Section C - Description/Specifications/Statement of Work

C.1 BACKGROUND

C.1.1 Mission Requirements. The Military Altimeter (MA-1) will fill a capability gap residing with the currently used military altimeters in support of high-altitude infiltration operations. High Altitude Infiltration operations require a highly accurate digital military altimeter that can operate in extreme environments while also providing the parachutist with accurate and reliable information to enable mission success.

The MA-1 will be a one size fits all and will provide an accurate and reliable method of determining and displaying the parachutist altitude and will also provide the parachutist the ability to input virtual landing zone data.

The government is seeking proposals for products that are at least at Technology Readiness Level (TRL) 8.

C.2 GENERAL SCOPE

C.2.1 The MA-1 shall be a safety item intended to mitigate the risk of parachutist landing injuries and provide the ability to accurately determine when the parachutist has reached critical altitude for the initiation of Emergency Procedures, in both daytime and during hours of limited visibility.

C.2.2 The MA-1 shall be capable of being set on the departure airfield and have minimal latency. It shall display altitude on a digital display that is easily read and understood by the parachutist. It shall have a minimum confidence and reliability rating of .99 reliability at 90% confidence.

C.2.3 The Department of Defense (DoD) ASSIST/ONLINE database located at www.dsp.dla.mil shall be used to determine the revision levels of the military specifications/standards used in the solicitation. The revision level used shall be determined by the date of the revision level at the time of issuance of the solicitation unless amended in the Request for Proposal (RFP). FAR provision 52.211-2 is incorporated into Section L of the solicitation by reference.

The date and time shall be mutually agreed upon between the government and contractor. The contractor shall host, provide facilities, and facilitate the conference. The purpose of the conference will be project orientation, transfer of background information, contract discussion, and review of performance requirements. The contractor shall ensure adequate representation of technical and management staff. If applicable, the contractor shall determine the extent of subcontractor participation required for the Post Award Conference and take appropriate action to ensure attendance.

C.7.2 Logistics Guidance Conference. To ensure a mutual understanding of the logistical support requirements of the end article/end item exists between the contractor and government, a logistics guidance conference may be held in conjunction with the Post Award Conference at the contractor's facility. The conference shall be held to discuss the logistics data product(s), contractor and government responsibilities, roles, the scope of work, assign Point of Contacts (POCs), and provide an opportunity of discussion of RFP and task requirements. The contractor shall provide appropriate representation at this conference to ensure a thorough understanding of the support requirements of all functional areas.

C.7.3 Integrated Product Team (IPT) Reviews. IPTs will be held at the discretion of the government. During development and preparation of logistics data products, these IPTs will be used to clarify requirements and provide guidance to the contractor and to ensure that the contractor-produced logistics data products are developed to conform to the CDRL and this SOW. The contractor is encouraged to request an IPT if government assistance, guidance, or review is required by the contractor. The government will notify the contractor a minimum of 10 days prior to each IPT. IPT locations shall be as specified by the government. If scheduled at the contractor's site, the contractor shall make available adequate space, facilities, and personnel for government scheduled IPTs at no additional cost to the government.

C.7.4 Production Readiness Review. The contractor shall attend a Production Readiness Review (PRR) to be scheduled by the government after successful completion of OT. The contractor shall ensure documentation is ready and representation is present from all subcontractors/producers to ensure a successful PRR in accordance with the PRR Template located in Section J. The desired location for the PRR is at the production facility.

Arrangements can be made to hold the PRR virtually depending on travel and/or schedule restrictions.

C.8 QUALITY MANAGEMENT

The contractor(s) must comply with FAR clause 52.246-11 - Higher Level Contract Quality Requirements.

The objectives of these Quality Assurance requirements are to ensure the contractor's products and processes are sufficient to enable timely and cost-effective deliveries, which meet the system performance requirements, and to quickly identify any issues which might negatively impact the timeliness or performance of the delivered product. The contractor shall ensure the quality of delivered systems as outlined in the Quality Validation Plan (QVP). The government shall incorporate the QVP into the contract via modification. The contractor shall provide the QVP in accordance with Section J, CDRL A007 Quality Validation Plan (QVP).

A Production Process Package (PPP) shall be prepared by the contractor, verified by Defense Contract Management Agency (DCMA), and submitted for government approval within 30 days after receipt of order. The PPP submission shall be prepared in conjunction with the First Production Lot (FPL) build. The contractor shall provide the PPP in accordance with Section J, CDRL A009 Production Process Package (PPP).

The government reserves the right to audit products, processes and the quality management system of the contractor and its subcontractors at any stage of contract performance.
