Presenter Notes Presentation Notes Materials and Manufacturing Sciences focus on fundamental research to provide superior materials and devices needed to enable lasting strategic land power dominance. The future Army will require materials with unprecedented properties rapidly manufactured, grown, synthesized, and produced cost-effectively to enable highly mobile, information reliant, lethal, and protected Army platforms. This technology enables the Army to execute real-time, point-of-need design and fabrication thereby increasing agility and logistical efficiency from the microscale to the infrastructure scale.
Computational Sciences focus on advancing the fundamentals of predictive simulation sciences, data intensive sciences, computing sciences, and emerging computing architectures to transform the future of complex Army applications. The foundational research in artificial intelligence and machine learning will enable autonomous cross-domain maneuver warfighting concepts with intelligent agents that rapidly learn, adapt, and reason faster than the adversary to fight and win in contested, austere, and congested environments.
Ballistics Sciences focus on gaining a greater understanding and discovery of mechanisms and on generating concepts and emerging technologies that support kinetic lethality. Knowledge and concepts gained will lead to unprecedented enhancements in weapons range, precision, and lethality for the mounted and dismounted Soldier against a spectrum of manned and unmanned ground and aerial combat systems.
Human Sciences focus on identifying, creating, and transitioning scientific discoveries and technological innovations underlying Human Behavior; Human Capabilities Enhancement; and Human-System Integration that are critical to the U.S. Army’s future operational superiority. Foundational research in human agent teaming provides human agent teams with the capability to perform as well as Soldier teams but with greater team resilience, faster, more informed team decision making, and reduced numbers and risk to Soldiers.
Propulsion Sciences focus on gaining a greater fundamental understanding of advanced mobility and maneuver technologies that enable innovative vehicle configurations and subsystems architectures – critical to the future Army’s movement, sustainment, and maneuverability. Foundational research in tactical unit energy independence enables energy-intelligent autonomous squad support systems that lighten the Soldier load, providing a more maneuverable, sustainable, and lethal force and intelligently monitor and distribute power on the move, reducing dismounted Soldiers’ cognitive and physical load.
Network and Information Sciences are focused on gaining a greater understanding of emerging technology opportunities that support intelligent information systems that perform acquisition, analysis, reasoning, decision-making, collaborative communication, and assurance of information and knowledge. Understanding gained through these research efforts will lead to technological developments that make it possible to manage, utilize, and maintain trust in information flows and geospatial situational awareness within the battlespace.
Protection Sciences focus on gaining a greater understanding and discovery of mechanisms and generating concepts and emerging technologies that support protection systems that adapt to evolving threats, and the mechanisms of injury affecting the Warfighter. Foundational research in understanding and manipulating the physics of failure will lead to technologies that enable a broad array of resilient kinetic and non-kinetic protection systems and focuses on precise and accurate knowledge of materials/system failure for protection overmatch.

Provide the Army and other Joint Warfighter partners with a quick-reaction contracting vehicle to enable & accelerate the realization of new Army Modernization transformational OVERMATCH CAPABILITIES through rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration – all aspects of operationalizing science through disruptive innovation for dominant Multi-Domain Operations (MDO) and Joint All- Domain Operations (JADO) capabilities:
– Outcomes to be utilized by AFC for recommendation(s) on further technology investment decisions for realization of both near-term and longer-term overmatch capabilities.
– Outcomes may include rapid advanced-technology insertion for POR’s and fielded systems (for rapid warfighter feedback / spiral development)
– Outcomes may be utilized to provide effective solutions to counteract and defeat asymmetrical, adaptable enemy overmatch threats when present – advanced-technology-based solutions that can also be employed by small units, expeditionary forces, special operations forces and other irregular warfare operators.

General Technical Requirements & Selection Criteria:
– Demonstrated understanding of the AMP PWS requirements
– Demonstrated advanced capabilities in key mission and technical areas
– Demonstrated capability to meet quick-reaction project contracting needs that may span a wide range of specialized services from 6.1 through 6.7 TRLs, in some cases within the same task order contract.
– Demonstrated capability to provide specialized services within a MDO / JADO environment.
– Goal is to select a reasonable number of prime contractors based on the best overall value proposals that are determined to be the most beneficial to the Government in meeting the goals of the AMP IDIQ contracting vehicle.
Specialized Services are defined as the capacity to:
1) Provide rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration across a wide range of technology readiness levels (TRLs) / maturity levels,
2) Provide the services in 1) within the context of real-world, battle-ready OCONUS environments, and
3) Provide these services with demonstrated experience in convergent MDO & JADO environments. These specialized services (and experience bases) are critical for the development of Army MDO & JADO overmatch capabilities that the AFC has been commissioned to achieve under the Big 6 Army Modernization Priorities framework by 2028 and beyond.

Advanced Prototyping & Experimentation (APEx) Team Business Model
•The Advanced Prototyping and Experimentation (APEx) Team supports and reinforces the Army Research Laboratory’s Mission of providing the underpinning science, technology and analysis needed to enable full-spectrum Operations. And ARL’s Vision of “Many Minds, Many Capabilities and a single Focus on the Soldier.”
We support the U. S. Army, DoD Components and Government Agencies in identifying and managing their technology development needs with a strong focus on rapid prototyping and transitioning solutions which fulfill urgent mission needs.
We provide our customers with the full capability of the Army Research Office’s Contracting Group to support Contract Execution and Administration.
We provide our customers with a Testing and Experimentation range facility in close proximity to the DC Metro area and liaise to set up events at other DOD Ranges.
The APEx Team strives to be the “Partner of Choice” by providing our customers with a fully-integrated Technology Development solution.

ARL 3-D MEMS LIDAR
• APEX Team evaluated ARL developed MEMS scanning LIDAR for UAS VTOL and FW (TIER 2 &3 Applications) with following results:

– Point spacing is evenly distributed
– Small spot size on the ground (small divergence angle of laser pulse)
– Line scan mode for area mapping, raster scan mode for “stand and stare” missions
– Allows operation from high-speed UAVs due to the high pulse repetition and line scan rates

APEX TEAM RECENT SUCCESSES - ARL 3-D MEMS LIDAR
LiDAR can be used for sensitive site exploitation. 3D LiDAR images can rapidly convey the physical state and layout of manufacturing facilities including stockpiling areas, ventilation, power, support equipment (e.g., vehicles and transport equipment).
3D LiDAR point clouds can be used to calculate volumes and assess physical characteristics of terrain. Applications include pre-blast and post-blast analysis and IED forensics.

- ARL 3-D MEMS LIDAR
• Description - U//FOUO) The SABIR system is a suite of roll on and off multi-mission pods and sensors that quickly install in the paratroop doors of the C-130
LiDAR
• Features
– The system permits a quick installation of mission payloads on the host aircraft.
– The SABIR arm is equipped with a standard universal NATO “ratchet” style fitting to allow for rapid swap out of sensors and pods equipped with the same universal NATO “socket” style to accommodate various mission area payloads.
– Palletized control stations can be quickly rolled on and off the host aircraft to control and monitor the mission payloads.
– Following a mission the entire system can be quickly removed and stowed to allow the aircraft to be quickly returned to its original mission configuration.
• Accomplishments
– Rear observation system with bubble windows and crash rated seats for C-130J.
Resulted in seizure of a Narco-Sub during SOUTHCOM flight testing.
– Harvester Pod for USAF Technical Application Center, the pod analyzes what it captures in real time and also collects samples in filters for researchers to examine after the pods have landed. Completed three phases of development.
– LiDAR turret for USSOCOM, completed two phases of development.
– Maritime Patrol System for the Philippines Air Force consisting of a dual-strut shipset, with MX-15 EO/IR turret and ELM 2022A V(3) Multi-Mode Surveillance Radar, integrated into a tactical workstation. South China Sea Initiative (June/July 2018 install and training in Philippines).
– FY18 effort will provide roll-on/roll-off AN/ALQ-231(V) 1 Block 1 Intrepid Tiger (IT) II a communications electronic attack pod capability to U. S. Marine Corps (USMC) KC- 130J Aircraft.
APEX TEAM RECENT SUCCESSES – SABIR PROJECT
HIGH ALTITUDE LIDAR OFF-NADIR EXPERIMENTATION (HALOE)
HALOE is a unique and powerful capability to map and visualize targets
• Data can be fused with other data to provide novel perspectives of the battlefield and critical target
• Data can provide planners with detailed terrain elevation data that is not cluttered with trees, buildings, or other artifacts
• Provides 3D image data of targets for better engagement planning
• Provides unique line-of-sight data perspectives
• Can survey extremely large regions to provide detailed topographic map data in regions not previously accurately surveyed and denied current ground survey access
The ARL SE-IEB APEx Team is supporting the Army Geospatial Command with advanced LiDAR Off-Nadir System Development and Experimentation In the AFRICOM AOR. This is a two-year $80M effort to:
• To collect, process, and utilize 3D LiDAR mapping data
• Produce Digital Elevation Maps (DEM) and Point clouds
• Deploy and collect data in AFRICOM / Seychelles (2015-2016)

Selected Responses to Written Public Questions
• Q2: Can the Government clarify if the Army Modernization Priorities (AMP) IDIQ is a separate requirement than Advanced Expeditionary Warfare Development (AEWD) IDIQ or is this a follow-on requirement that will replace AEWD?
• Ans2: DEVCOM-ARL-SEDD-APEX Team created AMP to better align Team support to AFC and ARL Missions. AMP does replace AEWD as the “flag-ship” RDT&E contracting vehicle for the APEX Team, but contract scope/focus will be different than AEWD. However, APEX Team—with support from ARL HQ—will provide continued support to DOD Mission Partners as AEWD, ARL-3, ARL-2 and ARL-1 contracts has accomplished throughout the years. The APEX Team’s objectives align with quick reaction RDT&E projects that will support innovation to address current and emerging need/requirements that ultimately address the Transformational Overmatch Concept.
SELECTED RESPONSES TO WRITTEN PUBLIC QUESTIONS
• Q14: “Sub-factor 1 references "specialized services from 6.1 through 6.7 tasks". What are the seven
(7) tasks are being referenced above? (p. 54)”
• Ans14: “Specialized Services” are defined as the capacity to:
1) Provide rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration across a wide range of technology readiness levels (TRLs) / maturity levels (6.1 through 6.7),
2) Provide the services in 1) within the context of real-world, battle-ready OCONUS environments, and
3) Provide these services with demonstrated experience in convergent MDO & JADO environments. These specialized services (and experience bases) are critical for the development of Army MDO & JADO overmatch capabilities that the AFC has been commissioned to achieve under the Big 6 Army Modernization Priorities framework by 2028 and beyond.
• Q108: “Will AMP service non-Army requirements in addition to Army requirements, provided they are within AMP’s scope and alignment with Army modernization priorities?”
• Ans108: Yes, as long as the goal is to enable and or accelerate the realization of new Army Modernization transformational OVERMATCH CAPABILITIES through rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration – all aspects of operationalizing science through disruptive innovation for dominant Multi-Domain Operations (MDO) and Joint All-Domain Operations (JADO) capabilities. ARL APEX Team currently is supporting several DOD Mission Partners under the former AEWD IDIQ and other contract vehicles.
• Q79: “How will the contract awards be broken down between “Mission Areas” to support (i.e. sections 3.1-3.8 of PWS) and “Technical Areas” to Support (i.e. Sections 4.1.1-4.1.6)? Will each of these sections have its own award associated with it, or can it be anticipated that some of these may merge if a single contractor is able to address multiple tasks?”
• Ans79: The AMP IDIQ Award includes both Mission Areas and Technical Areas (i.e., These will not be broken into separate award pools). An "In-Scope Determination" will be performed on each new Task Order request which will identify one (1) or more Mission Areas, and one (1) or more Technical Areas.
• Q73: “The Program Manager (PM) shall have a Top Secret - Sensitive Compartmented Information (SCI) clearance or other clearance based on a background investigation that supports at least that level of access, e.g., TS/SBI.” Has any special consideration been given to ensuring an adequate number of supporting TS/SCI billets for classified task orders – beyond the PM? In the past, inadequate billet plans have resulted in unnecessary schedule risk. (PWS p. 4)
• Ans73: Yes, this has been considered and the government expects the Prime to be able to ramp up with the requisite support required at the appropriate Security Level. Additionally, Task Orders (TOs) will have specific DD-254's to address the TO security requirements.
• Q22: Although not explicitly stated, is it the government's intent to have the Prime's Program Manager (PM) be current on their Project Management Professional (PMP) certification? (Sec. 2.1 Prog. Mang.)
• Ans22: Yes, this should be a requirement. If we didn’t state it this way, the RFP will be revised.
