About this file
The attached document is a technical specification for asbestos abatement, specifically Section 02 82 13.WVA. The specification outlines procedures for disturbance, removal, and disposal of asbestos-containing materials (ACM) at the Watervliet Arsenal, focusing on a minor asbestos project involving approximately 10 linear feet of pipe insulation in the basement of Building 44. The document details requirements for safety, submittals, quality assurance, and execution, including the need for contractor notifications, work plans, personal protective equipment, air sampling, and proper handling and disposal of asbestos-containing materials.
Key technical requirements include compliance with OSHA, EPA, and New York State Department of Labor regulations, use of specific protective equipment and materials, mandatory air monitoring and testing, and strict protocols for site preparation, containment, cleaning, and waste disposal. The specification mandates that the contractor provide detailed documentation such as safety data sheets, work plans, employee training certificates, waste shipment records, and a final clearance evaluation package. The abatement must be performed under the oversight of a certified asbestos project monitor, with rigorous standards for air quality, worker safety, and environmental protection.
