About this file

This document is a Questions and Answers (Q&A) file for Solicitation W911QY25RA008, a Request for Proposal (RFP) for a Military Altimeter (MA-1) issued by the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground. The solicitation covers the procurement of MA-1 units with specific technical requirements, including operation in extreme cold environments (-45F to -60F), potential wireless input features, and electromagnetic interference (EMI) testing standards. Key procurement details include separate pricing for Operational Test (OT) assets and Production Year 1, with the government planning to request a separate quote for Development and Verification (DV/DT) assets from vendors in the competitive range after initial proposal review.

The Q&A document addresses technical, logistical, and procedural clarifications from potential vendors, covering topics such as spare parts procurement, testing requirements, performance specifications, and delivery schedule. Notable clarifications include the government's approach to cybersecurity evaluation, packaging testing cost estimation, and post-award Product Readiness Review (PRR) procedures. The solicitation anticipates First Production Lot (FPL) delivery with the first production run of CLIN 1001, and requires vendors to include recommended spare parts within their production CLIN pricing. The response deadline for questions is May 23, 2025, at noon, with the goal of selecting a contractor to develop and produce the MA-1 military altimeter system.

W911QY-25-R-A008 Solicitation Questions 30 April 2025

1. B.2. The solicitation requests only MA-1 unit pricing and does not have separate CLINs for spare parts in Production Years 1 through 5. How will government procure spares?

A: Per C.4.3.3, “The contractor shall manufacture and deliver MA-1s and associated spare parts, if any.” The ordered MA-1s must come with the required spare parts, if any, as part of the production CLINs. Vendors must specify if they recommend any spare parts, and if so, identify what those parts are in their proposals and include them in the production CLIN pricing.

2. C.3.1.2.4 KSA 4. Can the government confirm TM 10-1670-300-20&P WP19 is adequate to evaluate compliance to this KSA? Or provide Technical Manual procedure reference for ‘altitude verification via master altimeter at unit level’ and/or identify current equipment.

A: There are a multitude of test chambers in the operation force, the TM 10-1670-300-20&P WP19 provide compliance standards. The use of the Test Chamber accuracy is part of the DV/DT phase, and the offerors system should focus on meeting the Threshold requirements in the Solicitation.

3. C3.1.3.5 APA 5. Can the government provide performance details or test requirements for High Energy Magnetic Pulse (HEMP) survival?

A: In lieu of HEMP, APA 5 will be assessed for Electro Magnetic Interference (EMI) using MIL-STD-461-G.

4. C.3.1.2.1. KSA 1, Environment, requires non-cold soaked operation for 30 mins at -45°F and -60°F for threshold and objective, respectively. However, C.3.2.2. IAW AR 70-38 3-6(b) cold environment, requires design criteria for 6 continuous hours of operation at -50°F. Please clarify the cold environment operational requirements between these performance requests.

A: The evaluation standard will require non-cold soaked operation for 30 mins at -45°F and -60°F for threshold and objective, respectively.

5. C.4.3 & C.15. DT/DV. DT/DV does not have a separate CLIN in section B and only covers OT in CLIN 0001. Can the government confirm a quote for supplies and support for DT and DV isn’t requested at this time or in this proposal, confirming government will request DT/DV support and supplies separately after proposal review and down select.

A: Yes, the Government will request a separate quote for the DV/DT assets from the vendors remaining in the competitive range. Any additional supplies or support will be requested at that time and must be included in the quote for DV/DT assets. The Government will issue a Purchase Request to procure the DV/DT assets and any additional supplies or support, as needed, in order to complete DV/DT.

6. C.4.3.2 OT. CLIN 0001 includes a contractor user manual with maintenance instructions delivered with MA-1 OT test assets. The solicitation does not request further development beyond contractor format or any specific contractor deliverables for support of further documentation development for technical manuals, training aids, program of instruction, and/or training support during OT or prior to fielding. Can the government confirm they expect no additional contractor support related to these tasks.

A: Confirmed, no additional contractor support is required.

7. D.1.5.1. Packaging Testing. Requires packaging testing, however the SPI has not been drafted, developed, or approved by government, making test cost estimating difficult. Will the government provide a cost recovery to the contractor for the packing testing costs after the award? Or waive the packaging test requirements with government performing tests or allow contractors to quote packaging testing separately after SPI draft post award?

A: Vendors must make their best effort to estimate this cost and include it in the proposed pricing.

8. E.1.3. This section does not properly set an inspection and AQL level per ANSI/ASQ Z1.4. The contractor requires clear inspection and AQL levels to assess sampling rates and a level of support for lot inspections. Please provide an inspection and AQL level to define this contract requirement.

A: DCMA will set the AQL levels based on their risk assessment of the vendor.

9. E.1.4. Please define the acronym ISSS.

A: Integrated System Support Systems (ISSS)

10. Attachment 0004. The PRR checklist is provided as an attachment but has no reference in the solicitation. Please advise on whether the government is expecting any completion of this documentation with the offer.

A: No. The PRR checklist is provided for reference only. The PRR will be conducted after contract award. A successful PRR is required to move into production.

11. C.3.1.25. KSA 5’s performance objective requests a wireless input feature. Wireless communication poses many cyber risks and vulnerabilities, including unauthorized access, data interception, data spoofing and malware exposure. Policy requires cybersecurity when data is received, stored, or transmitted. The contract contains no system information technology (IT) requirements for risk management framework (RMF), cybersecurity, vulnerability testing, data encryption, or software testing, which have been used in other contracts. Specifically, it omits the latest version of relevant DoDIs, including:

· DoD 8500.01, Cybersecurity

· DoD 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT),

· DoD 5000.02, Operation of the Defense Acquisition System, with enclosures 11 (Requirements Applicable To All Programs Containing Information Technology (IT)) and 14 (Cybersecurity In The Defense Acquisition System) System IT requirements have a material impact on system design, contractor resources, cost, and offered price. Please advise on system IT requirements and confirm no unstated cybersecurity or system IT requirements will apply to this contract or to the MA-1 system requested in this program.

A: Clarification: The Government will only evaluate the responses against the Threshold requirement for KSA 5.

a. Follow-up Question. C.3.1.25. KSA 5’s performance objective requests a wireless data communication feature. How will the government compare and evaluate a securely designed non-wireless system compliant to system IT risk management frameworks for major capability acquisitions against a non-compliant cyber insecure and vulnerable wireless system for KSA 5?

A: See response above.

12. CLIN 1010. EDPF is due 30 day after TM submission. Does the TM refer to ‘a contractor user manual’ that will be delivered with CLIN 0001?

A: Clarification: The EDPF will be due 45 days after the award of CLIN 0001 for OT assets.

13. CLIN 1040. FPL Report is due 30 days after FPL CLIN award. Solicitation has no First Production Lot (FPL) CLIN, only OT and Production Year 1. Is FPL assumed to be the first delivery of CLIN 1001 Full Rate Production Year 1?

A: Yes. FPL will be the first delivery of the first production run off CLIN 1001.

14. CLIN 1050 and 1060. CDRL A005 and A006 are due after government acceptance of Final PPL. There is no CLIN or requirement to submit a PPL.

A: Clarification: CLIN 1050 and 1060 will be due 30 days after award of Full Rate Production Year 1 CLIN 1001.
