Q & A RESPONSES
Solicitation W911RX-22-R-0001, FT Polk Job Order Contracting (JOC), Industry Questions & Answer
Q1. In reference to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing; would the Government consider removing the limitation of four (4) active projects within a 10 minute travel radius for the Superintendent and SSHO? This requirement will unnecessarily drive up overhead costs that will ultimately pass through to the Government.
Response: See revision to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing. The Site Safety and Health Officer (SSHO) position has been omitted.
Additionally, in response to the limitation of four (4) active projects within a 10 minute travel radius. There will be no change to this requirement. NOTE: Superintendence of the job can be supplemented with competent job site foremen who are knowledgeable and experienced in the type of work being performed on the site.
Q2. The historical workload data provided with the solicitation documents seems inconsistent with a JOC of this magnitude; a $50M ceiling over a five year period if all options are exercised. Typically a JOC of this magnitude would have 150-200 task orders over the 5-year contract term, rather than 165 over a nine and a half year period as historically indicated. What is the volume of task orders anticipated for the proposed JOC so that offeror's can staff and price the contract accurately?
Response: The volume of task orders is anticipated to be in the 150-200 range. The historical figure of 165 task orders over a nine and a half year period was the result of contracts that had limits of $5M per year, which limited the number of task orders that could be awarded.
Q3. RFP Page 18, Subfactor (b) lists the following positions as Key Personnel: Project Manager, Superintendent, Quality Control Plan Manager and Estimator. However, under the Minimum Qualifications paragraph following this statement, a Site Safety and Health Officer (SSHO) is listed. Please clarify as to whether the SSHO is or is not considered Key Personnel.
Response: The Site Safety and Health Officer (SSHO) is not considered a Key Position.
See revision to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing. The Site Safety and Health Officer (SSHO) position has been omitted.
Q4. RFP Page 16, C.2.a states: "A PDF file format is allowable for Volumes I, II, and III only." However, Section 00010 (Solicitation Contract Form) that is required in Volume IV - Price has been provided to Contractors in a pdf format. Please provide Section 00010 in a format other than pdf.
Response: See Attachment 8, W911RX-22-R-0001, FT POLK JOC. This document is in Microsoft Word format.
Q5. With both the Christmas holiday and New Year's holiday limiting the amount of manpower available to complete the bid requirements, as well as the RFP requiring 6 proposals submitted in less than 30 days from time of RFP release to due date, we respectfully request an extension of two (2) weeks (to February 7, 2022) to ensure we can properly prepare a top quality proposal for this contract.
Response: See www.sam.gov for all updates to proposal due dates.
Q6. The solicitation documents identify key personnel for each project. Is the intent that SSHO personnel be used for every project? This could be a cost savings metric for the government's consideration if the Superintendent is allocated for this as a dual role position.
Response: See revision to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing. The Site Safety and Health Officer (SSHO) position has been omitted.
Q7. Is there any opportunity to tour the base and gain insight to the conditions of existing infrastructure?
Response: The Government will not facilitate a tour of the installation. Potential offerors interested in touring the installation may coordinate directly with the Fort Polk Visitor Center. The process of gaining access to the installation IS NOT the responsibility of DPW or the Contracting Team.
Information on gaining access to the installation can be found at:
https://home.army.mil/polk/index.php/about/visitor-information
Q8. Are projects identified under this task order to be Design Build projects?
Response: No.
Q9. Does the government intend to utilize RS Means solely?
Response: Yes.
Q10. Will a project scheduler be required for each project and require P6 schedule updates with task flow logic?
Response: Polk interprets P6 schedule to reference Primavera software. A Gantt chart with dates in either Acrobat or Excel will be sufficient for schedules.
Q11. With regards to past experience, is a teaming partner allowed to designate experience for JOC? If so, is there a specific percentage that must be performed by the prime?
Response: No, the Prime Contractor is responsible for meeting the requirements of the contract, therefore, is responsible for meeting the past experience requirement.
Q12. Page 46 of original solicitation 252.219-7009 SECTION 8(A) DIRECT AWARD (OCT 2018) Please confirm that contractors with SBA BOS in other states are permitted.
Response: DFARS Clauses 252.219-7009 has been deleted from this solicitation. This requirement is a competitive 8(a) set-aside acquisition. Additionally, competition will be limited to only 8(a) firms located within the area serviced by the Louisiana SBA District Office and other 8(a) construction firms with a bona fide place of business within the geographical competitive area.
Q13. FYSA - EO 14026 will likely be in effect upon contract award. Contractor assumes wage increases will be handled at task order level.

Q15. Page 5 of Amendment 1 part a. The RFP states, "File names shall be provided in the format of "Volume #, Company Name - Initial" for the first submission." What does the Government mean by "initial"?

Q16. Can we submit CPAR evaluations with our proposal, versus PPQ's?
Response: No. The Government will utilize BOTH CPAR evaluations and Past Performance Questionnaire (PPQ's) as a means of evaluating Factor 2 - Past Performance.

Response: See revision to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing. The Site Safety and Health Officer (SSHO) position has been omitted.
Q18. Can a Superintendent manage more than 4 task orders that are less than $100,000 each?
Response: See Volume II, Subfactor (b) - Proposed Staffing. Superintendent
Q19. Can the SSHO manage more than 4 task orders that are less than $100,000 each?

Attachment 4 and 4a provides a fictional workload scenario of five (5) notional Task Order projects that are typical of a JOC. These scenarios do not represent actual construction workload. Offerors are expected to apply those principles, processes and knowledge required herein to prepare a detailed proposal for each of the notional Task Orders. Responses must incorporate all roles and responsibilities, means and methods, and the requirements at TE A, Division 1, General Requirements of this solicitation. The Unit Price Book discussed at TE A Division 1, General Requirements shall be utilized to provide line items, take-off quantities, unit prices, etc., to support proposed task order prices. All requirements normally associated with actual Task Order proposal requests should be considered in the response. All five Task Order proposals must be supported by the Offeror's rationale for selection of line items, critical path milestones, etc., in order to be acceptable for evaluation and consideration for award. Additionally, industry standards shall be utilized.
Q44. Attachment 4 - Notional Task Order Requirements, Task Order #5
Statement #10. Will the Government provide a detailed drawing to install a 4-inch PVC fascia bar with tan cover to terminate the membrane roofing system around the perimeter of the building?
Response: See Volume II, Subfactor (c) - Notional Task Order Requirement. Q45. KTR has multiple concerns regarding Attachment 5 - Coefficient. Specifically:
o The information provided and instructions on bidding the price proposal seems unfairly slanted towards the incumbent contractor and/or contractors currently working at Fort Polk. Contractors who have not worked at Fort Polk seem to be at a disadvantage as they would not have the same local data as the incumbent contractor and/or contractors who have a current or past presence on Post and surrounding areas.
o For the same reason, the bid method seems to place an undue burden on small business contractors who have not worked at Fort Polk. As this project is 100% 8(a) set aside, we question the fairness of this bid methodology.
Please provide an explanation detailing how a non-local contractor should bid this contract or provide current and relevant data for the bidding process.
In addition, due to potential legal protests regarding the exclusionary and discriminatory methods mentioned above, we respectfully request the Government perform a thorough re-examination of Attachment 5 to determine appropriateness for this contract.
Response: This contract is a follow-on effort and, as stated in FAR 19.203, "if a requirement has been accepted by the SBA under the 8(a) Program, it must remain in the 8(a) Program unless the SBA agrees to its release in accordance with 13 CFR parts 124, 125, and 126". Attachments 5, 6 & 7 (Coefficient Developments) are the standard for coefficient development and provide great flexibility to anyone desiring to send in a price proposal. The use of a Unit Price Book ensures everyone is equal when it comes to construction costs. It is up to each company to evaluate their own way of doing business and provide their best pricing proposal for this effort. The coefficient, also referred to as the "multiplier" or "factor", is the markup or markdown (discount) applied to the base IDIQ price to arrive at the contractor's price. Additionally, it is considered "fully loaded" and includes all costs including general conditions, overhead and profit. For Job Order Contracts and coefficients, see AFARS 5152.237-9000.
Q46. Attachment 5: Instructions Tab, 4.b.3.a: contractors are instructed that "subcontractor overhead will not be accounted for in the value of the UPB not in the contractor markup."
However, Line #31 - Coefficient, Bullet #9 states that the coefficient will contain "Subcontractor overhead and profit." Please clarify.
Response: Tab, 4.b.3.a: states: "3.The total contractor markup, the costs including prime contractor profit being covered by the coefficient (CCC). (a) The Cost Covered by the Coefficients (CCC) shall be inclusive of all Division 00 Adjustment Factors including, but not limited to, overhead, profit, taxes, etc. Note subcontractor overhead and profit will be accounted for in the value of the UPB not in the contractor markup." Line 31 "COEFFICIENT: The Offerors coefficient shall contain all costs other than the pre-priced unit prices and shall include, but not be limited to: 9. Subcontractor overhead and profit" is stated correctly.
Q47. Attachment 5: Instructions Tab, Line 14, Item #2 states:
The basis for any assumptions regarding the expected "awards volume." (T.O. Awards) As this item is the most critical factor in developing the coefficient and the most difficult to predict, please provide historical data for task order dollar amounts as a percentage of the total allocated funding for the current contract.
Response: As required by DFARS 236.204, the estimated magnitude of this project is $50,000,000.00. Historical data is provided, see Technical Exhibit C - Fort Polk Historical Workload.
Q48. The RFP and SOW have conflicting information regarding Key Personnel. Statement of Work, Section 8.1 states:
o Key personnel include the Program Manager, Project Manager or/Designated Site Superintendent, Quality Control Manager (QCM) and Estimator.
However, RFP, Page 18 states:
o The Government considers the following key positions to be the absolute minimum acceptable level of management staffing requirements: Project Manager, Superintendent, Quality Control Plan Manager and Estimator.
Also, RFP, Page 25 Subfactor (b) - Proposed Staffing states:
o To be considered technically acceptable, proposals shall consider the following positions to be the absolute minimum management staffing requirements: Project Manager, Superintendent, Quality Control Plan Manager, and Estimator.
Lastly, the Minimum Qualifications paragraph in that same RFP section references a Site Safety and Health Officer (SSHO) which is not included in either of the other three RFP and SOW staffing references.
Please provide clarification as to which positions are considered Key Personnel.
Response: See revision to Volume II - Technical Acceptability, Subfactor (b) - Proposed Staffing. The Site Safety and Health Officer (SSHO) position has been omitted.
Q49. RFP, Page 18 Subfactor (b) - Proposed Staffing states:
Any arrangements proposed shall be sanctioned by the Small Business Administration, and the KO will validate the eligibility of those arrangements as part of this subfactor.
Regarding the term "sanctioned" - Does the Government intend for contractors to submit official/legal teaming agreements to the SBA before proposal submission?
Does the Government require Teaming Agreements to be included in the proposal?
Response: Yes, under this small business set-aside, Offerors are free to propose teaming arrangements, mentor/protégée agreements, partnerships, and joint ventures so long as they are official business arrangements allowable under the Small Business Act. Any arrangements proposed shall be sanctioned by the Small Business Administration, and the KO will validate the eligibility of those arrangements as part of this subfactor.
Q50. RFP, Page 20 states:
Past Performance information described herein is required on the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform.
Contractors will be utilizing many trades on this contract thereby employing numerous subcontractors/vendors.
Does the Government intend for Contractors to submit past performance information for ALL subcontractors/vendors? Or only those major subcontractors who will be performing a larger percentage of the work and/or multiple trades?
Response: SEE Volume III - Past Performance The Government will perform a Confidence Assessment of the Offeror's past performance to arrive at a confidence rating. The Confidence Assessment represents the evaluation of an Offeror's past work record to assess the Government's confidence in the Offeror's probability of successfully performing as proposed. Past Performance information described herein is required on the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform. In addition, the Offeror shall detail the percentage of work performed by each subcontractor or partner based on the total proposed price.
