Solicitation Question and Answer
QUESTION 1:
(IB) 9. High-stability Schottky field-emission electron emitter.
Would it be possible to change this specification to simply read a “High-stability field-emission electron emitter” as opposed to specifying “Schottky” only?
No. The specification for a high-stability Schottky field-emission electron emitter is based upon user needs and cannot be relaxed.
QUESTION 2:
Under section (1F) Additional Equipment Characteristics, item #42 reads: “Environmental factors mitigation including, but not limited to: vibration, acoustic noise, temperature, and electromagnetic field interference (EMI) if required based upon awardee site survey.” Since this is an RFQ, and the indicated items are unknown until the activity for item #41 takes place, offerors are unable to provide an accurate quotation for items possibly required to comply with #42. Is it acceptable for offerors to quote possible expected environmental mitigation systems that they can provide as separate optional items?
Within the A01 – Salient Characteristics document (IF) 42 has been revised to the following under (IF) 42:
41. The Awardee shall conduct a site visit to Aberdeen Proving Ground (APG) within 30 days after contract award (ACA) to evaluate the installation location for the system and provide the technical point of contact (TPOC) with modification recommendations for the installation location based upon required system equipment. The Awardee shall coordinate the site visit directly with the TPOC and the site visit shall not exceed one (1) business day.
i. The Awardee shall evaluate and identify potential environmental factors requiring mitigation, including, but not limited to: vibration, acoustic noise, temperature, and electromagnetic field interference (EMI). The Awardee shall compile their findings into an Environmental Factors Mitigation Report and provide a copy to the Government within five (5) business days after the site visit. If the Environmental Factors Mitigation Report identifies environmental factors mitigation requirements based upon the site visit, the Government will consider issuing a change order modification to the contract to add the specified mitigation services to the contract.
Within the A01 – Salient Characteristics document (2E) 35 has been revised to the following under (2E) 34;
34. The Awardee shall conduct a site visit to Aberdeen Proving Ground (APG) within 30 days ACA to evaluate the installation location for the system and provide the technical point of contact (TPOC) with modification recommendations for the installation location based upon required system equipment. The Awardee shall coordinate the site visit directly with the TPOC and the site visit shall not exceed one (1) business day.
