About this file

This document is a Questions and Answers amendment for Solicitation W911RX-25-Q-A049, addressing a contract for repairing five Tactical Water Purification Systems (TWPS) for Fort Riley. The amendment provides detailed clarifications on multiple aspects of the repair contract, including parts replacement, testing requirements, water quality certification, and technical manual availability. Key points include allowing form/fit/function commercial equivalent parts when original parts are unavailable, requiring a water quality certification report for each system, and specifying performance criteria such as ability to draw water from fresh, brackish, or sea water sources with specific technical parameters.

The document outlines specific requirements for the TWPS repair, such as a 12-month repair period with no timeline extensions, no site visits permitted, and a requirement to provide monthly progress updates. The repair must return the systems to a "Fully Operational" state, with all major components functional and meeting Army health and safety standards. Technical manuals will be provided in PDF format, and the contractor is responsible for disposal of hazardous materials. The wage determination will be based on the location where the units are being repaired, and a warranty will be included in the solicitation and Performance Work Statement.

Questions and Answers

** This is an amendment to solicitation W911RX-25-Q-A049 see Attachment 4. The purpose of the amendment is to post questions and answers.

Question:

1. PWS 1.1 & Encl 1 parts list

Several line items (e.g., surge arrestors, Item 1-43/1-44) are flagged “Not able to test.”

Should we replace these components by default or only if post-bench-test results deem them non-functional?

Answer:

Items should NOT be replaced by default; non-serviceability is to be verified before replacement. If an item/component is tested and found to be operational, the item/component should be placed back into service on the TWPS.

2. Encl 1 & TWPS TM NSN cross-refs

Some NSNs are obsolete or inactive. May the we use form/fit/function commercial equivalents and document substitutions in the repair record, or must we obtain OEM-exact parts?

Answer:

If an after-market commercial form/fit/function equivalent is available, the replacement part may be used so long as it allows the TWPS to function as originally designed. If modifications to the TWPS are necessary, these must be discussed with and approved by the COR listed in PWS 1.1.3.1. before any modifications are made. Replacement part information should be annotated to facilitate any future repairs after the TWPS has been returned to Fort Riley, KS.

3. PWS 1.1.1 / PoP

Will all five TWPS units be delivered to the repair facility at one time, or will deliveries be staggered? If staggered, please provide the projected delivery sequence so we can finalize labor loading.

Answer:

All five TWPS will be delivered at the same time.

4. PWS Objectives & Acceptance

Please confirm the acceptance criteria for a “Fully Operational” TWPS. Is compliance with TM 10-4610-229-13&P performance tables (rated output, salinity, pressure) the benchmark, and is a water-quality certification report required with each unit?

Answer:

1. Acceptance Criteria for a fully operational TWPS:

-Fully Assembled IAW TM 10-4610-310-10

-All major components installed and functional ( raw water pump, multimedia filter, RO Unit, distribution pump)

-Electrical system tested and operational

-Proper alignment and connection of hoses

*Performance criteria: Ability to draw water from fresh, brackish or sea water sources:

Please review table below for the required parameters

2. A Water Quality Certification report is required for each system to verify that potable water meets the Army Health and safety standards (TB MED 577- Sanitary Control Surveillance of Field Water Supplies)

5. PWS 1.6 (Reserved sections)

Will the Government furnish current Technical Manuals, drawings, and calibration procedures, or should we supply our own technical data set?

Answer:

Yes. In accordance with PWS 5.2.2.4), you will be required to provide a monthly update on the progress of repairs to each of the five TWPS. The monthly update should include progress of repairs, as well as any difficulties which may compromise your original completion timeline estimates.

7. PWS Shop Consumables & Environmental

Please confirm whether disposal of hazardous wastewater or spent RO membranes generated during refurbishment is entirely our responsibility, including any local permitting and manifesting.

Answer:

Disposal of any hazardous material is the sole responsibility of the contractor once the TWPS have been shipped to the repair site and the contractor has signed for/acknowledged responsibility for the five systems.

8. SCA Wage Determination

For Service Contract Act compliance, is the applicable wage determination tied to our repair-site county (Los Angeles County, CA) or to Fort Riley’s County (Riley County, KS)?

Answer: The Wage Determination is at the location where the units are being fixed/worked on.

9. Inspection & Acceptance (PWS 1.6.2 / RFQ page 2)

Will final Government acceptance/inspection occur on-site at our facility, via virtual inspection, or after the units return to Fort Riley?

Temperature 33°F to 120°F (test near low/high extremes if possible)

Total Dissolved Solids (TDS)

Fresh/Brackish: 500–15,000 ppm

Seawater: ≥ 15,000 ppm | pH | 5.0 to 9.0 | | Biological Load | Include natural organic material or simulate challenge with coliforms (in lab or verified source) | | Contaminants | Source must contain or be spiked with typical field contaminants (silt, salt, organics, and bacteria) |

> Final test is most valid when using realistic field water sources, such as raw surface water or seawater.

Water Quality Report (Post-Treatment Certification Requirements)

To validate the TWPS performance, water produced during testing must be analyzed against the standards in TB MED 577.

Parameter Requirement

Turbidity ≤ 1 NTU TDS (Total Dissolved Solids) ≤ 1,000 ppm (potable limit) pH 6.5 – 8.5 Chlorine Residual 0.2 – 2.0 mg/L (free chlorine) Total Coliform / E. coli None detected in 100 mL sample Color, Odor, Taste Must be acceptable (subjective assessment, part of Preventive Medicine check)

14. Is there a specified contractor format for programming and specified PLC’s?

Answer: This answer is being finalized and will amend solicitation once complete.

15. Due to the non-reoccurring engineering and programming that will be needed to complete this project, does the government have the flexibility to extend the timeline from 12 to 18 months?

Answer: No. Operational requirements do not allow for a planned repair period of greater than 12 months.

16. We have identified parts that are on the repair list that are no longer available, how does the government want to proceed? I attached a list; all highlighted items are either not available or are highlighted for outdated programming.

Answer: If an after-market commercial form/fit/function equivalent is available, the replacement part may be used so long as it allows the TWPS to function as originally designed. If modifications to the TWPS are necessary, these must be discussed with and approved by the COR listed in PWS 1.1.3.1. before any modifications are made.

Replacement part information should be annotated to facilitate any future repairs after the TWPS has been returned to Fort Riley, KS.

17. Does the vendor need to replace all COEI and BII? Or just the parts listed in the attachment?

Answer: No, any additional COEI and BII will be ordered by the owning Army unit. The vendor will sign for and maintain accountability of one complete set of COEI through the repair period as described in the PWS (3.1., 5.2.1.) and enumerated in PWS Enclosure 2.

18. Will the TWPS units be delivered to the vendor incrementally or in one delivery?

Answer: All five TWPS will be shipped at the same time.

19. We would also like to inquire whether a site visit might be scheduled in relation to this effort. A visit to the location would greatly assist our technical team in understanding the condition and configuration of the TWPS units, ensuring a more accurate and tailored response to the RFQ requirements.

Answer: No, operational timeline requirements do not support protraction of the repair window. The additional time required for site visits jeopardizes system availability to support upcoming operational requirements.
