SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

CONTRACTOR QUESTIONS

General, Flooring, Fire System, and Equipment

1. Is it the government’s intent to have the contractor pick up and move the GFE to 31-630?

Answer: Yes, it will be contractor’s responsibility to pick-up and move the GFE to 31-630.

2. What is the government looking for as the design portion of this solicitation?

Answer: The contractor is responsible for providing a complete system that will flow from one operation to the next. Specific items included but not be limited to are: the design of the conveyor feeding the bag opener; the HC Attrition Mill to transfer Drum Feed system; Installation of the double cone mixer; platform for the mixer; Drum Dumper System; Feed system between the drum dumper and the mixer and the fire protection system.

3. Are we just to turn in design specs on equipment purchased?

Answer: The contractor should write a complete proposal that includes how he intends to meet each and every requirement of the specification and drawings. The contractor should include as part of his proposal the design specs on the equipment that he will be providing.

4. Are the parts readily available commercially for the equipment made by Pine Bluff?

Answer: Parts should be readily available.

5. The 220 days did that account for any parts that can’t be purchased off the shelf for the equipment?

Answer: The 220 days does take into account the long lead time items that are to be provided by the contractor.

6. If reverse engineering is involved is the government going to a lot that time?

Answer: There should be no reverse engineering required for this project.

7. Will the government accept different name brand equipment for the fire alarm than specified or does it have to be that specific equipment?

Answer: While the Det-Tronics System has been established as the standard for what PBA is installing in its production facilities, PBA is willing to consider any product equal to the Brand Name. However, if the contractor is going to propose anything other than the desired system, then express approval must be obtained in advance. If the contractor offers the Brand Name system, no advance approval is required.

8. As part of the refurbish part of the equipment is the equipment to be condition new or condition fit form and function?

Answer: The equipment is to be fit form and function. Contractor is to do the refurbishment that is called out specifically in the specification and then anything else to make the equipment operational.

9. If a Mod becomes necessary at any time during the project is that time to be added to the period of performance without liquidated damages?

Answer: Additional time is typically negotiated as part of the modification process. Furthermore, under the excusable delay rules, any excusable delay is not held against the contractor.

10. Regarding the HC Bag Opener Feed Conveyor. What is the length and width of the bags? What cleat centers do you need on the incline conveyor? Do you know what height cleat is required for the bags at 30° incline? 1 1/2" high cleat is the standard.

Answer: The bags are approximately 30" Long and 20" Wide. The cleat centers need to be about 3 feet apart. Standard 1 1/2" high cleats will be fine.

11. Referring to Section B - Supplies or Services and Prices Item No. 0001AE (pg. 5 of 50 in solicitation) we don't see an Appendix III. - Contractor shall provide FFP for (7) contract data requirements as listed in the specification Appendix III Could you verify and confirm what they are talking about for this?

Answer: Yes, Appendix III contains the seven (7) CDRLs. That is all.

12. Please provide estimated weights of all presses and other equipment to be relocated.

Answer: It is estimated that the each section of the presses would weigh somewhere between 5000-10000 pounds

13. Are drawings of the air logic for the facing machine available? Equip # 3690-N00-0232.

Answer: At this time we do not have an air logic drawing for the controls on the facing machine.

14. Is a building automation system in use in Building # 31-630? If so, is an update of graphics and programming part of this bid? What is level of automation is needed for the line.

Answer: Generally no, there is not a building automation system nor are we planning to add one.

The process will be for the most part manual and requires little automation and programming from the contractor. The contractor shouldn’t have to design new controls beyond simple push button, interlock, or selector switch type controls. The machinery in the east bay is required to be interlocked as described in section 3.2.1.1 of the technical specification. The blender and drum dumper shall be interlocked with the doors to the cubicles it’s in. The programming and controls for the blender are purchased with the unit. The rest of the process consists of an operator accomplishing a task, putting the product on a conveyor and the conveyor transporting the product to a que where the next operator picks it up and accomplishes the next task. The programming for the controller for the HVAC will be done by PBA (See 18). The diverters for the dust collection and vacuum system will be accomplished by a selector switch. Little to no programming will be required.

15. The Pilotex equipment that is shown on 31-630-PP-3000 is no longer available from the manufacturer and I don’t believe there is an equal replacement available. Is there an alternate deluge design that the government would prefer?

Answer: The new systems that are being installed at PBA are using an ASCO deluge solenoid valve.

16. During the RFI phase of the solicitation I submitted the 1200 series of conductive flooring. At that time I was sent a change of suggested materials that reflected that Milamar met the criteria and would be included in the final solicitation. Is there a reason that Milimar was not included?

Answer: This material was reviewed after the question was raised in the RFI phase of the solicitation and was found to be acceptable. The specification was supposed to be modified to include this material but somehow the change did make it into the final copy of the specification.

Therefore the final sentence of paragraph 3.3.8.2.j of the specification is to be replaced with the following sentence.

“Suggested materials for conductive flooring: (Dex-0-Tex Conductive Neotex -367; Crossfield Products or General Polymer 3524 epoxy conductive primer sealer, and top coat 3525E static control epoxy coating) or (Milamar Coatings ICO Gel to repair any cracks and spalled concrete, then Milamar Coatings ICO Floor SL to level the floor, then Milamar Coatings 1200 CS Primer, then the grounding plates, then Milamar Coatings 1200 Ground Plane and then Milamar Coatings 12100 ESD topcoat all applied in accordance with Milamar Coatings ESD Static Control Flooring Installation Guide).”

A/C and Dust Collection

17. Who has the existing Controls? (How do they want the temperature controlled? By chilled water valve or by fan on/off?) Will the control contractor be able to integrate into the existing system and provide your request for complete control operation? How will the humidity be shut off?

Answer: Trane's Tracer Summit is the control system. The contractor will be able to integrate into the existing system. The HVAC programming changes will be done by PBA. The HVAC controls provided by the contractor shall include everything outside of the tracer summit control unit. The contractor shall provide a system that uses a temperature sensor and selector switch as inputs to the controller, and the diverter actuator shall be controlled by an output from the controller. The humidity shall be turned off by the change of programming by PBA.

18. On the HVAC duct the prints call for a 2 position 3 way diverter, is air supposed to be able to go down both trunk lines at one time or is one system to have a trunk line closed and the opposite trunk line open? Could you give more detail on your intent of the operation? What is the CFM/static of the existing duct system?

Answer: The diverter needs to deliver 100% of the air to one line or the other. We will not have both lines running at the same time. There are 2 production lines in the building and we will not be using the HVAC for both at any given time.

19. Do the diverters need to be manual or actuated? If actuated do they need to be explosion proof?

Answer: The HVAC, dust collection, and vacuum diverters shall be actuated. The diverter actuators and any sensors directly attached to or inside of the vacuum and dust collection systems shall be Class II Div1 Groups E, F, & G if it is electrical. Pneumatic actuators can be used with a non-rated solenoid valve located outside the Class II Div1 Groups E, F, & G environment. The diverter for the a/c unit doesn’t need to be rated.

20. What is the desired location of the selector switches for the diverters?

Answer: The selector switches for the vacuum and dust collection systems shall be located on the same enclosures that control those systems. The HVAC shall be located in the west bay.

21. Does the existing dust collection system/vacuum system require any kind of cleaning? Is there any residue left of what was being collected before? Was the dust being collected before explosive? If so who is responsible for cleaning if required?

Answer: The dust collection and vacuum systems do require cleaning. There is most likely explosive dust lining the pipes in the current system. The expectation is that the contractor will include cleaning of the ducts in their pricing. PBA expects that there will be some discussions post award on this issue and plans to work with the contractor to minimize or eliminate risk or any adverse events. An equitable adjustment may need to be made to address unforeseen issues and will be considered as appropriate. If this results in PBA cleaning the ducts an equitable adjustment in favor of the US Government may occur, the location of the diverter must be agreed upon by PBA, and the contractor shall build the new duct work before connecting to the existing system.

22. Will a flanged wye in the vacuum/dust collector lines count as a clean out?

Answer: A flanged wye cannot be used. A removable flanged or clamped duct section, or a hinged cleanout door that matches the pipe diameter shall be used as a clean out.

23. On the HVAC duct is the tee required to be in the mechanical room area or can it be teed inside the corridor area?

Answer: The diverter is not required to be in the mechanical room, but does need to be installed before the existing humidifier.

24. Please confirm the main dust collection trunk line is 12”.

Answer: It appears to be a 12” main trunk line however according to paragraph 3.2.2.a, “The contractor is responsible for checking the work site and accuracy of drawings, dimensions, and field conditions.”

25. Are explosion type shutoff (isolation) valves required at all drops or just those without clear point of connection?

Answer: No a simple gate valve will be sufficient. The purpose is to shut off flow to the particular equipment if it is not being used.

26. What is the minimum transport velocity in the existing dust collection system or total cfm transported through the main trunk line currently?

Answer: The total CFM in the main trunk line is 3200 CFM.

27. Please confirm Stainless Steel Clamp together pipe is allowable for the dust collection system.

Answer: Stainless Steel pipe that is clamped together can be used if the interior surface is a smooth transition preventing build up. This would eliminate the need for clean outs in these areas.

28. Please confirm the main vacuum trunk line size is 4”?

Answer: It appears to be a 4” main trunk line however according to paragraph 3.2.2.a, “The contractor is responsible for checking the work site and accuracy of drawings, dimensions, and field conditions.”

29. Does the PBA have a specific manufacturer of diverter/splitter valve? If so, what is that manufacturer?

Answer: US-Duct

30. Does the PBA have a specific location in mind for the duct collection system interlock switch and for the bag opener, etc. equipment controls?

Answer: An interlock is only needed for the equipment in the east bay. A sensor detecting adequate flow in the line coming out of the bay area is all that is needed.

31. Does a light on the dust collection interlock panel indicating the dust collection system diverter is in the correct position meet with the PBA’s intent?

Answer: A light is sufficient to indicate the diverter is in the correct position. It doesn’t meet the requirement to verify adequate flow for the dust collection for the equipment in the east bay.

32. Does the PBA have a specific brand of Thermostat to be used for the HVAC duct system?

Answer: The bay area only needs a temperature sensor the existing HVAC controls will be used (see 18).

33. Is there any flow test info that PBA might have for this building?

Answer: There is flow test data for the HVAC. There is none for the dust collection and vacuum system.

Lighting and Electrical

34. Is there a quantity and type of light fixture that the government wants to use where new lights are being installed?

Answer: The lighting that is required is 50 foot candles or 50 Lumens/square foot measured at 3 feet off of the floor in all of the areas. The type of lighting fixtures that is requested is LED fixtures that will meet the hazardous location requirements for the area where the lights are installed. The contractor should identify in their proposal the specific light fixtures that they will use and the number of light fixtures for each area.

35. Are we to reuse existing conduit and wire in building to re-feed new lights or will it get all new?

Answer: Existing wiring and conduit can be used as long as it meets the hazard location requirements in Dwg 31630-EL-3003 Electrical Classification and meets current National Electric Code.

36. Can we install a pad mounted transformer outside of the awning on the north side of the bldg.

(over the vault) in lieu of the transformer bank on the pole?

Answer: A pad mounted transformer outside of the awning on the north-side of the building (mounted to the side of the vault) may be used in lieu of the transformer bank on the pole. The contractor will be responsible for meeting the NEC for abandoning the existing transformers in place or for removing them from the pole.

37. Are we to reuse the existing feeder wire currently running from the vault to the existing panels?

Answer: No, existing feeder wire cannot be reused (see 3.3.8.1.c in technical specifications).

38. How detailed in our pricing do we need to be? Will filling in the CLIN and Sub-CLINs be sufficient?

Answer: No, we are expecting proposals to exceed the order of magnitude information provided ($500k-$1M) but not by a significant amount. Please refer to Page 47 of the original Solicitation with regards to supporting documentation for your price proposal:

Para E.4. "Any additional information considered necessary to explain the proposed pricing. At a minimum, each offeror shall provide a sufficient break out of labor, materials and equipment descriptions, hours and costs for each sub-CLIN inclusive of all profit, overhead, G&A and other allowable indirect costs. This information will be used to determine the adequacy of the offerors proposed effort and to determine any potential unbalanced or unreasonable pricing."

We are not asking for Certified Cost and Pricing Data, or anything close to it. If the proposals exceed our IGCE substantially, we need some method to determine where our disconnect in pricing is occurring. We may find that we have under-estimated the cost – or communicated to you that the project is more complicated than it needs to be. Whatever the reason, your more detailed pricing information will help us understand what we need to discuss.

39. Help me understand what I need to put for the CPFF Sub-CLIN for GFE Refurbishment, do I have to provide a fixed fee? Can I bid a number less than $60k?

Answer: No, you cannot bid a number less than $60k, and while you could put a Fixed Fee of zero on the CLIN, it is not in your best interests to only bid $60k for this CLIN. Even if you do the work yourself, your indirect costs come out of the fixed fee and not the $60k.

The number you provide for this CLIN will be X + $60,000 where "X" is the fixed fee you will be paid as prime contractor for that work. If refurbishment direct costs are less than $60k, you will be paid that amount plus your X. You do not get to keep the difference. If the direct costs are more than $60k, you will be paid that plus X, after getting approval in advance for that higher threshold. We are doing it this way to level the playing field among bidders who might over or underbid the GFE refurbishment work. You can sub it out or do it yourself, but you will be required to provide sufficeint accounting information to justify your direct expenses on that sub- CLIN only. For example, if you sub the work out to a third party, the government will have the right to look at the pricing information you obtained and see if the pricing was competitive.
