About this file
This is a Questions and Answers (Q&A) document responding to contractor inquiries regarding a federal construction project for West Virginia Authority (WVA).
The project involves removal of an underground storage tank (UST) and construction of a new steel building structure with associated site work. Key scope items include: tank pumping and removal by WVA prior to contractor work; collection of six soil samples with 24-hour turnaround testing; replacement of disturbed asphalt with concrete; installation of an overhead door or roll-up gates on the east side of a dumpster roll-off area; construction of bollards; and installation of new concrete footers and steel building with proper subbase. The contractor is responsible for providing engineered drawings internally and submitting them to WVA for concurrence, including design specifications for concrete footers, rebar sizing, and overhang requirements for the ramp tank. The contractor must also dispose of excavated material and ensure proper shoring/sheeting design for the UST removal due to excavation depth exceeding four feet. Excluded from scope are electrical work (Drawings E-01 and E-02), lighting installation, fencing, and work shown on Drawing S-05. The project is being treated as a service rather than a construction project for FAR 36.204 disclosure requirements. Bid results and unsuccessful offeror notifications will be provided via email after award determination. The quote due date has been revised in SAM to allow additional vendor review time.

Q No. Question/Comments Answer/Response 1 Is all electric including the light excluded? Yes.
2 Will the tank be completely pumped out by WVA before our work begins?
If tank is not pumped out please provide test results on the water or other parameters so we can price the liquid disposal.
The tank will be pumped out.
3 Please confirm that no soil will have to be disposed of by us and that all excavated dirt will be placed back in the tank hole without any testing.
Collect 6 soil samples and run for 24-hour turn around so the tank grave can be backfilled quickly. Field screen of soil. All tank spoils to be re-used in backfilling the tank grave.
4 When the tank is removed, some asphalt will also have to be removed. Can this area be redone with concrete? The contractor will have to dispose of the dug out material. It can be replaqced with concrete if needed.
5 There was discussion of oh door or swing gates on the east side of the dumpster for truck access. No requirement was shown on the drawings.
Yes, there will be gate or roll up door.
6 Drawing S-05 does not seem to be for this job. Please confirm that we can exclude any work shown on this drawing. Correct, it’s a different job.
7 Drawings E-01 and E-02 appear to be for other electric work. Please confirm that we can exclude any work shown on these drawings.
That’s correct.
8 Drawing S-03 shows ramp to be rebuilt and gates at the bottom of the ramp. Are these included? If so, please provide details.
There does not need to be any gates included in the project at the bottom of the ramp.
9 Drawing S-03 shows bollards. Please provide details. Yes, there needs to be bollards.
10 Drawing S-03 shows footings and columns. Please provide dimensions, sizes… for all steel and concrete work. New concrete footers for Steel Building with proper subbase.
11 Drawing S-03 shows wind column. Please provide details. A wind column is a construction bracing for the structure for weather resistance. It is beyond our expertise to know what the size/shap would have to be but it is a common design element. I would suggest that the design engineer would be a better POC for this.
12 Drawing S-03 shows east side being open. Is this correct? If not please provide details. Yes, the east side of the roll off area is where the overheard door or gates will be.
13 Drawing S-04 shows a flat concrete pad under the dumpster with no slope or containment. Is this correct? If not please provide details.
Correct.
14 Drawing S-04 shows the pad under the dumpster. Please provide details required to build this pad including thickness, reinforcing, subbase, concrete…
The pad needs to be sufficient to anchor the weight of the potential overhang as well as the weight of the dumpster and industrial waste items inside of it. We do not have the expertise to determine the thickness or depth of the concrete but it would have to be structured so that it can withstand the weight and weather exposures.
15 Drawing S-08 shows details for work that does not appear to be part of the scope. Please clarify this page and provide requirements including sizes, spacing, thickness…
S-8 was a structural example for concrete and pads; it has no directional information for the ramp structure.
16 Please provide details on construction of the surrounding pads that will be disturbed during the tank removal and new dumpster pad installation.
The dumpster pad and area where tank is being removed will be replaced.
17 It was mentioned during the walk through that the steel could remain unpainted. Is this correct? No, it will need to be painted.
18 Is an engineered sheeting/shoring design required for removal of the UST ? It will need shoring so that the structure does not collapse as it will be greater than 4 feet deep.
19 Is the double leaf chain link fence gate shown on sheet S-03 required? No we do not need fencing in that location.
20 Is any contaminated material expected to be encountered during the project? Not that we are aware of. WVA will be pumping out the tank prior to work starting in that area.
21 During the preconstruction meeting, it was discussed that lighting would not be required. Spec Part 3 Execution, Paragraph
3.11 references the installation of lighting. Please confirm whether lighting and electrical service are required for the new proposed structure.
We do not need lighting at this structure.
22 The drawings provided via email include Sheet S-05, New Gasoline & Diesel Foundation Plan, E-01 Electrical Legend, E-02 Electrical Site Plan. Please confirm whether this drawing is applicable to our scope of work.
Those drawing are not applicable to the SOW for this project.
23 Please confirm the required steel gauge, building specifications, load requirements and any additional design requirements for the proposed steel building. Alternatively, please confirm whether the building is intended to be a contractor-delegated design-build item, with the contractor responsible for the final design and engineering.
The contractor will be required to have all drawings completed internally and provide to the WVA for review. These will have to be reviewed by PW and other offices for concurrence.
24 Please provide any details related to the requirements for the footers. (i.e preferred concrete mix, rebar size and layout, depth etc).
The contractor will have to provide those measurements and designs internally and submit to WVA. The requirement in the project is for the structure to withstand weather conditions and provide overhang for the ramp tank.
25 Confirm that the bid date and time listed above are unchanged. Quote due date is revised in SAM to allow vendors time to review Q&A.
26 Construction cost estimate or a construction cost range for the project. N/A. The requirement at FAR 36.204 for "Disclosure of the magnitude of construction projects" has been removed from the Revolutionary Far Overhaul (RFO). Additionally, this requirement is being treated as a service, not as a construction project.
27 Planholders list/bidders list N/A. No list has been generated.
28 Non-Mandatory pre-bid attendance list from June 23 The Site Visit sign-in sheet is posted to SAM.
29 Have you issued any addenda? If so, please attach them to this response. All information available has been posted to SAM.
30 When is the best time to follow up for bid results? A notice to unsuccessful offerors will be emailed after an award has been made.
