About this file

This is a Questions and Answers document for solicitation W911QY-26-R-MONU addressing contractor inquiries regarding the monument sign installation project at Natick Soldiers Systems Center. The Q&A clarifies critical project requirements including that the sign will be externally illuminated (not internally), no formal bid document is required, and no landscape design beyond grass fill around the concrete pad is mandated. Site visits were offered on 07/28/2026 and 07/29/2026 at 0930 hours. Key logistical details include that contractors must notify the Project Manager before removing existing shrubbery, cannot park cranes on site, must use chain link fencing if storing equipment in the grass area, and must submit visitor passes for all workers. The contractor bears responsibility for verifying underground utilities and obtaining Ground Penetrating Radar if needed at no government cost. The electrical connection will utilize existing power from the outside common meter panel on the first house in the housing area, controlled by a photo cell for all exterior street lights and sign power.

The document addresses technical specifications including that the concrete pad shall not exceed 3 feet from the front face of the sign, the sign height may be modified if needed to account for snowfall, and the contractor must notify the DPW Architect for approval of any angle modifications. The old sign must be returned to DPW intact without damage; only the sign itself is to be returned. A 5% bid bond is required along with performance and payment bonds per SF 24, 25, and 25A. Labor information, specifications, and material lists must be included in proposals. The contractor must dispose of excess materials such as mulch and coordinate all final positioning with the DPW Architect during a field visit.
