A.__ NOTICE OF WATERVLIET ARSENAL INFORMATION/REQUIREMENTS

(a) IMPORTANT DELIVERY/QUALITY REQUIREMENTS:

Any vendor that receives an award (except those paid by credit card or accommodation check) can view invoice payments made by DFAS at https://wawf.eb.mil/ using the “my invoice” system. You will be required to register in order to view payments. Payment information is maintained for 120 days from invoice payment. Vendors can find out when invoices have been paid by Electronic Funds Transfer (EFT), etc. This website can save valuable time and frustration over billing questions and it is a free service.

(f) RELEASE OF INFORMATION:

The contractor shall not release or authorize release of DoD specifications; acceptance test results; information involving critical military technology; or any other information in which the DoD maintains proprietary rights, or is otherwise confidential or classified. This restriction includes any endorsement by the Department of Army of a contractor. Release of information under the circumstances referenced above requires the prior written approval of the Contracting Officer responsible for this contract. It is the contractor’s responsibility to be familiar with, and comply with the requirements of Chapter 5, page 22, paragraph 5-48, of AR 360-1 may be found at http://www.usapa.army.mil/pdffiles/r360_1.pdf

C._1_ Submission of Recordable Injuries and Illness Cases (Dec 2012) (ACC-Warren (WVA)) Watervliet Arsenal is pursuing OSHA Voluntary Protection Program (VPP) recognition. The VPP impacts all contractors whose employees cumulatively work more than 1000 hours per quarter within a calendar year at Watervliet Arsenal (herein referred to as “applicable contractors”).

It is the contractor’s responsibility to ensure its employees and managers are in full compliance with OSHA requirements and have a general understanding of VPP. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html . All contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of Watervliet Arsenal.

Applicable contractors are required to annually submit to Watervliet Arsenal, ATTN: TAWV-XO-S/Safety Office, Bldg. 10, 1 Buffington Street, Watervliet, NY 12189-4000 or email: usarmy.watervliet.tacom.list.wate-safety@mail.mil the following documents (covering the previous calendar year quarters) by 15 January:

- Total Case Incidence Rate (TCIR) - the number of recordable injuries and illness cases per 100 full-time employees that a site has experienced in a given time frame.

- Days Away, Restricted, and/or Transfer Case Incident Rate (DART) - Number of recordable injuries and illness cases per 100 full-time employees resulting in days away from work, restricted work activity, and/or job transfer that a site has experienced in a given time frame.

- OSHA Form 300A

Applicable contractors may submit the above immediately following the completion of a quarter, if desired.

H._1_ SERVICES/CONSTRUCTION REQUIREMENTS

(a) SCHEDULE UNIT OF MEASURE NOTE: When "LOT" is stated as a unit of measure it is the equivalent to

"JOB".

(b) WORK PERFORMED ON-SITE AT WATERVLIET ARSENAL:

The contractor agrees that each employee working at Watervliet Arsenal will sign the “Contractor Personnel Agreement on Non-Disclosure of Watervliet Arsenal Technology below. Signatures must be received by the Contract Administrator before work may begin and any resultant delay won’t be considered an excusable delay to contract performance as defined in the contract clause “Default”. Additional copies of this Non-Disclosure Statement can be found on the Internet at http://www.wva.army.mil/Documents/Contracting/nondis.pdf

(d) CONTRACTOR PERSONNEL AGREEMENT ON NON-DISCLOSURE

OF WATERVLIET ARSENAL TECHNOLOGY

(1) The Undersigned, as an employee of _________________________ (Name of Firm) agrees to the following terms and conditions.

(2) Any knowledge gained, as a result of my being permitted on Watervliet Arsenal’s premises, concerning cannon production technology (as defined below) or other technology on any defense item being manufactured or developed at Watervliet Arsenal, will not be released outside of _________________________ (Name of firm) and/or the United States of America (this prohibition includes, but is not limited to, the company’s domestic and foreign subsidiaries, affiliates, etc.), nor will such technology be used to manufacture or assist another in the manufacture of cannon (as described below) or other defense items being manufactured or developed at Watervliet Arsenal, without the written prior approval of Watervliet Arsenal.

(3) Definitions:

(a) CANNON: is defined as any and all components/parts of a complete assembly consisting of a tube, breech mechanism, tube attachments, muzzle appendages, firing mechanisms, and all integral components.

It may also be a component of a weapons system of 40mm Bore or over such as tank guns, towed and self-propelled howitzers, naval guns, mortars and recoilless guns.

(b) CANNON PRODUCTION TECHNOLOGY: is defined as the technical data package and manufacturing technology.

(1) TECHNICAL DATA PACKAGE: cannon engineering drawings, specifications and standards.

(2) MANUFACTURING TECHNOLOGY: technical knowledge, documentation, assistance and equipment and machines used and/or useful in the manufacturing of cannon.

(c) TECHNICAL KNOWLEDGE: the know how collected, trade secrets, production experience and special skills necessary for the production of cannon and the technical information and inventions necessary for the manufacture of cannon and relating to the manufacture of cannon.

(d) TECHNICAL DOCUMENTATION: manufacturing technical data comprised of drawings, specifications, schemes, composition, descriptions, methods of calculations, instructions and other information necessary for the manufacture of cannon.

(e) TECHNICAL ASSISTANCE: all assistance required to make practical and economical use of the technology required to manufacture cannon, such as delivery of documentation, training of personnel, instructions, consultations and acquainting of specialists with the most economical method of using this technology in the manufacture of cannon.

(f) EQUIPMENT AND MACHINES: production machines, machine accessories, apparatuses, spare parts and tooling used for cannon manufacture.

(e) JOB SITE AVAILABILITY:

The work site will be available for performance during normal business hours:

Monday through Thursday Business Hours: 7:00 a.m. EST to 4:00 p.m. EST

Friday Business Hours: Every other Friday from 7:00 a.m. EST to 3:00 p.m. EST

Fridays will be staggered with every other Friday being a closed business day. The first Friday of 2023 to be closed is January 13, 2023.

Based on the above, service contractors should call contract/purchase order administrator in advance if service is scheduled for a Friday to determine if the Arsenal will be open for business.

When a federal holiday is normally observed on Friday, the Arsenal may be closed on the preceding Thursday. In this case, contact the contract/purchase order administrator in advance if scheduling service to determine if the Arsenal will be open for business.

Work at other than the above hours won’t be allowed unless the contractor makes an application at least 48 hours in advance and gets written contracting officer approval. No guarantee is made that the job site will be made available other than as stated above.

(f) CONTROL OF FOREIGN VISITORS TO WATERVLIET ARSENAL:

Offerors are advised that any employee or representative of their company who is not a U.S. citizen, (or is representing a foreign company) and is a U.S. citizen), planning on visiting the Watervliet Arsenal for the purpose of attending: bid conferences, bid openings, site visits, engineering services, or any other visit related to this solicitation will be escorted at all times by an arsenal representative while on the installation grounds.

Therefore, offerors must notify the Contracting Officer in advance (a minimum of two [2] weeks) of any proposed visit by a non-U.S. citizen or U.S. citizen representing a foreign firm, to assure proper clearance for entry into the arsenal. Failure to comply, or disclose a foreign national visitor, may subject the Contractor to the penalties set forth in 18 U.S.C.A. Section 1001, Chapter 14.

Due to manpower constraints, Watervliet Arsenal is often unable to provide escort services during contract performance. Therefore, if the resulting contract requires performance on Watervliet Arsenal property, employees, individuals or subcontractors representing the successful offeror who are not U.S. citizens may not, depending on staffing levels and the availability of escorts, be allowed access to the Arsenal for purpose of contract performance.

Be further advised that the inability of the Arsenal to provide escorts resulting in denial of access to Watervliet Arsenal of the aforementioned personnel will not be considered an excusable delay to contract performance as defined in the contract clause “Default” contained in the contract. Therefore, offerors should consider the above contingencies during offer preparation.

(h) CONTRACTOR IDENTIFICATION:

Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence, and when working in situations where their actions could be construed as official government acts.

A.__ Electronic Contracting Electronic Bids/Proposals/Commercial Offers Required in Response to this Solicitation (June 2020) ACC-WVA

(a) All Army Contracting Command – Watervliet Arsenal (WVA) solicitations will be publicized on the SAM.gov website (https://sam.gov /). Any additional attachments, including Technical Data Packages, when available electronically, will be separate attachments or links embedded in the solicitation.

(b) Bids/Proposals must be submitted in electronic media. When submitting your bid/proposal electronically, the bid/proposal and any supplemental information (such as spreadsheets, backup data, technical information), can be submitted using any of the following electronic formats:

(1) Microsoft* Office Products (Watervliet can read Microsoft* Office 2007 and lower); Word, Excel, or PowerPoint. Spreadsheets must be sent in a format that includes all formulate macro and format information. Print image is not acceptable.

(2) Files in Adobe PDF (Portable Document Format). Scanners should be set to 300 dots per inch.

(3) Files in HTML (Hypertext Markup Language). HTML documents must not contain active links to live Internet sites or pages. All linked information must be contained within your electronic bid/offer and be accessible offline.

(4) Other electronic formats are not acceptable.

(c) Please select only one medium by which to transmit each bid/proposal.

(d) Timely receipt of offers/proposals:

(1) Your attention is called to the solicitation closing date and time on the solicitation is local time for the Army Contracting Command – Watervliet Arsenal (WVA). Lateness rules for electronic submissions for bids are outlined in FAR 52.214-7, “Late Submissions, Modifications, and Withdrawal of Bids,” for proposals in FAR 52.215-1, “Instructions to Offerors—Competitive Acquisition” or FAR 52.212-1, “Instructions to Offerors-Commercial Items.” Pay particular attention to the applicable clause as it relates to the timing of submissions.

(2) NOTE: There is no “expected” or “target” length of time for proposal submission; size and content may be factors, therefore offerors are strongly cautioned to submit their proposals allowing adequate time for submission.

(3) Solicitations may remain posted on the SAM.gov website after the solicitation closes. Even though the system may allow you to submit a proposal after the closing date/time, your proposal will be considered late and may not be considered for award.

(e) Security Note: If you choose to password-protect access to your bid/offer, you must provide the password to Watervliet Arsenal at least ten days prior to the opening/closing date. Contact the buyer identified in “Watervliet

Arsenal Information/Requirements”. Passwords used only for the purpose of write protecting files need not be provided.

(f) Electronic bids/proposals must include, as minimum:

(1) E-mailed bids/proposals must include a signed SF 33 cover sheet, SF 1449 or SF 1442 (whichever is applicable) that can be scanned. If scanned, attach it to your e-mail offer (or first e-mail message if you are sending multiple e-mails due to length).

(2) All applicable fill-in provisions. For solicitations issued on an SF 33 or SF 1442, this would include Sections A, B, F, and K. For solicitations issued on an SF 1449, you must review the solicitation to ascertain where all of the required fill-ins are located since commercial acquisitions do not have designated sections.

(3) A statement of agreement to all the terms, conditions, and provisions of the solicitation.

(4) Any other information required by the solicitation.

PART 1 GENERAL

1.01 Overview.

A. As part of the Watervliet Arsenal electrical infrastructure improvement program, the below listed equipment has been identified for replacement.

1. Replace 250VDC Rectifier #1 + 480-240VAC, 500kVA, Dry Xfmr in B135 (Qty-1ea).

2. Install Cable & Conduit as required to make AC & DC terminations

3. Replace 250VDC Rectifier #2 + Transformer in B135 (Qty-1ea).

4. Replace 250VDC Rectifier #3 + Transformer in B110 (Qty-1 ea.)

5. Replace 250VDC Rectifier #4 + Transformer in B110 (Qty-1 ea.)

6. Replace 250VDC Rectifier #5 + Transformer in B35 (Qty-1 ea.)

1.02 Scope.

A. This Statement of Work (SOW) defines the effort required for turn-key removal and replacement of existing 250VDC crane rectifier(s) and associated transformer(s) in manufacturing building location(s).

B. Work in scope includes replacement of one (1) rectifier and one (1) AC-DC transformers in B135 with accessories & connections between substation 1B4, 480VAC switchgear and substation 1B4 250VDC switchgear.

C. Work in scope also covers any adjustment to cable, conduit and/or raceway runs necessary to terminate Contractor’s equipment to existing switchgear(s). Rectifiers shall be complete and useable once installed.

D. Equipment transportation, rigging and any necessary local storage shall be by Contractor.

E. Contractor shall include pricing for similar replacement of B135 rectifier #2, B110 rectifiers, and B35 rectifier.

1.03 Existing Conditions.

Building 135:

A. Two rectifiers are co-located indoors in substation area 1B4. Rectifier #1 (North) is off-line & cannibalized for parts. Rectifier #2 (South) is in operation. Refer to drawing SK-001.

B. The rectifiers (#1 & #2) are each supplied from adjacent indoor 480VAC, 3PH, 600A switchgear feeder breakers via below grade cables attached to a dedicated indoor rectifier transformer.

C. Each rectifier lineup consists of a 480-240V, 565kVA, Oil-Type, ONAN transformer which is direct cable coupled to a DC rectifier cabinet & then to a rectifier breaker via internal bus. The rectifier breaker is then connected to adjacent 250VDC switchgear via overhead cable conduit and/or tray through 2 Sets of 3-750MCM.

D. The 1B4 DC switchgear is cross-connected to the DC network in other buildings via underground cable, duct bank & manholes.

Building 110:

E. Two rectifiers are co-located indoors in substation area 1A3. Rectifier #3 (South) is in operation.

Rectifier #4 (North) is off-line & cannibalized for parts. Refer to drawings SK-002 through SK-004.

F. One rectifier (#3) is supplied from a direct coupled 480VAC, 3PH, 1600A breaker section that connects to a dedicated outdoor 480-240V, 500kVA, Dry-Type, ONAN rectifier transformer.

Primary & secondary transformer terminations are via trenched cable beneath the AC breaker & rectifier sections.

G. The second rectifier (#4) is not in service. It has no accompanying AC connections or an associated rectifier transformer.

H. Each rectifier lineup consists of a rectifier cabinet which is direct coupled to a DC rectifier breaker.

The rectifier breaker is then connected to adjacent 250VDC switchgear via overhead cable conduit and/or tray.

I. The 1A3 DC switchgear is cross-connected via busway to the DC triangle breakers in building 110 South which connects to the DC network in other buildings via underground cable, duct bank & manholes.

Building 35:

J. One rectifiers is located indoors in substation area 3B2. This rectifier is in operation. Refer to drawings SK-005 & SK-006.

K. The rectifier (#5) is supplied from an adjacent indoor 480VAC, 3PH, 1600A switchgear feeder breaker via below grade duct bank cables attached to a dedicated indoor 480-437Y/252V, 500kVA, Dry-Type, ONAN rectifier transformer.

L. The rectifier lineup consists of a top entry incoming DC cableway which is direct bus coupled to the HV windings of the rectifier transformer. The LV windings are direct coupled to the DC rectifier cabinet & then direct coupled to a DC rectifier breaker. The rectifier breaker is then connected to an adjacent 250VDC switchboard via below grade trench & cableway through 2 Sets of 4-750MCM.

M. The 3B2 DC switchgear is cross-connected via cable to the DC triangle breakers in building 35 South-West which connects to the DC network in other buildings via underground cable, duct bank & manholes.

1.04 Contractor Qualifications.

A. Splicing and terminations of cable equal to or greater than 600 volts shall only be performed by a qualified medium voltage technician possessing a “National Cable Splicing Certification Board (NCSCB) medium voltage personnel certification”. The Contractor shall submit copies of NCSCB certification(s) for Government review and approval prior to beginning splicing or terminating any cable equal to, or greater than 600 volts.

B. Workers who install, splice, terminate or test the cables shall have not fewer than five years of experience working with cables equivalent to those being supplied. Contractor shall submit a list of workers who will splice and terminate the service entrance cables with documented relevant experience.

C. Contractor may need to utilize personnel qualified for “hot-work” on cable systems & provide any necessary safety equipment to do so.

D. Installing contractor to use mechanically powered, cable reel rotating equipment, designed for the purpose of installing MV cables through overhead or underground conduit and manholes.

E. This equipment is required because it efficiently, safely, handles MV cable work in underground applications with reduced chance of damage to newly installed cable. Submit description of such equipment to be utilized for Government review and approval.

1.05 Hours of Operation.

A. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through

3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.

B. No work shall be conducted without pre-approval & coordination through the CONTRACTING OFFICER’s REPRESENTATIVE (COR). The Contractor and sub-contractor’s personnel shall notify the COR upon arrival at or exit from the Arsenal on a daily basis. If the Contractor’s personnel are working on-site in multiple locations, the COR shall be notified when workers are re-locating between sites. Any unscheduled/non-coordinated visits may be turned away at the Contractor’s expense & the government shall not be liable for impact to the Contractor’s overall project schedule.

1.06 General Requirements.

A. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

B. The contractor shall supply all tools, materials, supplies, equipment, labor, temporary utilities (portable generators, lights, etc.) and supervision necessary for the complete execution of the requirements within the contract documents and requirements of this SOW.

C. All necessary storage shall be provided by the Contractor. The government is NOT responsible for providing temporary or secure storage of Contractor’s materials, tools or equipment.

D. The contractor shall, prior to submitting a proposal, review (i) all contract documents, and (ii) the project work site, and shall provide written notice to Contracting Specialist detailing any discrepancies that are found between the contract documents and the project work site.

E. Any required Substation outages require 60-Day prior notice to WVA tenants and should be clearly indicated in Contractor’s Master Plan. The plan shall be reviewed and approved by the Government prior to mobilizing and beginning work. Any work executed prior to plan approval shall be at Contractor’s own risk & expense.

F. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work.

G. The contractor shall notify the COR a minimum of ten (10) business days if the shut-down of a local utility panel is needed or prior to any required witness point.

H. Manufacturing operations take priority. Any outage requiring an interruption to manufacturing needs WVA Operations pre-approval prior to execution & may require adjustment of Contractor’s planned schedule. Such shutdowns may need to be scheduled around operations (i.e. at night or on weekends).

Rejected Operations interruptions may require up to sixty (60) days of schedule re-adjustment and should therefore be identified as early as possible.

I. The contactor shall clean all work areas, at the end of each work day, to remove all tools, equipment, debris, materials, and all waste from the work site.

J. The Contractor shall supply all safety barriers, cones, tape, signage, fencing, etc. to secure the work area. A Contractor’s representative shall ensure all safety equipment is replaced & secure from the elements, and verify that the COR or COR’s representative is satisfied with the placement prior to leaving the site at the end of each work day.

1.07 Safety Requirements.

A. General.

1. The contractor shall be responsible for complying with all DOD, Army, Federal, and State health and safety requirements which are applicable to this project and shall use all means and precautions available to ensure the safety of the occupants and protection to the existing buildings and structures.

B. Contractor Safety Plan.

1. The contractor shall submit a safety plan which is specific to the work activity being performed under the scope of this project for Government review and approval.

C. Hazardous Materials.

1. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos inspection records to verify the location and description of known asbestos-containing materials. The contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Project COR prior to starting project work.

2. If any asbestos-containing materials or other environmental hazards (ex. Oil filled cable or PCB materials) are unexpectedly discovered or encountered in the work area during construction, work will immediately be stopped & the Project COR will be immediately notified. Work will not continue until the COR can make an abatement determination & notifies the contractor in writing that work can be resumed.

3. Contractor shall submit Material Safety Data Sheets (MSDS) for any hazardous materials used in construction or transported to the work site.

D. Lockout/Tagout Procedures.

1. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147. All lockout/tagouts shall be coordinated with the WVA maintenance shop & the project COR.

2. The project COR shall be notified and approve all proposed lockout/tagouts prior to the contractor or sub-contractor commencing associated work.

3. COR shall be notified prior to clearing or removing ALL tagouts (LOTO).

4. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification

Acknowledgement Record” prior to working on or de-energizing any electrical equipment.

E. PPE Requirements.

1. The contractor shall provide & comply with all OSHA specified equipment and gear that is required when working with medium (13.2 kV) and low (480V) voltage sources.

1.08 Period of Performance.

A. The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than [360] calendar days after notice to proceed was given. The time stated for completion shall include any required fill & resurfacing of excavated duct banks and final cleanup of the premises.

1.09 Project Schedule.

A. Upon award, the contractor shall create a project schedule and submit for Government review and approval. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. The Contractor shall include equipment ex-factory dates, delivery dates, requested outages, appropriate milestones, etc., and shall clearly detail any requirements for witness points and work performed outside of regular WVA hours of operation.

B. The project schedule shall also include target dates for any document deliverables (catalog sheets, test reports, O&M manuals, customer drawings, etc.) as defined in Appendix A.

C. A typical schedule shall be included with Contractor’s initial bid. A preliminary project specific schedule shall be submitted for approval within 14 days of contract signing. Contractor will NOT be granted a Notice to Proceed (NTP) without an approved schedule.

1.10 Permits.

A. The Contractor shall obtain the following WVA Permits from the Contracting Officer’s

Representative (COR), IAW the Watervliet Arsenal Information for Contractors (WAIC). The Project COR will provide the Permit forms and the direction necessary to complete each Permit.

1. Utility Clearance (Dig) Permit

2. Hot Work (Flame) Permit

3. Confined Space Entry Permit

B. The clearance of buried utilities will be performed by the Government in advance of the Contractor performing subsurface work, unless otherwise explicitly stated. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the COR prior to initiating subsurface work & verify that it is correct.

C. The Contractor is responsible to verify existing utility locations as indicated on contract drawings, within area of work & maintaining any necessary marking(s) after the initial clearance permit is received. Damage caused by not maintaining markings shall be at the Contractor’s expense.

D. Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used. Contractor shall also notify WVA Fire Department when the work is discontinued or finished each day.

1.11 Contractor’s Equipment.

A. The contractor shall create and affix a label to all large equipment, trailers, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:

B. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.

Place waste dumpsters with a minimum of 33’ clearance from any building. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.

1.12 Contractor’s Services.

A. The Contractor shall provide all labor & equipment to survey the site of work & provide a fully engineered design to the government.

B. The Contractor’s Engineer shall be the designer of record & review/approve any sub-contractor’s supplemental input(s) to his overall design. The primary contractor is responsible for ensuring the accuracy and correctness of all design terminations, assemblies and compliance to code before submitting the completed design to the government. If necessary, the Contractor shall hire an A/E firm to meet this requirement.

C. The Contractor is responsible for providing all transportation and temporary storage of equipment from Ex-Factory location to site. This includes any off-site storage required for sub-contractor assembly coordination or acceptance inspection(s).

D. The Contractor shall provide all labor & rigging services required for equipment installation.

E. The Contractor shall provide field services to oversee installation, startup and commission new equipment.

F. The Contractor shall provide field service technician for basic equipment walk-thru and training to

WVA maintenance personnel (4hrs or less), after initial commissioning & burn-in period.

1.13 Project Drawings.

A. The Contractor shall complete the Items of Work in accordance with the following project specific drawing(s)which are part of and attached to this SOW.

B. The Project Drawings do not indicate each component, device, fastener, fixture, or similar incidental item necessary for the performance of the work. The Contractor shall provide, furnish, and install all necessary and appropriate components, devices, fasteners, fixtures, or similar incidental items as necessary and required to provide complete, operable, and functional system to suit the intended purpose.

C. Project Drawings are illustrative in nature. Dimensions listed in this document or on any included drawings are approximate point-to-point distances with no allowance for changes in elevation, number of conductors or conduits, cable terminations, splicing, or racking of cable at perimeter of manholes. The contractor is required to review the project site, and obtain and/or verify all measurements and project data/information required to perform this project work. In addition, the contractor is required to review all contract documents, and provide written notice to Contracting Officer of any discrepancies that are found. Work shall not begin until all discrepancies are resolved.

1.16 Submittals.

A. The contractor shall e-mail all submittals to the Contracting Specialist for review and approval. All submittals require government approval unless otherwise explicitly stated.

B. Approved submittals shall only allow the contractor to proceed with the installation and shall not be construed to mean that the contractor has satisfied all requirements of these specifications.

Government approvals shall be obtained prior to any materials being purchased and/or released to manufacturing or installed. Proceeding without approvals will be at the Contractor’s own risk – subsequent changes required from approved drawings will then be at the Contractor’s expense.

C. Where a variation/deviation from the Contract Documents exists, the submittal shall include a cover letter providing a list of each variation that the submittal may have from the requirements of the contract documents. In addition, the Contractor shall provide specific notation on each shop drawing, sample, catalog cut, data sheet, installation manual, etc. submitted for review and approval, of each such variation.

D. The contractor shall reference APPENDIX A “Consolidated List of Submittals” for complete list of required submittals.

PART 2 PRODUCTS

2.01 General.

A. Products listed below shall be provided. Any proposed substitutions shall be specifically identified and submitted with Contractor's initial bid proposal and shall include the manufacturer's description and catalog data sheets for evaluation by the government. The government shall approve all requested substitutions in writing. Under no circumstances shall the contractor assume approval without written consent.

B. Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium, lead, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer’s original packaging.

C. All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.

PART 2 ITEMS OF WORK

2.01 General.

A. The Contractor shall complete the Items of Work in accordance with the Project Drawings, attached to this SOW as Appendix [C&D]. The Project Drawings and Specifications do not indicate each component, item, fastener, or similar incidental item necessary for the performance of the Work. The Contractor shall provide, furnish, and install all necessary and appropriate component, item, fastener, or similar incidental items as necessary and required to provide a complete “turn-key” rectifier replacement in the indicated area(s). All installation shall be NEC & IEEE compliant. The following Items of Work further clarify and constrain the project execution.

B. Refer to attachments SK-001 for typical work area layout & connections. Once non-disclosure agreement is in place, equipment photos can also be provided to support contractor’s detailed design.

C. Contractor is responsible for verifying utility locations within work area. Contractor shall submit work permit via WVA COR to initially mark expected utilities along intended construction path.

Thereafter, contractor is responsible for maintaining all markings throughout construction. If Contractor further requires utility to be confirmed by sounding equipment, then Contractor shall provide any necessary personnel or tools to do so. All sounding equipment shall be verified as calibrated prior to use.

D. Demo existing rectifier(s) and associated transformer(s) & rectifier breaker(s).

E. Install new rectifier(s), transformer(s) and rectifier breaker(s).

F. Make cable entry/exit adjustments (new cable, conduit, raceways, etc) as required to reconnect rectifier cables. New Rectifier(s) shall align with existing incoming AC conduit locations.

Cable/conduit exiting new rectifier(s) shall be installed as new to existing DC switchgear/switchboards.

G. Label, megger & test all power terminations.

H. Test rectifier and all associated metering & protections.

3.02 Demolition

A. Prior to commencing work, Contractor will submit lockout request. Government personnel shall isolate, de-energize and physically lock out the AC power source to the rectifier and associated equipment. Contractor shall verify all safety grounding and provide own lockout tags in addition to the government tags in order to ensure government does not clear tags prior to completion of Contractor’s installation work. De-energizing shall include, but not be limited to the 480VAC supply breaker, rectifier transformer, DC rectifier breaker and down-stream DC switchgear breaker. Care shall be taken to identify and isolate any cross-connected equipment. 250VDC switchgear/busways are connected to multiple rectifiers in different buildings.

B. Contractor shall remove existing substation fencing, brick wall and/or electrical room doors as required to rig & install new equipment. Any walls or building structures requiring demo for installation shall be pre-approved by COR. Any scrapped obstructions shall be replaced as new by Contractor.

C. Contractor shall temporarily remove/relocate any signage, receptacles, fire protection, pull boxes, panels, etc. as required to facilitate rigging necessary for new equipment installation. Any items moved shall be coordinated with the COR to advise tenants/operations of loss of service prior to removal. All items moved shall be replaced by contractor after new equipment installation is complete & tested for proper operation. Contractor shall provide any miscellaneous materials (conduit, cable, fittings, fasteners, anchors etc) required to restore moved items to their proper location.
