W911QY21R0001 ETS Questions and Answers- Part II
27 October 2020
1. The government’s answer to Question 14 in the Q&A released with Amendment 0001 states:
“A: The overall Production Control section page limit will be increased to 35 pagesand the Corrosion Prevention Control Plan will not count in that limit but may not exceed 25 pages.”
Does the government want the Corrosion Prevention and Control Plan moved under the Production Control Section? Currently, Section L has it placed under the Manufacturing Process Section. Please advise.
A: The answer to question 14 should have read Manufacturing Process will be increased to 25 pages. Corrosion Control will be part of Manufacturing Process.
2. The reference in the upper left corner of Latrine DWG 9-2-6652 reads “2. BUILD IN ACCORDANCE WITH SPECIFICATION DOCUMENT 9-1-1375”. That document, 9-1-1375, is different from the requirements in the SOW. Among other things, it adds new test requirements and also changes the specs on other test requirements.
a. Do these new requirements now supersede those in the SOW that pertain to the
Latrine?
A: Requirements of the SOW listed in Section C supersede 9-1-1375. 9-1-1375 references characteristics of the modified shipping container only where the SOW is the entire integrated system. The design of the modified shipping container itself has been tested to meet the requirements of the 9-1-1375, any changes to the design of the container would need to be retested to meet those requirements but the government does not foresee any design changes for this contract.
b. Are the other 3 systems not required to meet these new requirements?
A: 9-1-1375 is a requirement for all systems. It is referenced on the top level drawing for the container for each TDP. 9-2-7150 for FSC, 9-2-6652 for latrine/shower, 9-2- 6798 for Kitchen.
c. We believe the drawing packages for the latrine, shower, kitchen and FSC represent fully tested systems. Furthermore, we believe that operationally speaking each of the variants will be subject to the same environmental and transportation conditions. As such, it seems logical that each variant be held to the same standards and/or requirements. Can the Government confirm that each of the ETS variants adhere to the technical and testing requirements of document 9-1-1375?
A: Yes, all Containers have been tested to the requirements referenced in 9-1-1375.
The Systems as depicted in the TDP will not need to be individually tested to those standards unless any Major Design changes occur during the life of this contract which the Government does not foresee.
3. The top level drawing and part number description of the “Kitchen Prep” TRICON was not included in the SOW package.
A: The Top Level Drawing for FSC TRICON, 9-2-7150, is part of the FSC TDP, 9-2- 1121, and it was in the folder in the solicitation.
