction with the new HVAC equipment.

If the New Spray Foam Roof is to be applied by others; will the Contractor performing that work be required to coordinate the sequence of his activities with the successful Offerer for this solicitation so that work performed by both Contractors are executed in a logical sequence to assure maximum quality and efficiency. It seems imprudent to have a new foam roof put on, and then subject it to significant foot traffic (with work boots) and then make apprx. 100 penetrations that will require repair. We would advise applying the foam roof after demo operations, repairs and new work has been completed. Please state the government’s expectations.

The new roof system will be a single ply roof. Coordination between the SRP contractor (this contract) and the roofing contractor will be required.

26 Are references to dry stack stone to be interpreted as “cultured stone”? Yes

References are made to Note 24, Sheet A-17.0, which we do not find. Is the intention to set the Split Chair Rail at the height indicated on A.12.0, Section 2 and set stone below and drywall/paint above?

Please refer to detail 2 on dwg a-12.0. The only location for stone is below the chair rail at columns only.

Sheet A-6.0 Notes 37, 38, 39 & 40 reference disassembly and reassembly of Audiology Booths. Is the cost of this work to be included in Contractors offer? If so please provide additional information pertaining to manufacturer and model numbers.

Based on instructions at the Pre Bid walk-through it was our understanding that the building central boiler in the existing Mechanical Room is to be dismantled and removed. This work is not shown in the demo notes on Sheet A-1.0. Please clarify if the removal of that boiler is to be part of the Contractors Offer.

The boiler and all piping associated with it in the Mechanical Room will remain to provide hot water to some unit heaters in the CIF portion.

Will electrical power be provided for the successful Contractor or will it be metered and paid for by the Contractor?

Electric power will be provided free of charge.

Are existing fire sprinkler drawings available for review to anticipate new modifications?

Layouts of as-built drawings and the fire suppression of as build drawings pages 8, 9, 10, 38, 39, 40 and 41.

Is the removal of the heavy epoxy floor coating at the Deli Prep Area to be included in the Contractors Offer?

Yes.

Please provide As-Built conditions to be encountered (i.e. Concrete SOG, Thickness, Mesh Reinforced; Rod Reinforced base coarse and etc…) as required for accurate bid calculations. A compaction specification would be helpful (i.e.-90%, 95% and etc…).

See as-builts on page 14,15, 16, and 17. The Concrete is 8" thick with rebar.

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 1, “Remove Existing Metal Cooler Walls and Curb” is shown within “poultry storage” cooler on east side of building between column lines 4.1 and 4.7. The walls that make up that cooler include a CMU wall running east west and the original face brick wall running north south. It is assumed that similar conditions exist at cooler titled “wrapped meat holding” Floor plan A-1.0 shows a floor layout that indicates that the CMU and brick walls will need to be demoed.

Please provide clarification as to the extent of CMU and brick demo required to meet new floor layout not currently shown of bid documents.

The existing masonry walls running along col row E shall remain. The existing CMU wall that is the south wall of the mechanical equipment room shall remain.

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 1, “Remove Existing Metal Cooler Walls and Curb”.

Please provide As-Built Conditions of Concrete Curb, sizing and reinforcing. Is the curb assembly part of an integral pour with the SOG or is the curb a separate assembly dowelled, reinforced and poured on top of the SOG? *Note-this may impact the final floor finish aesthetic of stain and seal where scheduled.

The concrete curbs were poured independent of the slab on grade. The curbs have dowels embedded into the slab and upward into the curb.

The size and frequency of dowels is not known.

Question

Question Answer

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 4, “Exposed Concrete Floor (Where Display Cases Were Previously Removed)”

Does this note imply the floor finish has been “exposed” by others? Alternatively, are there any existing floor finishes requiring removal? Please provide type of floor finish (and wall base condition if applicable) to be removed if existing is to be removed by this contract.

The existing floor is exposed concrete.

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 9, “Remove Existing Dock Leveler”

Please provide As-Built Conditions of Dock Leveler to CIP Concrete. Does the existing Leveler frame have anchorage cast in place with concrete? Please indicate how space should be filled back to floor elevation where dock leveler was removed.

There are existing steel angles around the perimeter of the dock leveler that are cast into the slab on grade - they need to be removed. Fill the space below the dock leveler (about 2'- 0" high) with compacted granular fill to 4" below the top of the existing concrete slab. The new slab shall be 4" thick. Form and pour a new 8" wide concrete wall (2'- 0" high) at the exterior - where leveler was removed.

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 1, “Remove existing metal cooler walls and curb”.

What are the specific elements of the wall sections within the walk in coolers?

Framed walls with panels? CMU with panels? Panels with no structural wall of any kind?

Can a wall section showing all wall elements including curb be provided for these walls? Additionally, was the curb placed monolithically with the concrete floor slab or placed afterward on top of the slab?

Have all compressors and cooling equipment been removed from the walk in coolers?

Please clarify that only the coolers walls and ceilings remain for removal as indicated on Demo Floor Plan sheet A-1.0.

Cooler walls are 4" prefabricated metal wall panels (metal liners with rigid foam insulation). As-built drawings provided. Not all compressors and cooling equipment have been removed.

Drawings, Demolition:

Demolition Floor Plan, A-1.0-Demo Note 30, “Remove existing metal cooler ceiling” appears within rooms titled “Dairy Storage”, “Poultry Storage” and “Chilled Produce Storage” only.
