W911QY21R0001 ETS Questions and Answers

21 October 2020

1. Since we are unable to use any identifying marks in our headers or narrative, how can the Government ensure that our Technical and Management Volumes will not be confused with potential competitors?

To address this concern, will the Gov’t consider one of the following:

(a) Issuing Company Alias names or ID numbers that we can use in these volumes, or

(b) Allowing Offerors to select a Pseudonym which traces back to the Admin Volume

A: No, the Government contracting team will ensure all proposals are kept separate so as not to be confused with other offeror’s proposals.

The individual technical and Management files shall be named in accordance with the procedures set forth in L.9.4.1 #4 d, “Each file name will be preceded by a three digit designation to indicate the offeror's company, e.g. ABC Company shall submit the file ABC TECDEVAPP.doc, ABCPP.pdf, etc.” and the table at Section L.9.5.1.

2. Will the government consider setting a page limit for the entire Tech Volume rather than section limits?

A: No, the Government will continue to have section page limits.

3. Will the government reconsider allowing us to use an Appendix for the required QM and the Quality Traveler? These are lengthy documents and will consume more than 60% of the available volume space.

A: The Quality Manual is already allowed up to 35 Pages in excess of the 40 allotted for Volume iii page limits, and will not be adjusted further. For the Quality traveler, the table at L.9.5.1. has been revised under Section III to state, “The Quality Traveler may be attached as an appendix and shall have no page limit.”

Also, L.10.3.7 has been updated to state, “A representative completed Quality/Production Traveler shall also be provided from a similar program. The Quality Traveler may be attached as an appendix and shall have no page limit.”

4. Disconnect between Sections L and M for Volume III Exp/Mgmt/Fac. The table in Section L.9.5.1 follows the structure of M.2.2, but the organization of Section

L.10.3 does not. L.10.3.2 and L.10.3.3 need to be switched so that they align with M.2.2. This was identified during the Draft RFP review and answered in Q&A #47.

A: The solicitation at sections L.10.3.2 and L.10.3.3 have been switched to align with the table at Section M.2.2.

5. Missing Section in Management.

Related to Q4 above, in the Q&A #41, issued on/about July 10th, the Government stated it would add the following clarifying language to L.10.3.2:

“REF: L.10.3.2.1 The proposal shall describe the offerors Program Management processes and practices and goals for meeting the requirements of this SOW, keeping the program on schedule and within budget, resource allocation, and managing risk.”

This language does not appear in the final RFP; will the Government be amending the RFP to incorporate it?

A: The solicitation has been updated to include this language at Section L.10.3.2.1.

6. There is a conflict in the page count for the Technical Volume. The Q&A issued on/about July 10th indicated the page count for the manufacturing process section would be increased to 25 pages (Q&A #37) and the Test Strategy section would be increased to 25 pages (Q&A #38).

Will the government honor the changes indicated in the Q&A?

A: The Government has increased the page limit for both sections to 25 in the table at Section L.9.5.1.

7. There is a conflict regarding the number of pages for the Exp/Mgmt/Fac section.

The table in Section L.9.5.1 indicates a page limit of 40 pages while Section L.10.3.7 indicates 30 pages. The Q&A issued on/about July 10th increased the page count for this section to 50 pages.

Will the Government increase the total section page count to 50 pages and still allow the addition of 50 pages for attaching a Quality Manual and a Quality Traveler?

A: No, the Government will allow only 30 pages for this section. The table at Section L.9.5.1. has been updated to reflect this limit. Additionally, the Quality Manual page limit is 30 pages and is not included in the section totals. The

Quality traveler can be added as an Appendix and there is no page limit. (See Question 3 Above)

8. Missing Attachment Section L.10.4.1 requires us to submit a past performance volume … “in accordance with the format contained in Attachment 0019 Past Performance Information...”. However, there is no attachment providing this format;

Attachment 0019 is the Pricing Worksheet.

Will the Gov’t provide an attachment or should we use the outline provided under ‘Experience’ within paragraph L.10.4.1?

A: The Government has updated this section to remove reference to a past performance information attachment. Section L.10.4.1 now states “Each offeror shall submit a past performance volume with its proposal, containing past performance information”

9. Cover / Header Instructions

There are no instructions for how to identify ourselves in Volumes II (Technical) and III (Experience / Management / Facilities), other than we cannot identify our names.

How does the government want us to identify ourselves on the cover, and in the header?

Should our full name and address appear on the cover, as is the norm?

Should we include our street address and city in the header, as is the norm?

A: No, please just include a title page for each identifying the name of the volume. Please identify them as Volume II Technical and Volume III Experience, Management , and Facilities. Please name these files in accordance with the directions listed in Question #1 above as well as Section L.9.4.1 #4 d and the table at L.9.5.1 of the solicitation.

10. Additional drawings were included with the solicitation; however, we note that the bill of material, BOM, has not been updated. Pricing is based upon the BOM. Will the BOM be revised also?

A: The BOM was updated to include all the added drawings. It was in the attachments titled “August 26 2020 FSC Main Indentured BOM” within Attachment 0007 of the solicitation.

11. On Latrine DWG 9-2-6652, there is a reference in the upper left corner of the drawing that reads: “2. BUILD IN ACCORDANCE WITH SPECIFICATION DOCUMENT 9-1-1375”. This specification document was not included in the drawing package. Will this specification document be made available?

A: This specification drawing was Attachment 0018 under the Statement of Work attachments in the solicitation. It has now been updated to Attachment 0021 under the solicitation attachments in Section J of the solicitation.

12. The Government has provided Container Weight and Lift Markings Installation drawings for the Latrine, Shower, & Kitchen (e.g., see DWG 9-2-6725 for the Latrine; DWG 9-2-6734 for Shower, DWG 9-2-6832 for Kitchen). Will a drawing for the location of markings on the Food Sanitation Center also be provided?

A: There are not currently any marking requirements for the FSC. The only markings required for this system is what is called out in the SOW. Any additional markings will be marked at the storage depot as required.

13. The ETS solicitation does not call out a schedule for FAT, or any of the individual CLINS or CDRLS. Will additional delivery / schedule information be made available in Section F?

A: FAT is anticipated to take anywhere from 4-6 months. However, the Government looks forward to assessing offeror’s proposed delivery schedules under FAR 52.211-8 Time Of Delivery listed in Section F of the solicitation.

14. In the Q&A of the pre-solicitation, #37, the government increased the page limit from 20 to 25. Also, in response to Question #21, the page limit was increased from 20 to 35. These adjustments were not made in the above referenced released solicitation. Will the page limits still be increased to allow for the Corrosion Prevention Control Plan and the Test Plan?

A: The overall Production Control section page limit will be increased to 35 pages and the Corrosion Prevention Control Plan will not count in that limit but may not exceed 25 pages.

15. Admin Volume, L.10.1.2 Section II

c. Section F: FAR Clause 52.211-9 Desired and Required Time of Delivery (Proposed Delivery Schedule)

d. Section H: Complete "Contractor's Organization and Key Personnel".

These items are requirements in the Admin Volume, but are not present in the solicitation.

A: The Government has added FAR clause 52.211-8 Time of Delivery in Section F in place of FAR Clause 52.211-9 Desired and Required Time of Delivery. The requirement for the Contractor’s Organization and Key Personnel has been removed. The Government has removed the Section H : Complete "Contractor's Organization and Key Personnel" requirement from the solicitation.

16. We have noted a minor discrepancy on the Color of the FSC as represented in CLINs 22 and 23 and the corresponding pages 13 and 14 of the solicitation. Could the Government kindly clarify as to what color is associated with CLIN 22, and CLIN 23?

A: The colors have been updated in the stepladder proposed pricing to align with the colors listed in CLIN 0022 and CLIN 0023.

17. L.10.4.3 Past Performance Questionnaires are referenced as attachment 0019.

This should show Attachment 0018. Attachment 0018 will be referenced in the proposal.

A: Section L.10.4.3 of the proposal has been updated to Attachment 0018 to align with the solicitation posting.
