Section A - Solicitation/Contract Form

A-1 The RDECOM Contracting Center, Natick Contracting Division has a requirement for Enhanced Electronic Automatic Activation Device (EEAAD) to be used with the RA-1 parachute.

A-2 The Government anticipates awarding one firm fixed-price, single award Indefinite Delivery Indefinite Quantity (IDIQ) contract as a result of this solicitation.

A-3 The contract shall consist of a one-year base period for Validation Testing (VD); one-year optional ordering period for Operational Testing (OT); and five, one-year optional ordering periods for EEAAD Production. Funds will be obligated for quantities ordered upon issuance of Delivery Orders (DO) and not by the basic contract. The Contractor shall fabricate and deliver EEAADs over the 5-year production period to U.S.

Government customers, to include but not limited to the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marines, and Foreign Military Sales.

A-4 This acquisition is a small business set-aside. The North American Industry Classification System (NAICS) code is 314999.

A-5 A best value source selection will be based upon the Offeror’s proposed Technical, Management, Past Performance, Cost/Price areas, and Small and Small Disadvantaged business Utilization area. The Technical Area is the most important area. Management is the next most important area. Past Performance is next in importance after Management, and is equal in importance to Cost/Price. (TECHNICAL > MANAGEMENT > PAST PERFORMANCE = COST/PRICE > SMALL AND SMALL DISADVANTAGED BUSINESS UTILIZATION ). See Section M for further information on the evaluation factors.

A-6 To be considered, Offerors shall submit proposals and supporting test data demonstrating the performance and maturity of each system (reference Section C). The proposals and data submitted will be evaluated to determine the system’s ability to meet the performance requirements. Once initial evaluation is complete, a competitive range will be established. If additional data is required, Purchase Orders (PO) will be issued for five systems from each Offeror in the competitive range for use in Design Validation (DV) testing. The Government will then down-select to a single system and award a contract. DOs will be issued for systems for subsequent testing/evaluation prior to Full Rate Production (FRP). The Government intends to award FRP option(s) to the Contractor upon successful test/evaluation phase.

A-7 This solicitation and any resultant contract is subject to the availability of funds. Proposals shall be valid for at least 180 days. Please annotate the last day the proposal will be valid on pg. 1 of the Request for Proposal (RFP), SF 33 Block 12.

A-8 All submissions in response to this request should be made in accordance with Section L. The proposal may be submitted to Trisha Scott at the following address:

Section C - Descriptions and Specifications

STATEMENT OF WORK

C-1 BACKGROUND

C-1.1 Mission Requirements. The Electronic Automatic Activation Device (EEAAD) is a response to a need identified by the U.S. Army Special Operations Command (USASOC) for an improved automatic activation device system for use during airborne operations utilizing ram-air parachute systems. The EEAAD is needed to improve the survivability of the Airborne Soldier and preserve the Commander's available combat power when conducting airborne operations, during both combat and training missions. The EEAAD is a safety device, intended for use by parachutists executing either High Altitude Low Opening (HALO) or High Altitude High Opening (HAHO) jumps, which activates a parachutist's reserve parachute automatically in the event the parachutist is unable to activate the reserve parachute at the intended altitude, or loss of altitude awareness..

The EEAAD is a mission critical piece of equipment whose failure during operational use could cause loss of life, permanent disability, and/ or major injury and therefore is designated a Critical Safety Item (CSI).

C-2 GENERAL SCOPE

C-2.1 The Department of Defense (DoD) ASSIST/ON LINE database located at www.dsp.dla.mil shall be used to determine the revision levels of the military specifications/standards used in the solicitation. The revision level used shall be determined by the date of the revision level at the time of issuance of the solicitation unless amended in the Request For Proposal (RFP)/Contract. See Sec. L, Federal Acquisition Regulation (FAR) 52.211-2.

C-2.2 The objective of this solicitation is to identify, acquire, test, evaluate and purchase EEAADs that meet the requirements stated in paragraph C-3 below. The EEAAD will replace the current EAAD. To be considered, Offerors shall submit proposals with test data, analysis, drawings, videos, or other data supporting claims of the system's performance.

C-2.3 The proposals and accompanying data will be evaluated by the Government to determine the system’s ability to meet the stated requirements. Once initial evaluation is complete, the Government may issue a competitive range determination if additional data is required by the Source Selection Authority (SSA). In this case, purchase orders will be issued for five (5) systems from each Offeror in the competitive range for use in Government Design Validation (DV) testing. After completion of the evaluations and possible DV, the Source Selection Evaluation Board (SSEB) will down-select to a single system.

C-2.4.The Government intends to award one contract with a period of performance consisting of one Base Ordering Period and six (6) optional ordering periods and is as follows:

C-2.5 The Contractor shall manufacture, test and inspect the items in accordance with the Manufacturing and Inspection Plan (CDRL A023), Section E of the RFP, and associated specifications and standards.

C-2.6. Security Requirements. The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. Neither the Contractor nor any of its subcontractor providers shall disclose or cause to disseminate any information concerning operations of military activities and or sensitive performance requirement. Such action(s) could result in violation of the contract and possible legal actions. All inquiries, comments or complaints arising from any matter observed, experienced, or learned of as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the Contracting Officer Representative (COR) and the Contracting Officer (KO). The Contractor shall only conduct business with designated Government personnel listed as points of contact (POCs). Names of authorized personnel shall be provided to the Contractor by the Government, in writing, and updated as necessary throughout the contract period. Government records, copies of original results and reports, verified original data, corrected data, and corrected supporting final reports are maintained by the Contractor, but remain the property of the U.S. Government.

C-3 PERFORMANCE REQUIREMENTS

C-3.1 The Contractor shall manufacture, integrate, document, deliver and support its EEAAD system according to the requirements listed below. The Contractor shall provide all program and production management necessary to meet quality standards, reporting systems and supportability required for testing, inspection and delivery of the EEAADs as defined in the contract and RFP. The Contractor is encouraged to use commercial and industrial processes and practices that will reduce production and operational support costs while meeting the requirements of the contract. The performance requirements contain both Threshold [T] and Objective [O] levels. The objective level is the performance goal, while the threshold level is the minimum acceptable performance short of the goal.
