L 2.4.9
L.2.4.9 Additional Questions and Answers
Question 13. If a subcontractor performs on a citation, does the government still require a PPQ from government POCs (contracting activity and technical representative), or will an evaluation from the Prime contractor’s representatives suffice? An evaluation from a Prime contractor is usually more useful in these situations as they monitor subcontractor’s performance, rather than the contract performance on the whole.
Answer13: Past Performance Questionnaires (PPQs) should only be submitted for work performed as a Prime Contractor or as a partner in an Established Joint Venture Agreement. (See RFP W911NF-15-R-0019 Section L.2.4.1) The Government does not want PPQs for work performed as a subcontractor.
Question 14. The solicitation provides position descriptions for three labor categories (Program Manager, Technical Manager, and Logistics Planner.) Attachment 2 Cost Summary Sheet includes two additional labor categories, “Electrical Engineer, Intermediate" and "Operational Analyst" and does not include "Technical Manager”.
Please clarify that we are only to bid the three labor categories found in L.2.3.2.3. If we are required to bid the “Electrical Engineer, Intermediate” and "Operational Analyst" labor category, please provide labor category descriptions for “Electrical Engineer, Intermediate” and "Operational Analyst." Also, please confirm if the proposed “Electrical Engineer, Intermediate” and "Electrical Engineer" rates will be used for evaluation purposes only (as stipulated for the other labor categories) and not incorporated into the contract.
Answer 14: For proposal and evaluation purposes only, offerors shall bid the three labor categories of Program Manager, Technical Manager and Logistics Planner. Electrical Engineer, Intermediate and Operational Analyst were mistakenly included. Attachment 2 Cost Summary Sheet has been revised to correct this error. See RFP W911NF-15-R-0019 Section L.2.3.2.3
