C.1 MISSION, BACKGROUND & OBJECTIVES

C.1.1 MISSION The mission of the Army Research Laboratory (ARL) is to provide America's soldiers the technological edge by conducting a broadly based, multidisciplinary program of basic and applied research, exploratory development, and analysis, operating with the critical mass, synergy and flexibility to satisfy the Army's future technological needs. Research and technology development is the primary business of ARL. This task order will provide the ARL Computational and Information Sciences Directorate (CISD) with the research, development, and technology services necessary to support scientific and technological innovation in a variety of technical disciplines encompassed within Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconaissance (C5ISR).

C.1.2 BACKGROUND This Task Order Performance Work Statement (TO PWS) details the levels and types of contractor services required to sustain the mission and functions of the ARL CISD, primarily located at the ARL facilities in Aberdeen Proving Ground, MD and in Adelphi, MD, and White Sands Missile Range, NM. CISD provides scientific research and technology focused on information processing, network and communication sciences, information assurance, and battlespace environments, and advanced computing that create, exploit and harvest innovative technologies to enable knowledge superiority for the Warfighter. CISD's technologies provide the strategic, operational, and tactical information dominance across the spectrum of the US Army Research Laboratory’s (ARL) operations.

C.1.3 OBJECTIVE The objective of this TO is to provide, research and development (R & D) services and support in the areas of Computational Architectures for Tactical Computing on the Battlefield, Scalable Technologies and Machine Learning, and High Performance Computing Technology services; Computational Sciences and Algorithms for Multi-Scale and Interdisciplinary computing as well as support for emulating tactical wireless networks; High Performance Networking services to support the design and implementation of ARL networks; overall Program and Outreach Support for the Computational Sciences Division, and directly related Program and Project Management Analysis and Support. The contractor shall provide support to each of the subtasks listed within this TO PWS.

C.2 REQUIREMENTS

C.2.1 Overview:

This Task Order supports activities in the ARL/CISD Computational Sciences Division, Computational Architectures branch, the Simulation Sciences Branch and High Performance Networking Branch. Specific requirements are described in sections C.2.2 through C.2.6.

Minimum security clearance required for this Task Order 0001 is SECRET. Additional requirements specified below.

C.2.2 TASK ORDER SUPPORT REQUIREMENTS

Activities required for Contractor Oversight are outlined in below..

C.2.2.1 Task Order Oversight and Support

The government estimates that one (0.5) part-time equivalent (960 hrs) Program Manager Labor Category # 1 Program Manager OR Labor Category # 35 Management Consultant (Senior) will be acceptable to fill the Program Manager positions to address the tasks outlined below:

The Contractor shall provide oversight and management over contract employees and tasks as well as oversight of sub-contractors in accordance with (IAW) - BASE PWS C.2.2.1 and BASE PWS C.2.2.2.

C.2.3 PROGRAM & PROJECT MANAGEMENT SUPPORT

C.2.3.1 Program & Project Management and Analysis.

The government requires two (2) FTE’s (3840 hrs/yr) to address the tasks outlined below:

(1) FTE Project Manager – Management Consultant (Senior) 1920 hrs/yr (KEY PERSONNEL)

(1) FTE HPC Scientist – Management Consultant (Senior) 1920 hrs/yr (KEY PERSONNEL)

C.2.3.1.1 The Project Manager shall provide support IAW – BASE PWS C.2.3.1.1, BASE PWS C.2.3.1.3, and BASE PWS C.2.3.2 (including BASE PWS C.2.3.2.1 and BASE PWS C.2.3.2.2) as well as the following requirements:

· Provide input to the Government on strategic planning, organization , and management of resources to support ARL/CISD programs

· Provide expertise focusing on future projects and goals based on institutional knowledge of Government or National research laboratory operations.

· Gather program requirements and appropropriate development activities for Government review

· Develop and maintain business case analysis, operational concepts, schedule development and staffing plans for Government review.

· Provide knowledge management activites recommendations for the "institutional knowledge of Government or National research laboratory operations

· Provide recommendations to the Government for an overarching educational development program Specialized experience must include:

· Minimum of 5 years Project Management Experience

· Extensive institutional knowledge of ARL

· Current SECRET security clearance

C.2.3.1.2 The HPC Scientist shall be capable of meeting the following requirements:

The Contractor (HPC Scientist) shall provide support IAW – BASE PWS C.2.3.1.1 and BASE PWS C.2.3.2.1 as well as the following

· Provide recommendations to the Government on strategic planning, organization, and management of resources focused on development of future direction and support of current ARL/CISD Computational Sciences Division (CSD) programs

· Review significant CISD supported contracting actions, identifying overlapping areas of interest to promote synergistic efforts where appropriate and provide recommendations for eliminating duplication of effort where applicable.

· Investigate and develop recommendations for utilizing next generation computational hardware and software capabilities and provide recommendations for future direction.

Specialized experience shall include:

· Advanced knowledge in Science and Mathematics

· Ph.D. in Engineering Science with publications

· Thorough understanding of current and emerging High Performance Computing Architectures and Algorithms

· Proven personnel and project leadership experience

C.2.3.2 Program & Project Management and Analysis

The Government requires (1) Management Consultant (Senior) (1920 hrs/yr) (KEY PERSONNEL); (1) Management Analyst 3 (1920 hrs/yr); (1) Management Analyst 2 (1920 hrs/yr); (1) Management Analyst 1 (1920 hrs/yr); (1) Subject Matter Expert 3 (1920 hrs/yr); and (1) Jr. Management Analyst (1920 hrs/yr) for the following tasks.

s The Contractor shall be capable of providing support IAW – BASE PWS C.2.3.1.1, BASE PWS C.2.3.1.2, BASE PWS C.2.3.1.4, BASE PWS C.2.3.1.5 as well as the following, to include the Specialized Requirements for Labor Categories:

C.2.3.2.1 The Contractor shall provide recommendations for collaborations with other Government agencies, identifying potential leveraging of resources. The Contractor shall monitor and report the utilization and execution of resources with consideration being given to Government mandated goals for obligations and disbursements. The Contractor shall also provide analysis and estimate the impact of project status on meeting these goals. The Contractor shall identify, research, and report anticipated shortages in resources, both labor and financial, that may impact programs and projects. The contractor shall provide accurate and timely monthly variance analysis recommendations.

C.2.3.2.2 The Contractor shall provide programmatic and fiscal analysis and reporting to Government POCs for the ARL-DoD Supercomputing Resource Center (DSRC), providing data based on execution against the approved budget plan, including expenditures for labor, hardware, software, facility improvements, maintenance, subcontracts, and other direct charges. The Contractor shall also develop full financial reporting packages for Government review and incorporation into presentations to the stakeholders at the High Performance Computing Modernization Program (HPCMP).

C.2.3.2.3 The Contractor shall provide analysis for programs and processes, review reporting documents, and provide decision-support analysis recommendations to Government management for overall program direction as well as recommendations for the preparation of future year budget plans, ensuring strategic alignment with ARL’s mission, strategic requirements, and performance goals.

C.2.3.2.4 The Contractor shall provide programmatic and fiscal analysis and reporting to Government POCs for ARL/CISD/CSD contracts, monitoring execution against the approved budget plan, including expeditures for labor, hardware, software, facility improvements, maintenance, subcontracts, and other direct charges. The Contractor shall also develop full financial reporting packages for Governement review and incorporation into presentations to CSD management and other stakeholders.

C.2.3.2.5 The Contractor shall provide analysis for unliquidated obligations, and coordinate and provide recommendations for adjustments to be implemented by the appropriate functional areas (Resource Management, procurement, and/or Defense Finance and Accounting Services (DFAS)).

C.2.3.2.6 The Contractor shall provide recommendations for the preparation of requests for outgoing funding documents for Mission, Customer, Office of the Secretary of Defense (OSD), and General and Administrative (G & A) resources, and the funds are utilized only for their authorized purpose and are within their period of availability.

C.2.3.2.7 The contractor shall provide support for the following

· Prepares complete clear, concise, timely and accurate execution status and analysis reports, monthly variance analysis, financial status, and free cash reports for review by Government POCs.

· Closely monitors program budget execution and provides analysis and recommendations for courses of action to address areas of concern, to include tracking execution against directed obligation and disbursement goals.

· Support program formulation, including providing cost estimates for all elements of resource and identifying specific requirements based on legacy execution.

· Develop historical data depository for all incoming and outgoing requirements including all supporting documentation for each requirement

· Track requirements against Contract Action Forecast (CAF) and Solvency Reports used for planning and execution.

· Prepares and delivers DoD High Performance Computing Modernization Program (HPCMP) Defense Research and Engineering Network (DREN) and Security Program reports and presentations; to include complete planning and execution status for Government review.

· Review, process and concur with Defense Information Systems Agency (DISA) Defense Information Technology Contracting Organization (DITCO) Telecommunications Service Requests (TSR) for specific Communication Service Authorizations (CSA) and/or Storefront Orders;

· Verify/validate which Program Designator Code (PDC) or Command Communications Service Designator (CCSD) specific CSA’s relate to; Manage lines of accounting for each PDC or CCSD, ensuring appropriateness of funding for requirement and fund availability; to include verifying fund source, bona fide need year, projecting through minimum allowable obligation period, providing projection through current and follow-on fiscal years.

· Prepare crosswalk and internal process for monitoring and capturing data prior to, during and after the transition from CSA to Procurement Instrument Identifiers (PIID) in accordance with the Defense Federal Acquisition Regulation (DFAR)

· Analyze financial records and reports for the ARL DoD Supercomputing Resource Center (DSRC) and Data Analyst and Assessment Center (DAAC). Analyze and update contract summary for DSRC Contraction Augmentation. Analyze invoices for accuracy, prepare monthly and special reports to HPCMP both on current requirements and actions and legacy status and actions.

· Research, prepare and staff packages for Winter and Summer DSRC and DAAC Reviews, validating hardware purchases, operations investments, government and contract labor to include both task order and center or other augmentation support. Monitor execution of hardware and software maintenance and track through full expense, providing annual projections for planning and establishing trend analyses and goals for outyears.

· Actively work with General Services Administration (GSA) Information Technology Solutions Shop (ITSS) portal and the US Army Engineering and Support Center Huntsville (HNC) Information Technology Services (ITS) portal in reviewing contract actions, fund status, and execution.

· Serve as Registration Official for DISA Direct, reviewing requests for accounts, verifying need for access and appropriate role, monitoring and maintaining routing lists and matrixes.

· Identify problems with the Telecommunications Inventory and Billing Information (TIBI) and TSR compared to Contract CDRL reports. Coordinate with all offices for reconciliation. Prepare monthly and special reports for DREN Management, DITCO Representatives, TIBI POC’s and operational personnel.

· Generates, reviews, and submits the AMC DD1144 Support Agreement for customer sponsors annually.

· Generates, reviews and submits Memorandum of Agreements for customer sponsors to cover up to three years of a specific effort. Edit, review and submit Terms of Reference for HPCMP Funding.

· Prepare Fund requests for all HPCMP Funding, including DSRC, DAAC and special program funds

· Develop Prototype reports, charts and graphs for testing, staffing and submission for automation.

· Review DREN Customer accounts, identify funding shortage or overage and reconcile accounts with management.

· Prepare, distribute and present end of year reports for R&D, S&T and Computer Defense Service Provider (CDSP) customers including all mission and customer funding, execution by element of resource further detailing by individual execution document, and status of execution and overall fund program for Government review.

· Retrieve standard and develop unique queries for General Fund Enterprise Business System (GFEBS) records.

· Query and develop reports through GFEBS enterprise resource planning (ERP) and Business Intelligence (BI) system.

· Develop, manage and maintain an interface between GFEBS data and specific reporting formats and processes with attention given to ‘must fund’ requirements as compared to discretionary funding.

· Develop, staff and implement standing operating procedures for execution recording, tracking and reporting to include contract execution, labor and other internal execution, equipment, other government agency agreements and other external execution.

· Prepare standardized informational reports for all contracts to include contract status records, monthly estimate calculations, ceiling management and funded level, and execution against each funding line within each contract to include, labor hours, costs, materials, other direct costs and prepare reports showing status of execution based on directed goals.

C.2.3.2.8 Specialized Experience for each labor category shall include:

(1) Management Consultant (Senior)

· Minimum of (3) years of GFEBS experience to include Budgetary ERP and BI access roles

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting

· B.S. or B.A. degree in Business, Accounting, Information Systems, or other related fields preferred.

(1) Management Analyst 3

· Minimum of (3) years of experience working with GFEBS reports

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting

· B.S. or B.A. degree in Business, Accounting, Information Systems, or other related fields preferred.

(1) Management Analyst 2

· Minimum of (2) years of experience working with GFEBS reports

· Assigned Budgetary ERP and BI access roles

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting

(1) Management Analyst 1

· Experience working with GFEBS reports

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting

(1) Subject Matter Expert 3

· Minimum of (2) years of GFEBS experience working with GFEBS reports

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of standard bookkeeping and account procedures for Government Accounting

· B.S. or B.A. degree in Business, Accounting, Information Systems, or other related fields preferred.

(1) Jr. Management Analyst

· Minimum of (2) years of experience working with GFEBS reports

· Minimum of (3) years of experience with MS Office Products

· Demonstrable understanding of reconciling unliquidated obligations

· Understanding of standard bookkeeping and account procedures for Government Accounting

C.2.4 HIGH PERFORMANCE NETWORKING

C.2.4.1 Software Defined and Quantum Networks

C.2.4.1.1 The Contractor shall support the Software Defined Networking (SDN) and the ability to inject network awareness to effectively handle big data related computational calculations. Open, flexible and programmable network architectures are necessary to address current constraints.. The Contractor shall support the research, development and sustainment of systems in the following technical areas.

The Government requires: one (1) Engineer/Scientist 1 (1920 hrs/yr) to perform the research, development and sustainment of systems in the following technical areas.

· Building of programmable multi-node quantum networks.

· Development of programmable HPC network fabrics.

· Design and development of on-demand control plan agent for wired and wireless networks and to develop custom network labels to build SDN federations.

C.2.4.2 - Production Network Engineering

Security Clearance required for C.2.4.2: SECRET w/SSBI along with applicable DoD 8570.01 and AR 25-2 requirements.

C.2.4.2.1 The contractor shall be capable of meeting the following requirements:

· Enhance and secure production network technologies for Government researchers. These tasks will prepare the Government network to handle emerging technologies in order to give a technological edge over other networks.

· Demonstrate a significant understanding of commonly used network related protocols and applications to include, but not limited to, OSPF, BGP, TCP/IP, 802.1x, 802.11, SIP, ICMP, H.323, IPSEC, IPv6.

· Support layer 2 and layer 3 switching, routing and wireless as well as appliances and test equipment.

· Perform under the standards identified by the DIACAP/Risk Management Framework (RMF) and other applicable accreditation standards.

· Handle network issues, incidents, requests and other ARL support tickets that relate to the network.

· Maintain Network perimeter security engineering and operations.

· Maintain 99.99% required network uptime.

Specialized Requirements:

· The Contractor shall ensure personnel performing administration support have Secret/SSBI clearances.

· The Contractor shall ensure that network support personnel should be IAT II certified and DoD 8570.01-M compliant

The Government requires: one (1) Computer Systems Analyst 3 (1920 hrs/yr) for the following tasks.

The Contractor shall be capable of meeting the requirements IAW – BASE PWS C.2.4.2.1, BASE PWS C.2.4.2.2 and in C.2.4.2.1 above as well as the following:

· Determine requirements, design, configure, and engineer enterprise level networks

· Plan for expansion, modification, integration and redundancy for enterprise networks

· Plan and execute network required network reconfiguration, diagnostics, and testing

· Provide recommendations to the Government for network upgrades and improvements based on traffic analysis as well as new technology as it becomes available.

· Assess new network technology

· Perform advanced network research, analysis and engineering

· Firewall configuration and monitoring

· Design, architecture, and security configuration of RDENET networks

· Design, engineer, and maintain Research, Development, Test, and Engineering (RDT&E) networks in DoD environments

· Develop RDT&E environment policies, practices, and standard operating procedures for Government review and approval.

· Prepare Documentation, reports, SOPs, and diagrams needed to satisfy accreditation requirements of RDENET networks

The Government requires: one (1) Computer Systems Analyst 1 (1920 hrs/yr) for the following tasks.

The Contractor shall be capable of meeting the requirements IAW – BASE PWS C.2.4.2.1, BASE PWS C.2.4.2.2 and in C.2.4.2.1 above as well as the following:

· Provide support for UPS management cards

· Provide support and documentation for newly impletemented protocols (802.1x, wireless, etc. )

· Support the installation, configuration, and maintenance of enterprise networks

· Support the expansion, modification, integration of enterprise networks

· Perform reconfiguration, diagnostics, and testing of enterprise networks

· Monitor and assess new computer network technologies

· Perform architecture design, develop security configuration, and implementation of RDENET networks

· Design, engineer, and maintain Research, Development, Test, and Engineering (RDT&E) networks in DoD environments

· Develop RDT&E environment policies, practices, and standard operating procedures for Government review.

· Prepare Documentation, reports, SOPs, and diagrams needed to satisfy accreditation requirements of RDENET networks

The Government requires: one (1) Computer Operator 5 (1920 hrs/yr) to perform the following tasks.

The Contractor shall be capable of meeting the requirements described in C.2.4.2.1 above as well as the following:

· Provides customer support for network related help desk tickets and problem resolution

· Configures and updates network hardware (switches, etc.)

· Creates and maintains Outreach network accounts

· Support the installation, configuration, and maintenance of enterprise networks

· Support the expansion, modification, integration of enterprise networks

· Perform reconfiguration, diagnostics, and testing of enterprise networks

C.2.5 COMPUTATIONAL ARCHITECTURES

C.2.5.1 - High Performance Computing (HPC) Architectures

Security Clearance required for C.2.5.1: SECRET w/SSBI along with applicable DoD 8570.01 and AR 25-2 requirements.

The Government requires: one (1) Engineer/Scientist 1 (1920 hrs/yr) to perform basic and advanced system administration functions for cluster-based and desktop systems.

The Contractor shall be capable of meeting the following requirements:

· Perform system and cluster management software pre-testing, installation, configuration, and maintenance

· Maintain system security compliance by following all applicable policies, procedures, and guidance for the given system domain

· Implement and maintain virtual machines, web servers, and web services, including software repositories, tracking systems, collobortive tools, supporting R & D projects.

· Provide customer support for all assigned systems or services, to include Redmine instances, GIT repositories, database implementations.

· Other related hardware and software maintenance & support

The Government requires: one (1) Engineer/Scientist 5 (1920 hrs/yr) to perform advanced functions under this effort:

The Contractor shall be capable of meeting the following requirements:

· Kernel modifications for optimization of file I/O, power, and performance.

· Verification and validation of updates along with performance assessments.

· Benchmarking efforts for computational kernels both within a node and as part of a parallel, heterogeneous processing paradigm.

· New novel and production hardware evaluations and integration within the ARL computing infrastructure

· Development of new parallel programming methodologies and models in various formats to include but are not limited to SPMD (Single Program Multiple Data), MIMD (Multiple Instructions Multiple Data, and SIMD (Single Instruction Multiple Data) parallelism techniques.

· Preparation of reports, papers, presentations, and other documentation to record and/or publish findings and results of research.

C.2.5.2 - Provisioning for High Performance Computing (HPC) at the Tactical Edge

The Government requires: one (1) Engineer/Scientist 1, (1920 hrs/yr). to perform the advanced functions under this effort::

The Contractor shall be capable of meeting the following requirements:

The Contractor shall support research and development in areas dealing with maximizing the computing capacity across disparate processing cores as fielded in a cloud-based and/or distributed infrastructure in a tactical environment. These efforts require the development of comprehensive models to capture computing capacity per core, per node, and across networked cores. Parameter assessment, development, and integration into models shall be required to increase and refine fidelity of computing distributed in tactical setting. Data integrity and processing migration and assignment (provisioning) across “friendly” processing assets shall be studied, refined, and expanded as part of this basic and applied research effort.Efforts will also include the development of new methods to classify application signatures that can facilitate a mapping of algorithms to divergent architectures, along with novel optimization and heuristic methods for computationally intractable problems. The Contractor will also assist with the investigation of methods for supplying tactical data storage within environments under consideration.

Specific efforts for this task include:

Development and evaluation of new techniques, algorithms, and models to aggregate and maximize computing core capacity in a distributed tactical environment.

Development and evaluation of task and data parallel processing techniques in cloud service architectures.

Investigation of data redundancy and integrity in dynamic processor pools

Perform provisioning model stress-testing through network simulation and/or emulation studies coupled with real and virtual devices.

Preparation of reports, papers, presentations, and other documentation to record and/or publish findings and results of research.

C.2.5.3 - Scalable Technologies for Spatial and Temporal Data Analytics and Machine Learning

The Government requires: The Government requires: four (4) Engineer/Scientist 2 (7680 hrs/yr) and two (2) Engineer/Scientist 1 (3840 hrs/yr) to perform the advanced functions under this effort:

The Contractor shall be capable of meeting the following requirements:

· Research and development of novel technologies and methodologies for extreme scale data analytics, big data processing, data mining, and machine learning on traditional and emerging computing architectures

· Development of new mathematical approaches for data representation, manipulation, processing, and storage.

· Development of approaches to design and develop software for emerging architectures to include neuro-synaptic, quantum annealing, and adiabatic quantum computation.

· Development of novel methods to include flash-based storage utilization due to data size restrictions and out-of-core processing requirements.

· Investigate and develop novel techniques for dynamic graph analytics focusing on new approaches, algorithms, and non-traditional computing architectures.

· Preparation of reports, papers, presentations, and other documentation to record and/or publish findings and results of research.

C.2.5.4 – High Performance Computing Technology, Hardware, and Software.

The Government requires: one (1) Engineer/Scientist 4, (1920 hrs/yr), one (1) Engineer/Scientist 3, (1920 hrs/yr), and (1) Engineer/Scientist 2, (1920 hrs/yr), ), and (1) Engineer/Scientist 1, (1920 hrs/yr), to perform the functions under this effort:

The Contractor shall be capable of meeting the requirements IAW BASE PWS C.2.5.4 and the following requirements:

· Providing knowledgable, accurate, timely support for High Performance Computing hardware, software, queuing systems, and cluster management systems.

· Working knowledge of HPC interconnects, parallel software, programming environments, and software debugging tools.

· Configuration and implementation of software development tools, data repositories, revision control systems, virtual machines, web-based access, and Kerberos authentication.

The Government requires: one (1) Engineer/Scientist 5, (1920 hrs/yr), to perform the functions under this effort:

The Contractor shall be capable of meeting the requirements IAW BASE PWS C.2.5.4 and the following requirements:

· Providing technical leadership for HPC systems and infrastructure oversight with a minimum of 15 years of directly related experience.

· Infrastructure planning, design, and implementation for High Performance Computing hardware, software, queuing systems, and cluster management systems.

· Provide recommendations for HPC hardware upgrades and purchases

· Providing direction and project management oversight for the installation, maintenance, and decommissioning of HPC hardware, networking, and related instratructure.

· Working knowledge of HPsC interconnects, parallel software, programming environments, and software debugging tools.

· Maintain a solid understanding of trends in HPC included novel architectures

· Customer service oriented and have excellent written and verbal communication skills.

C.2.6 COMPUTATIONAL SCIENCES

C.2.6.1 – Extreme-Scale and Multi-Scale Computational Frameworks

The Government requires: one (1) Engineer/Scientist 2, (1920 hrs/yr), to perform the following.

The Contractor shall be capable of meeting the requirements IAW BASE PWS C.2.6.1 as well as the following:

The Contractor shall support a framework project that includes R & D efforts that position the Government to be on the leading edge of extreme-scale coupled simulations and research. The Contractor shall support the development of an interpolation layer for a variety of applications that provide researchers with reduced problem execution times. The Contractor shall also support research in the area multi-scale predictive simulation as well as the development and implementation of new parallel solvers and post-processing alogorithms and software to add capability and improve performance when analyzing experimental and simulation data sets. The Contractor shall be required to peform the following research and development tasks:

1. Develop and implement Data Models and Formats to support extreme and multi-scale modeling and simulation.

1. Big data informatics: Post-processing of large complex data sets for data extraction

1. Algorithm development and parallelization for extreme and multi-scale modeling and simulation.

1. Implementation of new algorithms on parallel computational architectures

1. Perform fundamental research into development of frameworks and interpolation methodologies for large-scale, extreme-scale, and multi-scale coupled simulations

1. Develop and/or implement parallel solvers and post-processing algorithms for extreme-scale and multi-scale simulations.

C.2.6.2 Scalable and Multi-tiered Software Architectures

The Government requires: one (1) Subject Matter Expert 3, (1920 hrs/yr) to perform the following:

The Contractor shall be capable of meeting the requirements IAW BASE PWS C.2.6.2.1 and BASE PWS 2.6.2.2 as well as the following:

The Contractor shall be responsible for designing, developing and demonstrating a functional multi-tiered interface that will provide customized access for Government researchers with varying levels of expertise to computational resources for problem execution, visualization and post-processing of data. Web-based data visualization capabilities shall provide Government researchers with the ability to visualize complex data sets without the need for additional software. The research and development tasking that is associated with this project shall include, but is not limited to the following:

1. Perform research and development into web-based visualization, code execution, and pre- and post-processing technologies and techniques utilizing open-source tools

1. Perform applied research and development into complex authentication methods including Kerberos for web-based multi-tiered applications. This shall also include seamless authentication across Kerberos domains.

The Contractor shall provide expertise in the following areas:

1. JavaScript

1. Open Source Databases

1. Jenkins

1. Open Source Document management tools

1. Apache web server

1. Complex system authentication development

1. 2D and 3D data visualization—using open source tools such as Paraview web, Guacamole and VisIt

1. High Level Scripting languages including the Python Programming Language.

C.2.6.3 Interdisciplinary Computing Methods

The Government requires: one (1) Engineer/Scientist 1, (1920 hrs/yr) to perform the following:

The Contractor shall be capable of meeting the requirements IAW – BASE PWS C.2.6.3.1 and BASE PWS C.2.6.3.2 as well as the following:

1. Perform software and algorithm development for large data sets and research new ways to analyze and visualize large, complex distributed data sets utilizing both low level (C, C++, etc) and high level (Python, etc.) programming languages, and scalable algorithm implementations (pthreads, message passing interface (MPI), OpenCL, etc.)

1. Develop and apply Machine Learning Techniques and Algorithms to Army Relevant problems

C.3 DELIVERABLES

C.3.1 CONTRACT DATA REQUIREMENTS LISTS (CDRL DD FORM 1423)

The Contractor shall use commercial standards and practices, when available, in lieu of these documents with the exception of the Department of the Army (DA) or DoD Technical Architecture documents, which are mandatory.

C.3.2 PROGRAM MANAGEMENT PLAN

C.3.2.1 The Contractor shall prepare a Program Management Plan. The Contractor shall submit the Program Management Plan to the COR both electronically and hard copy thirty (30) calendar days after basic contract award for review. The COR will provide approval or comments within two (2) weeks of receipt. The Contractor shall submit a final Program Management Plan to the COR both electronically and in hard copy within one (1) week of receipt of approval.

C.3.2.2 The Program Management Plan shall address at a minimum:

· Personnel Management Plan (see Base PWS Section C.8.2)

· Recruitment Plan (see Base PWS Section C.8.3.1)

· Retention Plan (see Base PWS Section C.8.3.2)

· Telework Plan (see Base PWS Section C.4.2)

· Additional Contractor procedures for ensuring efficient operation of this task order.

C.3.2.3 The Program Management Plan shall be maintained and implemented. The Contractor shall update and submit to the COR electronically and in hard copy a revised Program Management Plan on a bi-annual basis at a minimum.

C.3.2.4 Notification of Program Manager (PM) Within three (3) calendar days following basic contract award, the Contractor shall provide the Government, in writing, the name and contact information of the PM and other management or supervisory personnel employed to perform work under this contract.

C.3.3 FINANCIAL REPORTS

The Contractor shall provide the monthly financial report to the COR electronically and in hard copy NLT the tenth day of every month. The financial reports shall include the breakdown of labor hours per contract employee by day, labor expenditures, travel expenditures, remaining funds and estimated date of funds running out at current rate. The Contractor shall ensure the financial report includes a written summary report of all costs to include incurred labor hours per contract employee, materials, travel expenditures, subcontracts, overhead expenses, and fees, remaining funds and estimated date of funds running out at current rate broken out by area of focus. The Contractor shall include detailed copies of all invoices submitted to date for payment from both the Prime Contractor as well as all SubContractors. The Contractor shall ensure each invoice details the labor categories, labor rates, labor hours, and all Other Direct Costs (ODCs). The contractor shall provide all financial reports in PDF and Excel formats.

C.3.4 TASK ORDER DELIVERABLES

The following standard reports are applicable to this TO. The Contractor shall submit all reports and TO deliverables to the TO COR for inspection and acceptance. The Contractor shall provide all reports and deliverables in accordance with the DD Form 1423, Contract Data Requirements List (Exhibit A, Section J of the contract). · Safety Report: The Contractor shall provide a Safety Report that lists the safety certifications and training records for all Contractors working under this contract to the TO COR on a quarterly basis.

· Final Reports: The Contractor shall provide a final report summarizing the Contractor personnel activities and endorsed by the TO COR indicating that the work has been satisfactorily accomplished to the Contracting Officer within sixty (60) days following the end of the TO period of performance.

· Employee Roster: A roster of employees who will be performing under the contract TO will be submitted to the TO COR ten (10) days following TO contract award and updated within twenty-four (24) hours of any change.

· Government Furnished Equipment: The Contractor shall maintain and provide a spreadsheet or database of all Government furnished equipment that uniquely identifies each piece of equipment, it’s location, primary user, model number, serial number, and Government Hand Receipt holder id and name.

C.3.5 MONTHLY STATUS REPORTS

The Contractor shall provide monthly reports summarizing current program accomplishments for this TO. The Contractor shall deliver the monthly report to the COR on the tenth day of each month. The Contractor shall ensure that the monthly reports include a progress update for the covered time period, identification of any unresolved technical problems, meetings attended, planned activities, issues and recommendations for a path forward in each subtask area (C.2.1.-C.2.8).

The Contractor shall ensure the monthly report includes a written summary report of all costs to include labor, materials, subcontracts, overhead expenses, and fees, broken out by subtask. The Contractor shall provide current status and estimated financial requirements for the remaining period of performance The Contractor shall include detailed copies of all invoices submitted to date for payment from both the Prime Contractor as well as all SubContractors. The Contractor shall ensure each invoice details the labor categories, labor rates, labor hours, and all Other Direct Costs (ODCs). The Contractor shall include the following within the monthly reports:

· total number of contract employees currently on contract

· a listing of hired and/or separated employees during the reporting period

· status of any open positions and a description of efforts to fill those positions

· was Contractor Manpower Reporting (CMR) performed during the monthly reporting period? If so, what information was entered?

· A complete listing of employees and vacancies by subtask to include but not limited to name, position/title, clearance level, date of hire, date of separation, work site.

C.4 ANTI TERRORISM OPERATIONS SECURITY (AT-OPSEC)

AT Level I training. This standard language is for Contractor employees with an area of performance within an Army controlled installation, facility or area. All Contractor employees, to include subContractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subContractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 45calendar days after completion of training by all employees and subContractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil

Access and general protection/security policy and procedures. This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-Contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.

For Contractors requiring Common Access Card (CAC). Before CAC issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The Contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

AT Awareness Training for Contractor Personnel Traveling Overseas. This standard language required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact.

iWATCH Training. This standard language is for Contractor employees with an area of performance within an Army controlled installation, facility or area. The Contractor and all associated sub-Contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 calendar days of new employees commencing performance with the results reported to the COR NLT 45 calendar days after contract award.

Army Training Certification Tracking System (ATCTS) registration for Contractor employees who require access to Government information systems. All Contractor employees with access to a Government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.

For contracts that require a formal OPSEC program. The Contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer. This plan will include a process to identify critical information, where it is located, who is responsible for it, how to protect it and why it needs to be protected. The Contractor shall implement OPSEC measures as ordered by the commander. In addition, the Contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1.

For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the Contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.

For information assurance (IA)/information technology (IT) training. All Contractor employees and associated sub-Contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six (6) months of appointment to IA/IT functions.

For information assurance (IA)/information technology (IT) certification. Per DoD 8570.01-M , DFARS

252.239.7001 and AR 25-2, the Contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.

For contracts that require handling or access to classified information. Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires Contractors to comply with— (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); (2) any revisions to DOD 5220.22-M, notice of which has been furnished to the Contractor.

Threat Awareness Reporting Program. For all Contractors with security clearances. Per AR 381-12 Threat Awareness and Reporting Program (TARP), Contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b.
