Evaluation Criteria - Supplies (Tradeoff)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and Price.

The Technical element of the evaluation will first be a determination as to whether the proposed product meets the minimum performance characteristics and specifications as listed in the salient characteristics document. Those offers that meet the stated minimum performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements as listed below.

The offeror shall address each optional trade-off salient characteristics and separately price out each tradeoff requirement, so that the Government can clearly evaluate each proposed tradeoff item/cost on an individual basis as it relates to the offeror’s overall bid. The Government reserves the right to select the mix of optional trade-off salient characteristics that is most advantageous. Using the Government’s selected mix, an item-by-item comparison of each offer to one another will then be performed to determine which offer provides the most benefit to the Government.

Optional Trade-Off Salient Characteristics for Focused Ion Beam – Field Emission Scanning Electron Microscope (FIB-FESEM) Dual-Beam System:

1. GIS unit capable of premixing a minimum of two (2) chemicals listed in 1A-8 above prior to injection for complex chemistry deposition or enhanced reactive etching.

2. Electron beam source with monochromator.

3. Retractable directional solid-state BSE detector with four (4) annular and three (3) azimuthal segments capable of acquiring signals from four (4) independent detector segments simultaneously.

4. Auto thickness termination for TEM specimen preparation.

5. Auto thickness termination for TEM specimen preparation by STEM imaging.

6. Automated beam and aperture alignments for both electron and ion beam columns.

7. Multi-purpose specimen holder with up to 18 standard 12 mm diameter specimen stub and three (3) pre-tilted specimen stub sites.

8. The three (3) year extended warranty includes replacement coverage of the following per year:

a. Four (4) liquid-metal ion source (LMIS)

b. Four (4) extractors

c. Four (4) suppressors

d. Four (4) aperture

9. Scan interlacing capability.

10. Retractable segmented STEM with high-angle annular dark-field (HAADF) mode.

Optional Trade-Off Salient Characteristics for Field Emission Scanning Electron Microscope (FESEM) System:

1. Retractable directional solid-state BSE detector with four (4) annular segments capable of acquiring signals from four (4) independent detector segments simultaneously.

2. Lens-mounted low-vacuum directional solid-state BSE detector with four (4) annular segments capable of acquiring signals from four (4) independent detector segments simultaneously.

3. Scan interlacing capability.

4. Retractable segmented STEM with high-angle annular dark-field (HAADF) mode.

The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.

Price will be evaluated based on the total proposed price, including selected options, (if any).

Technical is more important than price. However, as the difference between evaluations diminish the relative importance of the price increases. The Government reserves the right to award to other than the lowest price and to award without discussions.
