About this file

This is an RFI Response document for federal contract opportunity W911RX-26-B-A004. The document clarifies eight questions and answers regarding project scope, business set-aside classification, utility work, fire protection, asbestos abatement, and basement access.

The contract is set-aside for Total Small Business (not Service-Disabled Veteran Owned Small Business) with NAICS code 236220 and a small business size standard of $45 million. Amendment W911RX-26-B-A004-0001 corrected a clerical error regarding the initial conflicting set-aside designation. Regarding project scope, all mechanical, electrical, and plumbing utility work is limited to tie-ins to existing systems with no new utility service upgrades required. Fire protection work is limited to an integrated fire suppression system for kitchen hoods only. For asbestos and lead paint concerns, contractors must review provided surveys and determine if abatement is required, with a separate CLIN available for abatement work if needed. Contractors are responsible for including all abatement costs in their proposals based on SOW section 1.4.2.1. Contractors will have basement access for plumbing and sewer tie-in work if required and must review provided as-built drawings and electrical room pictures to ensure complete, functional, and usable equipment installation.

RFI Response

Q1: Please confirm this project is set-aside for Service Disabled Veteran Owned Small business and not Total Small Business. There is a conflicting assignment between the SAM.gov listing and the SF 1442.

A1: W911RX-26-B-A004 is set-aside for Total Small business. It will not be limited to

SDVOSB.

Q2: We would like clarification on the small business set-a-side. The description on sam.gov states "This project is a Total Small Business set aside. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $45,000,000.00." However, the solicitation document states "THIS IS A 100% COMPETITIVE

SET-A SIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS. NAICS 236220

WITH A SMALL BUSINESS SIZE STANDARD OF $45 MILLION." Would you please let us know which is correct?

A2: Please see A1.

Q3: Our team attended the recent site visit and, during the meeting, it was communicated that this requirement was an SDVOSB set-aside. However, upon reviewing the most recent amendment, we understand that the solicitation has been changed to a 100% Competitive Set-Aside for Small Business. We wanted to request clarification to confirm that the current solicitation remains a 100% Small Business set-aside and that the information shared during the site visit has since been superseded by the amendment.

A3: Please see A1. The amendment W911RX-26-B-A004-0001 has provided clarification as to the clerical error.

Q4: Please clarify whether the asbestos CLIN is intended to cover only the asbestos consultant/asbestos-free certification, or if it should also include a potential allowance for asbestos abatement if asbestos-containing materials are encountered during the work.

A4: The second CLIN would be for abatement work. Only if needed.

Q5: Please confirm whether there is any potential asbestos abatement scope related to this project. Specifically, should the contractor carry an allowance for possible asbestos-containing window caulking or similar existing materials that may be disturbed?

A5: Please see SOW 1.4.2.1. The contractor is responsible for reviewing the asbestos and lead paint surveys provided. Contractor shall determine if abatement is required and inform the KO. Contractor shall include any abatement work cost in the proposal.

Q6: Please confirm that all MEP utility work is limited to tie-ins to existing electrical, water, and sewer lines, and that no new utility service upgrades are required.

A6: All the mechanical, electrical and plumbing work tie-ins are limited to existing utilities.

No new utility service upgrades are required. Contractor is responsible for reviewing the provided as-built drawings and electrical room pictures. Contractor shall include in their proposals all the work for a complete, functional and usable equipment installation.

Q7: Please clarify the required fire protection scope. Is the fire protection work limited to the integrated fire suppression system for the kitchen hoods, or is any additional fire protection work required elsewhere in the project?

A7: Fire Protection work is limited to integrated fire suppression system for the kitchen hoods.

Q8: Please clarify whether access to the basement will be required for plumbing and sewer tie-in work associated with this project. If basement access is required, please provide reference information, such as existing photos, as-built drawings, or utility routing information, for the MEP personnel review.

A8: Contractor will have access to the basement for any plumbing and sewer tie-in work if required. Contractor is responsible for reviewing the as-built drawings provided. Contractor shall include in their proposals all the work for a complete, functional and usable equipment installation.
