2Section A, B.; Attachment 4; Attachment 5Section A, item B states, “The awarded Task Orders will typically have a one (1) year Period of Performance with two (2) additional one (1) year option periods.” Will the two awardable task orders with this solicitation have this period of performance?Yes. Both awardable Task Orders will have a performance period fo one base year and two (2) one year option periods.
3Section B. ITEM NO 0003 – OTHER DIRECT COSTS (ODC) / TRAVEL COSTSection B states, “ODC's will not be subject to any type of fee (e.g. handling, materials, etc.)” As indirect costs are typically applied to ODCs, will the Government confirm that offerors can apply indirect rate burdens to ODCs?G&A rates are allowable and may be applied to the ODC CLIN. Could the Government please provide the request code for proposal submission?No request code is required for this submission. 12L.2.cSection L states, “Manpower charts and the small business subcontracting plan are excluded from the page count.” Please clarify what the Government means by “manpower charts” and where this information should be included in the proposal.A manpower chart provides the vendor's solution to fulling the requirements in terms of labor categories and hours. This chart is not required and is optional.
13L.2.cGiven the significant number of PWS tasks and subtasks, as well as the management requirements, would the Government consider increasing the page limitation to 50 pages for each of the Base, TO1, and TO2 PWSs?Page limit is revised as 50 pages for base PWS and 35 pages for each TO1 and TO2
14L.3.c(i), M.C.2.iSection L states, “The Offerors shall provide a Performance Work Statement (PWS).” Section M states, “The offeror shall provide a PWS.” Since the Government has provided PWSs for the base contract and for two task orders, please confirm that offerors should provide their approach to accomplish the requirements in the PWSs, not additional PWSs.Correct, vendors shall provide their approach to accomplishing the requirements not additional PWSs.
15L.3.c(ii)(15), L.3.c(iii)(3), M.C.3(b)Section L states, “A major subcontractor is defined as a member of the offeror’s overall team who is expected to perform 10% or more of the proposed effort.” Section L later states, “This includes all subcontractors who will be providing critical hardware/services or whose subcontract is for more than 10% of the total proposed cost/price.” Section M states, “Major subcontractors and joint venture partners are defined as members of an offeror’s overall team who are expected to perform ten (10) percent or more of the proposed effort.” Please consider removing the “who will be providing critical hardware/services” from Section L.3.c(iii)(3) to be consistent with the rest of Section L and Section M.Revised
16L.3.c(iii)(1)Section L states, “This section shall include the following information in the following format.” Please confirm that this instruction means that offerors should provide the information in order of items (a) through (k).Revised
17L.3.c(iii)(1)Section L requires offerors to name the “Government contract administration activity’s Pre-Award Monitor’s name, and current e-mail address, telephone and fax numbers.” Please clarify who the Pre-Award Monitor is as different from the Procuring Contracting Officer and Administrative Contracting Officer.If there were no Pre-Award monitor's that differ from the PCO, etc., you may include a N/A entry.
18L.3.c.(ii)Would the Government consider submission of offeror’s most recent DCMA/DCAA determination letter of accounting system adequacy to be acceptable in place of the Section L requirement for Preaward Survey of Prospective Contractor’s Accounting System Checklist and offeror’s current accounting policies and practice?Yes
19L.3.c.(ii)(10)Section L references Service Contract Act of 1965 and states “applicable minimum monetary wage and fringe benefits is not expected to be made part of any resulting contract.” In addition, there are multiple references to wage determination throughout Sections L and M. Please clarify whether the SCA and associated wage determination schedules apply to this contract.SCA does not apply. Section L , section M and Attachment 5 is updated.
20L.E.2, para 2Section L under para E. “Discussions” states “no fee is applied to Other Direct Costs (ODC)” then defines ODC. Please clarify that this paragraph applies only to proposal preparation costs associated with task orders and not the task orders themselves.Section L, Para E. applies to the task orders. No fee shall be applied to ODC's.
21L.E.2, para 2The RFP states under Proposal Prep that “no fee is applied to Other Direct Costs (ODC)” and then includes subcontractors in the definition of ODC. Would the Government consider deleting “subcontractors” from this provision?No. Subcontractor costs should not be subject to any fee, as well as other ODC's.
22M.BCould the Government please clarify how it will evaluate the base contract versus each task order and the relative weighting of base contract versus task orders?The Government will evaluate the base and each task order in accordance with Section M..
23M.C.1.aThe Government requires offerors to have a “valid U.S. facility clearance of TOP SECRET at time of award.” How should offerors provide this information with their proposals?A qualified vendor will have a Top Secret Facility clearance at the time of award. The vendor will include their CAGE code in the proposal. During evaluation the Government will confirm the vendor's facility clearance through the Defense Security Service (DSS).
24M.C.1.aSection M states, “The Offeror shall provide evidence of investigation existence/eligibility for all personnel listed within the proposal submission… The Offeror shall provide evidence of investigation and/or SCI eligibility for all applicable personnel with the proposal submission.” Please confirm that listing of current security clearance in each resume is adequate evidence.Listing current security clearance on each resume is not acceptable as proof of a clearance. Documentation from JPAS regarding individual clearances should be provided for all employees and potential hires with a letter of intent.
25M.C.2.Subfactor 1Because evaluating personnel qualifications is critical to the Government’s estimation of the contractor’s ability to perform the work, recommend the Government exclude resumes from page limitations but limit each resume to 3 pages.Yes, the Government agrees to three single sided pages.
26M.C.2(i)Section M states, “For each Task Order award, the offeror shall provide full resumes for all proposed employees. The offeror shall include a letter of commitment attached to all resumes for proposed personnel that are not direct employees of the prime contractor.” Since each resume may be 3 pages, please confirm that resumes and letters of commitment are outside of the page limit for the Base PWS, for the TO1 PWS, and for the TO2 PWS.Correct, commitment letters are outside the page limit
27M.C.3.2.Subfactor 3(iv)Section M states, “The offeror shall provide staffing plans that verify their recommended paybands/rates and benefit packages and their relative relationship to national, regional and local averages with supporting detail on how their recommended pay & benefit will successfully support their proposed recruitment and retention rates for highly competitive candidates.” Is the Government requesting detailed pay and benefit information typically found in a Total Compensation Plan? If so, may offerors include this information in an appendix excluded from page limitations?A summarized detail in this volume should be provided. Vendor's may submit appendices to provide additional details for this information such as a TCP. These appendices/examples are excluded from the page limits.
28M.C.3.2.Subfactor 3(v)Section M states, “The offeror shall demonstrate the programs it has in place to ensure that tasks are completed correctly, on time, and within budget by providing examples of status reports, weekly summaries, cost reports, and customer feedback.” Please confirm that these examples are excluded from page limitations.A summarized detail in this volume should be provided. Vendor's may submit appendices to provide additional details for this information such status reports, etc. These examples are excluded from the page limits.
29M.C.3.2.Subfactor 3(vi)Section M defines “Accounting” as “evidence of an adequate cost accounting system.” Would the Government consider requiring this information in Volume II Cost, instead of Volume I Technical? If offerors should include this information in Technical, please confirm that it is excluded from page limitations.This requirement is to ensure that vendor's have a technically acceptable accounting system. The letter may be included as an appendix excluded from the page limitations, but the technical portion needs to indentify if the vendor has an approved accounting system.
30M.C.4(a), para 1Please remove requirements under Materials and Services that subcontractors submit cost or pricing data because this is expected to be a competitive acquisition.For any subcontracts that are not issued on a competive basis and are subject to the requirements of FAR 15.403-4, this would apply.
31M.C.4(d)(ii)Please remove requirements under Subcontracts/Inter-organizational Transfers/Consultants that subcontractors submit cost or pricing data because this is expected to be a competitive acquisition.For any subcontracts that are not issued on a competive basis and are subject to the requirements of FAR 15.403-4, this would apply.
32M.C.4, para 1Section M states the “Cost Evaluation Approach shall consist of all information, required to support proposed costs and prices as defined in the awardable task orders.” Please clarify whether the Government’s source selection cost evaluation approach to computing proposed cost is based only on the sum of Task Orders 0001 and 0002.No, the base award should include a proposal as well that includes the overall cost/rates for base award as well as Task Order 0001 and 0002 for meeting the entire effort.
33Attachment 3, C.2.3.2.8; Attachment 4, C.2.3.1.5; Attachment 5Attachment_05_01_Labor Categories states that the Management Analyst 3 position (#33) requires a Bachelor’s degree in Engineering, Physical Sciences, and Mathematics, Management, Information Systems or Business. Task Order 0001 (page 6) and Task Order 0002 (section C.2.3.1.5, page 3) state that the Management Analyst 3 positon requires a BS or BA degree in Business, Accounting, Information Systems or other related fields preferred. As an Accounting or related field (Finance, Economics, etc.) is relevant to this position and its requirements, would the Government consider adding Accounting or related field to the description in Attachment_05. Or, will the Government favor the Task Order 0001 degree requirements as they are more relevant to the position?Attachment 0005 is updated.
34Attachment 3, C.2.4.2Could the Government please clarify the number of FTE required for performing the tasks in C.2.4.2?Task Order 0001 is revised
35Attachment 3, C.2.4.2Task Order 0001, section C.2.4.2 (page 8) states that the Government requires one (1) Computer Operator 5 to perform tasks in addition to C.2.5.1.1, however there is no section in either TO 0001 or the BASE PWS marked as C.2.5.1.1. Can the Government please clarify which PWS sections are required for the Computer Operator 5 position, if any?Task Order 0001 is revised
36Attachment 3, C.2.5.3The Government requires four (4) Engineer/Scientist 2 for this task. Please confirm that each of these individuals is allocated 1920 hours for a total of 7680 hrs/yr.Task Order 0001 is revised
37Attachment 3, C.2.5.4, C.2.6.4In TO 1, Section C.2.5.4, the second paragraph states that these personnel should also support BASE PWS C.2.6.4, Simulation and Emulation in HPC for Large Scale Tactical Networks. Can the Government confirm whether the personnel required in TO 1 section C.2.5.4 are to support BASE PWS C.2.5.4 versus BASE PWS C.2.6.4?Task Order 0001 is revised

39Attachment 4, C.2.4.5.1In Section C.2.4.5.1, the Government requires two (2) Engineer/Scientist 3 at 1920 hours. Can the Government confirm the number of positions and associated hours?Task Order 0002 is revised
40Attachment 5The labor category personnel qualifications reference SCA job titles for Computer Operator, Computer Programmer, and Computer System Analyst. Is this considered an SCA contract subject to wage determinations?SCA does not apply. Attachment 5 is updated.
41Attachment 5Most of the degree requiring labor categories (Program/Project Manager, Engineer Scientists and Technical Analysts) state that a BS degree is required. As several degrees such as Computer Science, Mathematics and/or Information Science, can also be BA degrees, will the Government accept a Bachelor’s degree (not just a BS) for these labor categories?Attachment 5 is updated.
42Attachment 5The education requirements across the Technical Analyst positions is inconsistent with a BS in a related field only being acceptable for Technical Analyst 1. Will the Government accept a BS degree in Engineering, Physical Sciences or Mathematics or related discipline for all Technical Analyst (1-4) positions?Attachment 5 is updated.
43L.3.c(iii)(5)Some Government contracting activities prefer to provide performance feedback in CPARs, in lieu of filling out an additional PPQ. Would ARL consider allowing offerors to submit CPARs in an appendix to the past performance volume in the place of at least one of the PPQs from the past performance Government contracting activity?No, CPARs will not be considered as a replacement/substitute for PPQs.
44Attachment 5Please confirm that a Bachelor’s in Computer Science from an accredited institution is an acceptable degree for all labor categories in Attachment 5.Attachment 5 is updated. BA or BS degree is acceptable for Business, Management, Finance, Accounting, and other business related degrees.
45Section B, CLINs 0001 – 0004requires the Offerorto propose the Maximum Cost and Fee for all PWS requirements over the ContractPeriod of Performance. But, PWS SectionC.1.3 states that the objective of the PWS “is to provide an MATOC IDIQ underwhich TO’s may be issued…” and PWS Section C.8.1 states that the Offeror shouldprovide personnel “…based on individual TO requirements.” This does not seem to provide enoughinformation to develop a reliable Basis of Estimate for the total program andis likely to result in a range of estimated proposal values that will bedifficult to evaluate. Would theGovernment provide a notional number of hours by Labor Category andNot-to-Exceed values for non-labor costs, for the purpose of calculating theproposed maximum cost for each of the CLINs?Estimated labor categories and hours provided
46Section L.2 Proposal Submission RequirementsIn the Table under L.2.c, for Volume II Cost, it indicates that 3 separate CostVolumes are required (one for the PWS and one for each awardable TaskOrder). Please confirm what informationis required in the Cost Volume for the PWS.Vendor should provide Volume II cost proposal for their proposed techncial solution to fulfill the requirements of the Base and Task Order PWSs.
47Section M, C.4.bDirect Labor states, “Offerorshall propose its Direct Labor categories from the labor occupations detailedin the SCA…the Offeror shall provide a crosswalk between the SCA proposed laborcategories…” In the Labor Category descriptionsprovided with the Solicitation, the only positions with corresponding SCAoccupations are items #18 – 29. Pleaseconfirm that the requirement to “crosswalk” the LCATs to Offeror LCATs appliesonly to those positions.The current solicitation constitutes ARL's new, standalone requirement. The eventual awardee may staff the contract according to applicable laws and regulations, and the terms of the solicitation. SCA does not apply. Section L , section M and Attachment 5 is updated.
48The maximum pages for the technical volume (pg122) indicate a page limit for the PWS. Does that page limit take into account the required sections from theguidance in L for table of contents, summary section, narrative discussion, andprogram management? This implies that the structure mandated for section L bepart of the PWS, is that correct? Is the QASP intended to be within the 25 pagelimit of the PWS also?Yes, it does, QASP is separate, not part of the page count.
49Section L - (Instructions, Conditions and Notices to Bidders, Proposal Submission Requirements, Page 122)The RFP references a Subcontractor Past Performance Volume (IV), however there doesn’t appear to be any instructions or other reference to this volume other than the single reference in the table on page 122 under Section L-2.c. Please clarify if a separate Volume IV – Subcontractor Past Performance volume is required or if that should be included with Volume III.Table revised.
50(Section L, Instructions to Bidders, Proposal Submission, Proposal Files, Page 123)The RFP states that “Offerors shall provide a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) in accordance with the solicitation. Please confirm that since ARL already provided a PWS for the IDIQ and task orders that it is not necessary for the offeror to provide a PWS.Correct, a PWS is not required to be produced, rather only the solution to fulfilling the PWS requirements.
51Section M-Evaluation Factors for Award, Subfactor 1: Personnel, Page 133).Please confirm letters of commitment are required only for key personnel positions identified for the base award and each task order?Letters of commitment are only required for key personnel for the base award, but will be required for all personnel in the task orders
52(PWS Task Order 0001 and 0002).What is the place of performance for the task orders? Since some research may be more effectively accomplished at a contractor research location, is it acceptable that remote workers be used on a contractor site for any of the PWS tasks? For example, Task Order 1, C.2.5.3 Scalable Technologies for Spatial and Temporal Data Analytics and Machine Learning?All work will be done at ARL locations (Base PWS C. 10) unless otherwise specified in the Base or Task Order PWS. Place of Performance for Task Order 0001 is ARL - Aberdeen Proving Ground, MD, Task Order 0002 is ARL - Adelphi Laboratory Center, Adelphi, MD.
53(PWS Task Order 0001, page 3).Would the government consider removing the requirement for “extensive institutional knowledge of ARL” as a requirement for the Project Manager in C.2.3.1.1, as this term is subjective, and implies only those already working at ARL would be successful as a Project Manager for this Task Order.Task Order 0001 is updated.
54(PWS Task Order 0001, page 6).In the spirit of fair and open competition, would the government consider removing the requirement for the combinations of specific years of experience with multiple systems or lower the requirements stated in C.2.3.2.8, as they appear to be restrictive to a select few individuals with those combinations?Task Order 0001 is updated.
55(PWS Task Order 0002, page 8).Would the government consider removing the underlined requirement shown below from C.2.5.3.3 “The Contractor shall have a minimum of two years of development experience with Ruby On Rails and Redmine, be proficient in installing, configuring, deploying, and modifying Redmine, have proven experience in developing Redmine plug-ins in support of the ARL Open Campus Collaboration initiative” as it refers to an ARL specific application?Task Order 0002 is updated.
56(PWS Task Order 0002).Should all reference to the Certification & Accreditation TdB be replaced with eMASS since that has replaced the C&A TdB and with the transition to RMF the C&A TdB is no longer used?Task Order 0002 is updated.
57(C.14 Other Direct Costs, Page 29).The RFP provides OCONUS travel requirements (specifically for task 2); however there is no reference to SOFA requirements in the procurement. Can ARL please provide more detail on the SOFA requirements expected?Travel may be required to the following countries during performance: Korea, Guam, Japan, Kwajalein, and Germany. Any SOFA requirements will be identified at the task order level.
58Section M—Evaluation Factors for Award, Factor III & Subfactors-Cost Evaluation Approach, Cost Reimbursable Requirements, Major Cost Element Information (pages 140-144).Are the instructions contained in Section M intended to be instructions to which offerors are expected to specifically respond to in their cost volume responses? If so, to avoid confusion with the Section L Volume II – Cost/Price instructions, would the government consider consolidating or moving the Cost Reimbursable Requirements, Major Cost Element Information instructions into Section L?Revised to incorporate instructions in section L.
59(Section B - Supplies or Services and Prices, CLIN Delivery/Task Order Minimum/Maximum Quantity and CLIN Order Value. Page 7).The table provided with the RFP provides maximum and minimum values for the base PWS, but not for the two task orders. Does the government intend to provide maximum and minimum values for the two task orders?No constraints will be issued at the task order level.
60(Section L(ii), Instructions, Conditions and Notices to Bidders, Volume II – Cost/Price, Page 124).In the reference made to an Appendix G, the RFP states that “Offerors shall submit a ‘Preaward Survey of Prospective Contractor’s Accounting System Checklist’ (SF1408), Appendix G.” Will the government provide an Appendix G?SF1408 is now incorporated.
61(Section L(ii)(11), Instructions, Conditions and Notices to Bidders, Page 125).Please confirm that if an offeror does not have a cognizant DCAA office, that submitting a copy of their proposal to their cognizant Government agency satisfies this requirement?Vendor may check the DCAA website Locator function to identify their cognizant DCAA office: http://www.dcaa.mil/index.html
62(Section L(v), Instructions, Conditions and Notices to Bidders, Page 127).The instructions state, “An Acrobat PDF file shall be created to capture the signatures for submission.”

Section A – Standard Form 33 (SF 33), Solicitation, Offer and Award Section G – Contract Administration Data Section K – Representations, Certification and Other Statements of Offerors Both section G and K do not appear to have any signature requirement. Section G references two (2) clauses incorporated by reference (252.204-0007 Sequential ACRN order and APG-ADL-G.5152.232-4418 Tax Exemption Certificate) neither of which would appear to have a signature requirement and Section K does not have a signature line. Please clarify if the signature requirement applies to Section G and K.

The signature on the face of the form applies to the entire document.
63(Task Order 0001, Section C.2.4.2.1 (pages 7-8).Please confirm the staffing requirements for this task. It is unclear whether this task requires three FTEs or six FTEs.Task Order 0001 is revised.
64(Task Order 0001, Section C.2.2.1 and Task Order 0002, Section C.2.2, Task Order Support).The government provides the labor category: Program Manager – Management Consultant (Senior). This labor category does not appear in Attachment 5 A01_Labor_Categories. Is it the government’s intention for this to be Program Manager for the base PWS? If not, please clarify.Task Order 0001 is revised.
65(Task Order 0001, Section C.2.3.1, Page 3).Please confirm that the two identified positions: Project Manager – Management Consultant (Senior) and; HPC Scientist – Management Consultant (Senior), should both be mapped to the Management Consultant (Senior) labor category provided in Attachment 5 A01_Labor_Categories.Yes, both positions refer to the Management Consultant (Senior) Labor Category.
66(Task Order 0002, C.2.4.5.1 (page 7)).The RFP lists: “two (2) Engineer/Scientist 3 (1920 hrs)”. Is the requirement for two half-time positions?Task Order 0002 is updated.

However, offerors shall propose labor categories in accordance with their own personnel system in accordance with their own plan for performance of contract requirements.

personnel letters of commitment should contain agreed-to salary/hourly rates, since the letters are to be provided with resumes in the technical volume. Please confirm if it is sufficient for letters to state that the individual agrees to the labor category rate shown in the cost proposal

73We are a small business that is interested in responding to part but not all of the requirements listed in the RFP. 75The table on page 122 of section Lindicates five proposal volumes , however, page 120, para 2 and page 127 specifies four volumes total. Will the Government confirm that four volumes are required: Volume I – Technical, Volume 2– Cost, Volume III - Past Performance, and Volume IV - Solicitation, Offer and Award Documents and Certifications/RepresentationsCorrected.
76Page 128, (i) VOLUME I – Technical states“The Offerors shall provide a Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) in accordance with the solicitation.” The PWS is already provided by the government for the mother contract, Task Order 0001 and Task Order 0002. Will the Government please clarify its intent regarding the requirement “The Offerors shall provide a Performance Work Statement (PWS)”Correct, a PWS is not required to be produced, rather only the solution to fulfilling the PWS requirements.
77Considering the comprehensive nature of the RFP, and the corresponding detailed responses to many requirements, will the Government please consider increasing the page count for the Technical Volume to 35 pagesTechnical Volume page limit is revised.
