• The Government has documented a list of interested vendors who applied for the Industry Day, with a total of roughly 180 vendors.

• A subsequent request has been made to all vendors who registered for the industry day requesting information such as business size status, CAGE code, capabilities with regards to the PWS, and interest in being a prime or subcontractor looking to team up with other vendors.

• With approval to release this information from vendors, a list will be posted to the Industry Day announcement in betaSAM.

• ARL is currently carrying out similar actions under the AEWD Program (MAC IDIQ), however there are differences in the scope of the AMP IDIQ Requirement.

• The technical brief will discuss in more detail the differences between the two requirements and the types of task orders expected under the AMP IDIQ.

• For informational purposes, the AEWD MAC IDIQ has issued 74 task order requests over the past 6+ years.

This may not be an accurate depiction of the AMP IDIQ in the future.

Vendors are still encouraged to request the final PWS even if they have received a previous version, and the contracting office will work with the requiring activity to ensure all vendors receive the PWS at the same time and timely enough to adequately prepare proposals.

• Ordering Process

• The Government will conduct market research as part of the task order process to identify small business capabilities to perform task orders. The Government also anticipates notifying IDIQ holders of potential upcoming Task Order Requests (TOR) when possible.

• Once TOR is released, the Government anticipates a 30 day response time for proposals, but this is subject to individual requirements.

• TORs will include proposal instructions, PWS, evaluation criteria, and any other applicable attachments/information needed for task order proposal preparation.

As set forth in FAR 52.215-1 (f)(4), the Government intends to award without discussions, except clarifications as described in FAR 15.306(a), Clarifications and award without discussions.

However, the Government reserves the right to conduct discussions if the Source Selection Authority later determines them to be necessary. A competitive range will be established in the event that discussions are determined to be necessary.

Phase II Volume II – Program Management

The Management Approach Factor will be evaluated to determine if the Offeror as an entity (Prime contractor, joint venture, teaming partners and all proposed major subcontractors) clearly meets the requirements as described in Section L for the following components; Management Plan Narrative, Key Personnel, Personnel Reliability Program, Security Clearance, and Telecommuting Plan.

• Each Offeror’s past performance will be reviewed to determine relevancy and confidence assessment.

• Offerors shall provide three (3) contracts that are currently active or that have been physically completed in the last twenty-four (24) months that represent relevant experience in relation to the PWS, as well as those that most closely resemble the magnitude and contract type of this requirement.

At least two of the examples shall be from the prime contractor offeror for this requirement.

Phase II Volume IV – Small Business Participation

• The extent of Small Business Participation will be evaluated for Small Business and other than Small Businesses.

• All Offerors (both U.S. small business and other than U.S.

small businesses) shall submit a Small Business Participation Commitment Document Worksheet with their proposal as a separate document (xxxxSBPCDxxxx.xlsx) in order to identify the extent to which U.S. small businesses will participate in the performance of the proposed acquisition relative to the Government's small business objectives. Offerors are required to utilize and complete the proposal format depicted in the RFP Attachment 000X - Small Business Participation Commitment Document Worksheet.

• The Offeror’s proposed Small Business Participation Commitment Document Worksheet will be incorporated as an attachment in the awarded contract to reflect the contract’s minimum contractual requirements in terms of Small Business Participation.

• It is the Government’s expectation that the Offeror will meet or exceed at least 95% of the proposed level of small business participation in all categories. Failure to do so may result in negative Contractor Performance Assessment Reporting System ratings and/or contract default procedures.

Phase II Volume V – Cost

• The resulting award will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract using Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Task orders. Cost realism and cost reasonableness in accordance with FAR 15.404-1 will be utilized in the evaluation of Cost Reimbursable efforts.

• The total evaluated cost to be used in the award determination (subject to cost realism adjustments) will be the total identified in the offerors xxxx COST MMDDYY.xls file. The objective of the proposal analysis is to ensure all proposed costs are fair, reasonable, and realistic.

• The Government noted numerous questions received from industry as a result of the Draft RFP and will take those considerations into account for development of the final RFP to ensure transparency.

• The following slides will address some of the common questions received from industry. The Government as documented and will take into account ALL questions and comments received for consideration in the final RFP.

Q: Can the Government provide the attachments listed in the Draft RFP?

A: The PWS has been provided to all parties who requested it. Other Attachments/Exhibits are not included as part of the Draft RFP but will be included in the final RFP release.

Q: Please confirm Total Price Evaluated will be CPFF labor only. (p 60-61, L.2).

A: Per the Draft RFP, the Government anticipates evaluating total cost of 1 FTE for each of the labor positions identified, as well as indirect rates and fee on a CPFF basis. This will be clarified in the final RFP.

Q: 2nd to last sentence in Paragraph 8 states: Proposals shall not contain any classified data or information. Question: The PWS is classified as CUI and our response will likely be CUI. Does CUI fall into the category of "classified data"? (p. 51)

A: CUI does not fall into the category of “classified data”. However, the submission process and protection of CUI will be clarified in final RFP Release.

Q: Is it the government's intent when referring to "Prime Contractor" in the RFP to limit competition on this contract to only those potential prime offers who, alone, believe they can do the entire PWS, or, is the intent to allow for maximum competition by defining "Prime Contractor" to include the offerer's comprehensive team? (Background)

A: Per the draft RFP, evaluation of capability will consider the ability of the entity (Prime contractor, joint venture, teaming partners and all proposed major subcontractors). This will be more clearly defined further in the release of the final

RFP.

Q: Is the customer looking for Prime companies who can develop solutions against the scope of work, or for a Program Management Office to act as a clearinghouse to manage the letting of task orders to a consortium of subcontractors?

A: The Government is not looking for a Program Management Office to let task orders.

Please review the RFP for details regarding expected capabilities of Prime Contractors and their proposed teams/subcontractors.

Q: Draft RFP mentions the first task order will be issued concurrently with contract award – what is the scope of that task order? (Para. G.4)

A: The Government anticipates awarding a minimum required amount to all awardees as a first task order. The Government anticipates this being a $2500 task order to cover kickoff meetings and subsequent deliverables. This will be detailed in the first task order issued to each awardee. Unless otherwise noted in the final RFP, the Government is not expecting proposals to address a specific Task Order requirement.

Q: If an IDIQ awardee has multiple businesses with unique CAGE codes, does the Government intend to award task orders directly to the performing business, or only to the CAGE code that received the IDIQ? We recommend keeping open the option of issuing a task order award to any business unit within a corporation. This promotes efficiency and keeping the best team directly supporting the task order.

A: The Government can only award task orders to the unique entity/CAGE code that received the overall IDIQ award.

Q: The stated intent of the IDIQ includes providing ‘…a quick-reaction contracting vehicle…’ What is the anticipated PALT for TOR under AMP?

A: As a general practice, the Government anticipates allowing 30 days for task order proposal submission, and an additional 30-60 days for award. This is subject to variation depending on the individual task order.

Q: The government discusses the relevant weighting of each factor. How will the government assess each individual element within a given factor? For example, will all four elements under the technical factor be weighted equally?

A97: The Government does not intend to break down Factor One into subfactors.

The evaluation approach will be clearly articulated in the final RFP release.

Q: In the draft RFP, you state that the Government will only accept one (1) proposal from each Corporation. Do you legally delineate a “Corporation” by the organization’s CAGE code or DUNS number, or by some other method?

A: The Government anticipates only allowing one proposal per company, regardless of the number of individual entities/CAGE codes associated with that company. It will be up to the company to decide which specific entity is best fit to submit the proposal as the Prime Contractor, even if other entities within that company may receive work as subcontractors under task orders. This will be considered and made more transparent in the final RFP release.

Q: What should we expect regarding when the first task order(s) arriving after awarding IDIQ contracts? For example, should we anticipate some task orders arriving concurrently with IDIQ award? Can you say if task orders will issue on a regular or irregular timing?

A: The Government anticipates awarding a minimum required amount to all awardees as a first task order. The Government anticipates this being a $2500 task order to cover kickoff meetings and subsequent deliverables. Additionally, the schedule of potential task orders not known. TORs will be issued as requirements are known based on the requiring activities’ needs.

Q: Does the unclear statement regarding offerers falling within 5% of their proposed level of small business participation possibly resulting in a poor CPARS rating mean that offerers are to exceed their small business participation goals by greater than 5% or risk receiving a poor CPARS? (Vol. IV Small Bus.)

A: No. This statement means that the awardee must meet at least 95% of their proposed level of small business participation in each SB category. For example, if the offeror proposed 5% in the WOSB category then they must achieve at least 4.75%. In this example if the offeror does not achieve 4.75% the government will consider in accordance with consider appropriate actions including but not limited to appropriate adjectival ratings in CPARS annual reports, cure notices or other corrective actions.

Q: At what level (contract or TO) will SB utilization/participation goals be enforced?

A: Base contract (IDIQ) level.

Q: H.13 (1): SB Participation Goal is 15% of total contract value, but “Target/Goal” is “90% of SB participation.” Please clarify.

A: The Government will not consider offloading as a remedy to underperformance in Small Business Participation. Rather underperformance will be appropriately annotated in CPARS and as appropriate liquidated damages may be considered.

However, the government will consider offloading for Small Participation reporting.

The RFP will be revised accordingly

Q: Small Business Participation Commitment Document Worksheet was not attached Where is the worksheet?

A: The Government will attach it with the final RFP; it was missing in error. It will be added

Q: GENERAL INSTRUCTIONS 2. INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS When will the government evaluate the contractor’s SB participation? Will compliance be evaluated at the end of the contract?

A85: Small business participation will be evaluated at the conclusion of the base 5 year period and each subsequent option period for the base contract (IDIQ). The Government will track compliance semi-annually (CDRL will be attached to final RFP with semi-annual due dates; it was missing in error). If an offeror is failing to meet at least 95% of 1 or more of their SB category’s proposed level of small business participation at the conclusion of the base 5-year period and/or subsequent option periods, the Government will consider negative CPARS ratings and/or contract default procedures. Moreover, if an offeror is failing to meet at least 95% of one or more of their SB and socio-economic categories, the government reserves the right to not exercise option periods without acceptable justification as considered by the government.
