Question and Answer Document W911RX-19-B-0010, Combatives/Physical Readiness Instructors

Q1: Could you please tell me if the Pre-solicitation posted as solicitation number W911RX19B0010 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

A1: This requirement had been performed previously at Fort Riley, KS.

Q2: If possible, can you please provide the most recent contract or task order number?

A2: The current contract number for this requirement is W911RX-16-C-0003.

Q3: Attachment 6 was provided (FM 3-25-150 _FEF_Coversheet)-Is it expected that this coversheet be used as a coversheet for the responses?

A3: No, it is not expected to utilize this as a coversheet for the response.

Q4: Please clarify, is only 1(one) CD ROM to include all TABs required or are 4 (four) separate CD ROMs required, one for each tab?

A4: One (1) CD-ROM, all TABs included on the disc.

Q5: Ref Section M.2.b and c, Is this “rejection” only after the agency has requested additional information as indicated in M.2.b or are the Offerors expected to provide detailed pricing breakdowns on the proposal that is submitted (in addition to providing CLIN pricing on pages 2-8)?

A5: This rejection would only occur after the agency has requested additional information.

Q6: Is the Offeror allowed to put confidential and/or proprietary markings on the page or will putting such a marking exclude the Offeror’s proposal from consideration?

A6: The addition of confidential and/or proprietary markings will not exclude the bid from evaluation.

Q7: Ref Section M.3, Is CLIN pricing enough (in addition to information required per Section L.2) or is more detailed information (fringe benefits, overhead, G&A, etc.) required to be provided at the time of submission?

A7: Although more detailed information is not required, more information to support pricing is beneficial in supporting the final pricing.

Q8: Is it expected that the instructors be provided with a Contractor furnished vehicle or do the instructors use their own personal vehicles when driving to and while on Fort Riley?

A8: The contractor is expected to use their own personal vehicles when driving to and while on Fort Riley.

Q9: Reference: L.2 Bid Content. Under TAB D, the last line states “a signed copy of the letter shall be submitted with the bid content L.2(1)(e)” Will this be e. TAB E, a separate tab? We don’t see a L.2(1)(e). Please clarify.

A9: This was a clerical error, this information will be submitted under TAB D, the reference should read L.2(1)(d).

Q10: Will the Government please provide the latest WD that has to be used for this bid?

A10: The WD that will be used for this requirement is WD 2015-5343 Rev. 9, Dated 26 Dec 18.

Q11: Purchasing of specific equipment (High Gear suits, Blue Gun), would other necessary equipment such as I have listed be provided or would it need to be added to the cost of the bid?

A11: The vendor is only required to provide the equipment detailed in the PWS, additional equipment procured would not be reimbursed through the contract.

Q12: Can you clarify if Instructors must US Army Combatives Master Trainer Instructor Certification and Accredited as a fitness instructor by the NCCA before putting in the bid? Or, is there a chance to do that once a bid is accepted before the contract begins?

A12: Instructors must already be US Army Combatives Master Trainers, accredited by Fort Benning. Fitness Instructors do not have to be accredited by the NCCA, just have an accredited certification. Instructors must be trained and certified prior to contract performance.

Q13: Is there a designated office space in Long Gym in which the contractor would be able to use?

A13: There is office space in Long Gym for Contractor use.

Q14: Equipment for All Army team – do you already have a distributor for their gloves, shin pads, and apparel or can we use our own? Is that part of the current budget or would that need to be added in to the bid?

A14: The contractor is only responsible for their apparel and equipment. The equipment and apparel of the team will be procured by the Army.

Q15: Once a bid is accepted, how long is the waiting period to find out? When would the contract start?

A15: Once the bid is accepted, a notice to successful and unsuccessful offerors will be sent out. The projected start date for this contract is 01 Aug 2019.
