This is a Register of Wage Determinations under the Service Contract Act (SCA) issued by the U.S. Department of Labor Employment Standards Administration for Texas Counties of El Paso and Hudspeth, Wage Determination No. 2015-5229 (Revision 29, dated 5/13/2026).
The document establishes prevailing wage rates and fringe benefits for service contract work performed in the specified Texas counties. It lists over 200 occupation codes and classifications across multiple occupational categories including administrative support, accounting, customer service, data entry, dispatching, general clerical, housing referral, order processing, personnel assistance, production control, scheduling, secretarial, supply technician, survey, switchboard, travel, word processing, automotive service, food preparation, furniture maintenance and repair, general services and support, health occupations, information and arts, information technology, instructional, laundry and dry-cleaning, machine tool operation, materials handling and packing, mechanics and maintenance and repair, personal needs, plant and system operations, protective service, recreation, stevedoring, technical, and transportation/mobile equipment operations. Each occupation is assigned an hourly wage rate ranging from approximately $10.52 to $53.00 per hour. Fringe benefits include health and welfare contributions of $5.55 per hour (up to 48 hours per week or $222.00 weekly/$962.00 monthly) or $5.89 per hour for those covered by Executive Order 13786 ($203.60 weekly/$882.27 monthly). All occupations receive vacation benefits (2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years), eleven paid holidays annually, and employees requiring uniforms are entitled to reimbursement for uniform costs. Special wage differentials apply for hazardous pay (8% or 4% depending on hazard degree) and night/Sunday pay (25% premium for Sunday work). Computer professionals meeting specific compensation and duty requirements may qualify as exempt under 29 U.S.C. § 213(a)(1) and (17). Air traffic controllers and weather observers receive additional night pay and Sunday premium compensation provisions.
