Draft Solicitation W911QY‐19‐R‐0007 15 January 2019: Q&A 01
Q1: Are these services currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?
A1: This is a new requirement for an electronic automatic activation device which includes configuration management, cyber security, and data rights. These services are not currently being performed by a contractor.
Q2: Contract Min/Max Quantity (pages 25 – 26): What is the quantity specifically referring to? Is it the number of orders, number of CLINs, total number of items within each CLIN, or something else? Since there are thousands of different combinations between the CLINs and we do not have much information on the CLIN quantities, it is not clear how this information will be relevant.
A2: The Contract Min/Max Quantity and Contract Value on pages 25 – 26 refer to the minimum and maximum quantity and contract value of the anticipated single award IDIQ base contract.
The contract will have a minimum guarantee of $5000 and the maximum ceiling of the contract will be $49M.
Q3: Delivery/Task Order Min/Max Quantity and Order Value (page 26): What is the quantity specifically referring to?
A3: The Delivery/Task Order Min/Max Quantity and Order Value on page 26 refers to delivery/task orders issued off of the single award IDIQ base contract. Any delivery order issued shall have a value of no less than $1 and no more than $49M. Regarding quantity, there is no minimum or maximum quantity of task/delivery orders.
Q4: CLIN Delivery/Task Order Min/Max Quantity and CLIN Order Value (pages 26 – 28): Will minimum and maximum quantities in the CLIN table be provided in the non‐draft version of the RFP? If not, then it is not clear to how we should respond.
A4: The CLIN Delivery/Task Order Min/Max Quantity and CLIN Order Value will not be provided in the RFP and is not determined at the IDIQ base contract level.
