| Terms and Conditions | During review, we saw some mention of progress payments in the procurement regulations (FAR 52.232-16). Does this apply to the CLINs (Contract Line Item Numbers)? | This solicitation is using FAR Part 13 Simplified Acquisition Procedures. FAR Part 32 clearly states, "Unless agency regulations otherwise permit, contract financing shall not be provided for purchases made under the authority of Part 13." Current agency regulations do not permit otherwise; therefore, no financing is applicable to this requirement |
| Terms and Conditions | Is CLIN 0002 (Initial HWCVD system design drawings) viewed as a billable deliverable? Is it usually done as a percentage of the total contract or a total based on billing hours or rates? | CLIN 0002 is viewed as a billable deliverable. The Contractor shall use the pricing method that most accurately reflects the work and materials needed for that specific CLIN. |
| Salient Characteristics | In position 13, a leak rate measurement using a calibrated leak detector should be an accepted alternative for measuring the leak rate. Please confirm. | The leak up rate of all lines and vacuum components shall be able to be |
measured using the system pressure measurement gauge. During the factory acceptance test, measurement of the leak rate less than 5x10-9 Torrl/s for the three specified configurations measured with the system pressure measurement gauge may be calibrated using a calibrated leak detector.
