L.2.4.8 W911NF-15-R-0019 ART Questions and Answers
Question 1: A single performer under ARL Contract W91CRB‐11‐D‐0006 is currently executing this effort. How does the government intend to divide the work by task order using multiple awards?
Answer 1: While the requirements may be similar, they are not considered the same. Task Order Request (TOR) will clearly describe the Performance objectives and the evaluation criteria for selection of Task Orders. All awardees will be given fair opportunity to propose on task orders issued unless a waiver to fair opportunity is executed, which is not anticipated.
Question 2: Can the government clarify the “limited product development” for assessment of equipment and systems?
Answer 2: Limited product development refers to a need that occurs for ancillary items when assessing equipment.
Examples of limited product development for assessments of equipment might be a mounting bracket, antenna mast mounts, or cables.
Question 3: Will performers participate in scenario development?
Answer 3: Typically, scenario development is conducted by a separate team. However, we anticipate occasional need for performer participation.
Question 4: Will performers interact directly with the ASA(AL&T) Adaptive Red Team, or execute their guidance?
Answer 4: Each Task Order will be different and unique but all related to the Adaptive Red Team mission.
Question 5: The synopsis states the requirements may support the Army Research Laboratory (ARL). Does the government intend to remove that reference? The next sentence appears correct and refers to NVESD.
Answer 5: Yes, this was in error and all requirements are in support of the Adaptive Red Team NVESD.
Question 6: Does the government anticipate any task order requiring SECRET or above security clearance?
Answer 6: Yes and will be specified at the Task Order level.
Question 7: When does the government anticipate release of the RFP?
Answer 7: The RFP was released on 15 September 2015.
W911NF-15-R-0019
Question 8: How many awards does the government anticipate for this effort?
Answer 8: We anticipate approximately three awards.
Question 9: What is the expected period of performance for the typical task order?
Answer 9: A typical task order has a period of performance of twelve months, occasionally with a twelve month option period.
Question 10: Attachment 3, Past Performance Letter and Questionnaire, is not referenced in Section L. In addition, the Past Performance Letter provided with Attachment 3 states that questionnaires should be returned electronically to the email address of usarmy.rtp.rdecom-aro.list.nvesd-qrb-umcsource-selections@mail.mil.
Did the government mean to reference Attachment 3 in Section L? If so, should the completed questionnaires be sent to the email address of usarmy.rtp.rdecom-aro.mbx.nvesd-qrb-umc-source-selections@mail.mil that was updated in Amendment 0001?
Answer 10: Yes. The government meant to reference Attachment 3 in Section L and questionnaires should be returned electronically to the email address of: usarmy.rtp.rdecom-aro.mbx.nvesd-qrb-umc-source-selections@mail.mi that was updated in Amendment 0001. This solicitation has been amended to add Section L.2.4.7 which reads as follows:
L.2.4.7 For all contracts identified in L.2.4.1, a Past Performance Questionnaire (Attachment 3) must be completed and submitted. The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract.
The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to usarmy.rtp.rdecom-aro.mbx.nvesd-qrb-umc-source-selections@mail.mil. The Offeror shall e-mail to the Contracting Officer a list of all the POC’s who were sent a questionnaire. The Government must receive this list no later than the proposal due date. The POC List shall be submitted in Word for Windows Table Format to include the following fields: Solicitation Number;
Company Name; Contract Number; Government Agency; POC Last Name, First Name; POC Title; POC Telephone Number; POC E-mail Address; and Date E-Mail to POC (month/day).
Question 11: Section L.2.3.2.3, Volume 3 Factor: 2 - Cost, Part 2 - Cost/Price, Page 57, states that the Program Manager's Bachelors’ Degree may be substituted by an additional six years of experience.
Would the Government consider allowing the substitution of the Bachelors’ Degree for the Logistics Planner in L.2.3.2.3 with an additional six years of experience?
Answer 11: Yes. The Logistics Planner’s Bachelors’ Degree may be substituted by an additional six years of experience.
Question 12: Can you provide a list of anticipated Government Furnished Equipment for the Adaptive Red Team Scope of Work?
Answer 12: We cannot state specifically, but the general types of equipment may include the following:
1. Tactical Communications Hardware
2. Unattended Ground Sensors
3. Specific Weapons Systems
4. Tactical Military Vehicles
