LABOR CATEGORIES

Administration Support
Administrative Specialist I
Work Description:
Create, customize, prepare, and maintain presentations, briefing charts, and documents using computer software (e.g. Microsoft Office Suite), websites, graphical elements, scanned photos, and other presentation materials.
Review and modify correspondence for internal consistency and conformance.
Maintain and update the calendar of the Government office manager within the specialist’s assigned branch using computer software (e.g. Microsoft Office Suite) by making appointments and arranging meetings, based on the manager’s schedule and current issues.
Coordinate and support meetings and special events for the organization to include coordinating all amenities, accommodations, visit requests, and collection of funds.
Schedule accommodations for meetings, record lunch requests for meetings with outside guests notify attendees, coordinate Video Teleconference Conference requirements, and handle any other special requirements for meetings/conferences/projects (reserve parking spaces, directional signs, registration desk, name plates, table tents, etc.).
Obtain and deliver read ahead material for office manager’s scheduled meetings and distribute to attendees.
Prepare travel orders; arrange travel and lodging arrangements; arrange and coordinate a schedule for visits.
Maintain conference room reservation schedules for the purpose of coordinating meetings, visits and appointments.
Enter data and maintain office databases such as organizational charts, personnel accountability, travel, training, and budget.
Enter and maintain professional data in the eARL metrics database.
Serve as records manager and maintain office files in accordance with Army Records Information Management System (ARIMS) for auditing purposes.
Collect, review, archive forms (such as leave requests, employee work schedules, and telework applications), and enter data into the timekeeping system for branch chief review.
Coordinate, define structure and organize electronic materials, presentations and documents using databases, servers and SharePoint sites.
Prepare property turn-ins and requisition orders (including IT Approval System (ITAS) waivers).
Prepare, review and process training requests, travel orders, travel vouchers, conference requests, personnel related documents, and technical report staffing for conformance to policy and procedures prior to the appropriate authoritative signature.
Gather and organize completed personnel documents and delivering completed document packages for personnel actions to include civilians, contractors, students, guest researchers, post-doctoral researchers, fellows, etc.
Respond to administrative queries and taskers by the established deadline. Keep accurate records of final disposition of each action and inform the respective action officer of results.
Receive and screen visitors and phone calls. Professionally answer office manager telephone line, take messages, and refer calls and visitors to appropriate staff.
Operate shared office equipment, to include copy machine, scanners, facsimile machine, computers, printers, and shredders, and as needed submit repair requests.
Follow standard operating procedures (SOP) and Internal Operating Procedures (IOPs) provided as Government Furnished Information (GFI) at contract award, related to functions such as personnel accountability, security, and safety.
Prepare and review correspondence (e.g., minutes, information papers, reports, queries, taskers) for grammatical errors, proper tone, accuracy, clarity, and formatting. Make corrections and retypes as necessary.
Utilize existing financial and business systems such as General Fund Enterprise Business System (GFEBS) in roles such as Business Intelligence (BI) Budget Reporter, Purchase Requisition Processor and BI Managerial Reporter to enter data for purchase requests, Military Interdepartmental Purchase Requests (MIPRs) and transfer of funds. Interface with branch, division or directorate personnel to develop and coordinate purchase request information and data needed to execute purchase requests within GFEBS.
Participate as a member of Integrated Product Team (IPTs) or groups developing changes or improvements to administrative processes and procedures.
Education/Experience Requirement:
High school diploma and one (1) year of general office experience. Relevant college courses or training may be substituted for experience.
Knowledge or experience using Microsoft Office Suite, specifically Power Point, Excel, and Word.
Demonstrated ability to communicate orally and in writing.
Experience operating standard office equipment, to include telephones, copy machine, scanners, facsimile machine, computers, printers, and shredders.
Administrative Specialist II
Perform duties of the Administrative Program Specialist I (ref C.4.1.1.1).
Disseminate information and provide guidance to staff and administrative personnel in subordinate offices for clerical and administrative matters to ensure compliance with procedural requirements and instructions.
Review and revise administrative procedures (SOPs and IOPs) and policies for standardization.
Train subordinate contractual administrative staff (when necessary) on the standard databases, SOPs, and IOPs.
Serve as the office administrative point of contact for internal and external non-technical and administrative requests or taskers.
Develop public relations, marketing and promotional materials and plans associated with the strategic communication of ARL mission.
Participate in administrative aspects of mission-essential projects from inception to completion which may include project schedules and reviews, status reports, milestone reviews, and assess cost-benefit analysis for ARL personnel.
Facilitate and coordinate procedural issues surrounding projects to include planning and budgeting time, materials, and resources for approval by ARL personnel according to established ARL or Army policy.
A minimum of one (1) year of specialized experience as an Administrative Program Specialist I or in a comparable job position.
Experience using current business management tools and databases such as eARL; GFEBS;
Automated, Time, Attendance and Production System (ATAAPS); Defense Travel System (DTS) or any successor systems.
Demonstrated ability to effectively communicate verbally and in writing with internal and external organizations.
Ability to interpret and implement SOPs and IOPs.
Administrative Specialist III
Perform duties of the Administrative Program Specialist I and II.
Provide administrative support to executive or equivalent level personnel.
Participate or support organizational projects which may include project schedules and reviews, status reports, milestone reviews, and cost-benefit analysis.
Facilitate and coordinate procedural issues surrounding projects to include planning and budgeting time, materials, and resources for approval by ARL personnel according to SOPs or IOPs.
Serve as office administrative point of contact for nontechnical and administrative requests in response to higher headquarters.
Plan and coordinate administrative and technical training and developmental opportunities.
Review and analyze administrative policies, clarify complex and confusing guidelines, and make recommendations to higher headquarters for changes to administrative policy.
Create and maintain multiple office databases.
A minimum of one (1) year of specialized experience as an Administrative Program Specialist II or in a comparable job description.
Experience using current business management tools and databases such as eARL, GFEBS, ATAAPS, DTS, or any successor systems.
Demonstrated ability to effectively communicate verbally and in writing with internal and external organizations.
Ability to interpret, implement, and provide guidance in support of SOPs and IOPs.

Messenger
Drives Government-owned automobiles and trucks (up to 1-ton capacity) for short and long distances.
Transports mail articles and materials throughout the installation and on public roads.
Loads and unloads materials from the US Post Office, ARL mailrooms, field printing, FedEx locations or drop-off sites, and other distribution centers.
Receives, presorts (reads address label and sorts according to address/location), and distributes all incoming and outgoing mail by category to designated organizational element, individual, or to authorized distribution points.
Accepts and signs for certified mail, registered mail, and overnight mail.
Examines incoming documents/packages to determine delivery process to be followed.
Routes correspondence to designated organizational element or individual.
Performs review of operation inspection checklist and reports any discrepancies or suspected postal offenses or losses to Government POC.
Processes outgoing mail by using postage equipment to prepare and affix postage on outgoing mail; metering flats, letters, packages, and other mail.
Stores and maintains all mail in a safeguarded environment.
Contacts addressees regarding pickup of mail or articles too large for distribution.
Provides mail window services (if applicable).
Processes incoming and outgoing mail according to federal agency postal service and classified document requirements (e.g., ensures classified mail is signed and accounted for according to

Assures vehicle is not loaded beyond the rated capacity by checking gross vehicle weight rated (GVWR) of vehicle to be loaded (no overhangs, no vision obstacles.)
Completes trip tickets by annotating daily utilization and preventive maintenance service records (check/completes the daily operation inspection list on the back of the trip ticket).
Completes driver's accident report (paperwork/forms are in the glove compartment) if vehicle is involved in an accident.
Contractor may provide escort to restricted areas with photographic security badge.

Technical Support
Project Coordinator Technician
Establish and maintain procedures for tracking necessary information to respond to taskers and information inquiries.
Prepare responses to taskers and information inquiries from senior level management
Collect, analyze, and summarize relevant technical and programmatic information from a variety of sources in support of ARL’s mission
Coordinate and organize meetings, workshops, tours, or other special events – to include setting up displays pertaining to laboratories and experimental facilities
Monitor progress of technical programs, to include topics such as maintaining and modifying program schedules; tracking milestones and deliverables; analyzing staffing requirements;
tracking, analyzing, and projecting budget data, preparing modeling and simulation and/or systems engineering plans.
Develop and recommend procedures for tracking administrative requirements and develop and recommend a system to continually improve efficiency and performance in these areas
Analyze technical and non-technical aspects of a given business unit and suggest metrics for tracking
Track, review, and analyze branch, division, or other work unit performance versus established metrics
Track and monitor business unit or program requirements in the areas of safety, security, environment, or other administrative areas

Outreach Program Coordinator Technician
Coordinates day-to-day operations of ARL outreach program.
Coordinates internal communications, encouraging information and knowledge transfer across groups.
Develops linkages with Federal and non-Federal Agencies that provide Science and Technology interface.
Coordinates target population’s access to ARL services.
Assists with the science, technology, engineering, and math (STEM) program.
Advocates for specific needs of client populations and initiates outreach to the target population using telephone, mail and visits in the community.
Coordinates and integrates activities inside and outside the organization.
Provides input to program plans providing best of current successful projects to stimulate development and improvement of programs.
Provides expert presentations and briefings on all aspects of outreach activities.
Oversees implementation of program marketing plans to ensure an integrated communication strategy for the outreach program.
Monitors program progress toward organizational goals and makes suggestions to improved programs.
Stays abreast of all programs and presentations related to the outreach program.
Recommends new approaches designed to make the outreach program desirable to Federal and
Non Federal Agencies.
Develops minimum standards to incorporate new services into existing programs.
Ensures safe environment for outreach program facility.
Promptly reports workplace accidents to the Safety Manager.
Provides World Class Customer Service with an emphasis on professionalism and courtesy.

Education/Experience Requirement:
Bachelor’s Degree with two years of specialized experience in program coordination; OR four years of specialized experience demonstrating the ability to identify significant factors, gathering pertinent data, monitoring programs, preparing and presenting technical information, and interacting with the public and one year of experience that shows particular knowledge, skills, and abilities to perform successfully in the duties of the position.
Working knowledge of the science, technology, engineering, and math (STEM) program.
Working knowledge of Microsoft Office.
Records Management Technician
The Contractor shall assist the Records Manager in examining and evaluating the current records management program to develop new or improved methods for efficient handling, protecting, and disposing of federal records and information interfacing with Army Materiel Command (AMC) Department of Army, Department of Defense, contractors, National Archives and Records Administration (NARA) and/or other government activities/agencies involved in records management programs.
The Contractor shall assist in the development of policies regarding destruction and archiving activities of physical and electronic records. Tasks may include but not limited to:
o Create Records destruction logs and submit them to the Records Manager for review and approval.
o Coordinate off-site storage activities
The Contractor shall directly support the Records Manager and provide assistance to the ARL Directorate Records Coordinators with creating and approving the Official Records List in the Army Records Information Management System (ARIMS). The Contractor will assist the Records Manager with the bi-annual update to the ARL Pamphlet 25-56, Office Symbols, as applicable.
The Contractor shall assist the Records Manager with developing an internal inspection schedule and pre-inspection checklist. The contractor shall accompany the Records Manager during inspections and document the findings. The contractor shall assist the Records Coordinators with remediation efforts.
The Contractor shall develop a notification template to provide to the Records Coordinators notifying them of their scheduled inspection date(s). The notification template will include procedures for notifying their chain of command.
The Contractor shall develop a template to be used for the required periodic review of internal ARL policies and forms.
The Contractor shall assist the Records Manager with researching a viable solution for Electronic Laboratory Notebooks.
The Contractor shall assist the Records Manager develop standard operating procedure (SOP) for Record Coordinators.
The Contractor shall assist the Records Manager identify an appropriate tool for preserving electronic records.
The Contractor shall assist with developing a desk-side reference manual for Records Coordinators and end-users.
The Contractor shall assist the Records Manager with prescribing regulations in forms.
The Contractor shall assist the Record Manager with performing a full review of ARL policies and developing a schedule for proponent validation and revision.
The Contractor shall assist in maintaining an update log to meet the regulation requirement of reviewing publications every 18 months.
The Contractor shall assist the Records Manager with researching the Electronic Capture and Storage (ECS) features in ARIMS and developing an implementation plan for ARL.
The Contractor shall assist the Records Manager with developing a three year program evaluation cycle of all Directors to be evaluated in accordance with the requirements of AR 25-1 and will provide the schedule annual to all ARL Records Coordinators.
The Contractor shall assist the Record Manager to ensure each Directorate periodically evaluates its records management program relating to records creation and recordkeeping requirements, maintenance and use of records dispositions.
The Contractor shall assist the Records Manager to ensure all ARL Directorates maintain and manage their records. The Contractor shall assist the Records Manager develop policy and procedures for ARL records management program. Coordinate as appropriate and obtain the ARL Director approval.
The Contractor shall assist the Record Manager identify appropriate computer-based workforce training. Customize the training if necessary for the ARL environment. Coordinate to post the training in Total Employment Development (TED) system.
The Contractor shall assist the Records Manager with developing the responses to AMC and RDECOM taskers.
The Contractor shall provide reports to the Records Manager for review, approval and distribution, as needed.
The Contractor shall work on special projects, assigned by the Records Manager or as needed by other members of the Records Management team.
Provides on-the-job training to other contractor personnel.
Education/Experience Requirement:
Bachelor's degree and one (1) year specialized experience; or three years of specialized experience.

Assures all security policies and procedures are in compliance with presentations.

Security Clerk

Ensures accurate entry of restricted area badge information into multiple security systems for proper functioning and access requirement of badges.
Ensures all badge and fingerprint paperwork is accurately completed and processes paperwork through the installation badging office.
Ensures personnel have been properly processed through appropriate Government systems before scheduling, issuing, or terminating CAC.
Ensures security systems are maintained and operational for day-to-day operations.
Verifies appropriate clearance level and information to process outgoing visit requests.
Verifies visitor information for processing of entry control rosters.
Identifies a variety of security issues, situations, or problems, concerning badging and access, and provides appropriate corrective actions as necessary.
Provides guidance to personnel concerning the requirements for submission of a new or updated security clearance.
Ensures all security paperwork is accurately completed
Prepares and submits required reports pertaining to security program.

Librarian
Provides comprehensive reference service for researchers in a wide variety of scientific and technical subject areas (supporting the basic research in advanced fields of knowledge).
Performs reference interviews of subjects peculiar to ARL.
Obtain clarifying information from the requestor.
Determine the most efficient and appropriate sources to obtain the needed information.
Recommend potential external resources and refer the requestor to other collections
Help the requestor to clarify his/her own thoughts about what it really is they are looking for materials
Scouts for fugitive literature and grey materials published in diverse formats and acquires them.
Identifies human expert sources
Locates and evaluates information and provides it in written summary form.
Applies knowledge of the resources of the ARL library system, other libraries, repositories, networks, and consortia to obtain materials not included in ARL collections.
Edits and updates records and creates accounts for new users through an Integrated Library Management System (e.g., SIRSI).
Uses Internet web browsers and tools to search for and obtain requested information.
Downloads information and forwards to patrons or adds information to the in-house collections.
Performs selection, scouting, interlibrary loan, and document delivery for requested materials.

Education/Experience Requirement:
Master of Library Science.
Three-year’s of experience as a reference librarian including one year experience with emphasis on scientific and technical subject areas.
Knowledge of Internet search tools and protocols for locating and downloading text.
Knowledge, gained through work experience, of international copyright laws.
Recent (within last two years) work experience with automated library systems.
Knowledge of Dewey, Library of Congress, and awareness of COSATI systems.
Ability to learn Army Regulations 735-17 and 380-5.
Library Technician
Enters information into local Integrated Library Management System (ILS).
Uses professionally developed, internationally accepted standard library formats and schema.
Uses Online Computer Library Center (OCLC) cataloging and interlibrary loan modules.
Verifies citations in cataloging records, invoices, and forms; identifies and correct inconsistencies, reports them and makes directed corrections.
Uses phone, email, professional modules (e.g., OCLC ILL) or correspondence, by library personnel in other ARL, DoD, Academic, or other libraries or institutions to locate, obtain materials, or respond to requests for materials or information associated with Interlibrary Loan, acquisition, or other library functions.
Coordinates requests (phone, email, digital sender or written correspondence) or other actions with four (4) other ARL library facilities as well as other Government libraries and commercial or non-profit information centers, and university libraries.
Supports customers in locating materials and using specialized library equipment.
Maintains shelves to include shifting varied media to accommodate placement or removal of materials in shelf list or other appropriate order. May require considerable repositioning, moving and re-placement of shelving, to accommodate size or amount of media.
Loads and unloads book trucks, uses government equipment and vehicles to move media and supplies to designated locations within or between libraries or other government buildings.
Assembles, fills, and marks boxes for movement to or preparation for storage or destruction.
Stacks and marks materials for storage documenting purpose, status, and disposition.
Prepares temporary signage to document change and status of operation. When performing tasks, documents and labels which stage of the operation have been accomplished on what date and by whom. This shall include the marking of materials, boxes, packages, shelves, or range of shelves.
Unpacks and collates library media in varied formats, verifies contents, and brings errors to attention of Librarians or appropriate Government personnel.
Packs and prepares materials for shipping, salvage, or destruction in specified formats.
Handles limited or classified materials consistent with procedures mandated by AR 380-5.
Uses book trucks, shelving ladders, and safety equipment when shelving media.
Locates vendors or sources for library materials, furnishings and supplies.
Identifies need for supplies, organizes, stores, and retrieves supplies, reports inconsistencies and deficiencies in orders and takes corrective action seeking guidance for unfamiliar actions.
Uses copy and fax machines, digital senders, microfilm and microfiche machines, and other library-unique equipment.

Publications Editor
Receives initial drafts of technical documents for editing. The Contractor shall use electronic media when supporting Government personnel with the preparation of technical reports and camera ready copies whenever possible.
Maintains report information such as report title, office symbol, author’s information, and report status via hard copy and electronic database.
Edits and proofreads technical documents and open literature for presentation and publication.
Rewrites portions of text to improve clarity, completeness and cogency by correcting grammar, punctuation, misstatements, spelling, and ambiguity.
Edits text to ensure conciseness, proper verb tenses, correct terminology, definition of abbreviations, acronyms, and symbols, and appropriate figure and table captions.
Ensures proper grammatical English language is used and publication is understood by the intended audience (smooth discussion flow).
Verifies all listed references are cited in text are listed on the reference page, and all references listed on the reference page are cited in the text.
Compares illustrations, photographs, tables, graphs, and charts with text to assure proper placement and layout.
Consults with the author about proposed changes and corrections.
Ensures that technical content is altered only with concurrence of personnel in the approval chain (author, division chief, tech reviewer, etc.).
Ensures that final copy approved for printing is in complete agreement with technical content of approved edited copy.
Ensures that all referenced artwork is included in the publication and that it is of duplication quality.
Prepares and reviews camera-ready documents.
Ensures that the SF298 is complete and correct and that the abstract accurately presents the significance of the report being published. Ensures security markings are affixed as directed by
AR380-5.

Operates telephone (to include answering phone and taking messages).

Publications Technician I
Organizes and updates files in network folders, and forwards to appropriate point of contact for upload to ARLInside, ARL libraries, and the Defense Information Technical Center (DTIC).
Prepares documents to be sent to the printing office and maintains contact with the printer through email, phone, or written correspondence.
Forwards new reports and applicable Form 1 information to other Technical Publishing offices for editing.
Maintains information, documentation, and correspondence control using electronic database software.
Reviews distribution lists for accuracy and maintains distribution list database.
Wraps and prepares all final hard-copy reports for distribution.
Disseminates final report to distribution list contacts via electronic means (email, ARL SAFE site, etc.).

Performs data entry of automated databases to maintain information such as office phone numbers, locations, and addresses (e.g., Employee Information System [EIS]).

Coordinates timing and sequence of editorial and word processing projects within Technical
Publications office, and maintains close control to meet proposed publication deadlines.
Maintains report information such as report title, office symbol, author’s information, and report status via hard copy and electronic database.
Reviews content of newly submitted reports and current workload to determine which Technical
Publishing site should format/edit the report.
Assigns reports to contracting production specialists and editors based on report length, complexity, author preferences, and current workload.
Coordinates with other sites and directorates to guide report submissions and Form 1 signatures.
Reviews camera-ready documents for errors.
Prepares documents to be sent to the printing office and maintains contact with the printer through email, phone, or written correspondence.
Maintains various electronic databases (through data entry) of technical publications and documentation.
Ensures records are prepared, maintained, filed, transferred, and disposed of according to the
Army filing system.
Prepares office for Security inspections by ensuring that all classified content is stored/filed/destroyed per AR 380-5.

Sorts and distributes financial reports organizationally or functionally as identified by Government
POC.
Files office paperwork e.g., record builds, memorandums, support agreements, funding documents.

Posts actions (e.g., funding/execution documents) to journals or subsidiary ledgers of an accounting system (e.g., GFEBS)

Creates new work packages in execution and planning databases (e.g., enter budget, planning and execution work unit information into the ARL PD or intra office databases/spreadsheets).
Modifies existing work packages in the ARL PD or intra office databases/spreadsheets to reflect changes in funding levels, fund transfers, reallocation of funds, changes to task descriptions, and changes in task deliverables.
Prepares fund transfers by typing a form or by initiating the action in the ARL PD. Develops and maintains financial spreadsheets to present summary of financial status showing expenditures, balances, and anticipated changes for each work packages. (Financial spreadsheets include
Excel spreadsheets that are prepared using information from the official accounting system, as well as spreadsheets from the ARL PD that have been annotated with specific pertinent information for use by Money Managers, Management, and so forth in reviewing the current status and anticipated changes.)
One year of specialized experience. (College-level course work in accounting can be substituted for specialized experience.)
One year of general office experience.

Accounting Clerk III

Review invoices and statements (e.g., invoices from contractors) to ensure sufficient funds have been obligated. If questionable (e.g., invoice would be fine but sufficient funds not being available to pay the invoice in the appropriate account; the invoice exceeding the obligation amount; and/or recognizing the previous invoices have been $1.00, and suddenly the invoice is
$500.00) Contractor shall gather data together, including GFEBS information, ARL PD or intra office databases/spreadsheets, previous bill history, and so forth and present to Government
POC for action.
Analyzes and reconciles computer printouts from the accounting system, ARL PD, or intra office databases/spreadsheets) with operating unit reports (e.g., contacting units, researching causes of discrepancies, and taking action to ensure that accounts balance).
Detects and corrects erroneous postings (e.g., ensure transactions are posted correctly) into an electronic accounting system, upon approval of a Government POC.
Prepares documents to adjust accounting classifications (e.g., fund tool, ARL Form 133) and other data (e.g., incorrect document number or nomenclature, entered into accounting system.)
Determines reasons for data rejections (e.g., review reject list based upon the reason of the reject) and notifies Government POC of findings. Prepares and processes necessary correcting material based on Government approval.
