About this file
This document contains a set of Questions and Answers (Q&A) related to a Performance Work Statement (PWS) for gas cylinder services at a location referred to as LEAD. The Q&A addresses key operational details including propane refill methods, cylinder rental fees, and material handling requirements. The government has clarified that contractors may:
- Choose to refill propane cylinders either on-site or off-site, replacing empty cylinders on a one-for-one basis, 2) Expect cylinder dwell times varying from 14-90 days depending on gas type (with an average around 45 days), and 3) Be responsible for providing their own material handling equipment for loading/unloading cylinders. The contractors also proposed several contract structure changes, such as separating daily cylinder rental, delivery/hazmat fees, and propane cage rental into distinct Contract Line Items (CLINs). The government responded by adding FAR 52.204-22 to the solicitation, inviting offerors to propose alternative line item structures that align with their commercial practices.

Q1. Propane Refill Method. PWS paragraph 5.1.1. Does the Government require the contractor to bring a bulk propane truck to refill these cylinders on-site at the storage cages? Or is it permissible to remove the Government-owned cylinders from the site, fill them at our facility, and return them?
Context: Industry standard is often to "swap" empty tanks for full contractor-owned tanks. Since these are Government-owned, we need to confirm the required logistics.
A1. Purchase Description paragraph 5.1.1 is revised to show the contractor may elect to refill cylinders on site or provide for offsite refilling and replace empty cylinders with full cylinders on a one for one basis. Change made is shown in bold black print.
Q2. Cylinder Rental Fees. PWS paragraph 5.2.3. To accurately calculate this "burdened" gas price, can the Government provide a historical average "turn-around time" (dwell time) for cylinders at LEAD? (e.g., Do cylinders typically remain on-site for 30 days, 60 days, or longer?)
A2. The time frame of cylinders on Depot varies depending on usage by the different shops.
-anywhere from 14-30 days on average, depending on testing load. Typically closer to the 30 day mark.
-dwell time for Acetylene and Oxygen is 60-90 days, Nitrogen is 30-60 days.
-argon that 5D400 uses could be longer than 60 days.
-average dwell time for weld gas cylinders will vary on the type and frequency of weld gas being used for certain jobs. Estimated/average of 45 days of dwell time.
Q3. Propane Storage Cages. PWS paragraph 5.1.1. Will the Government provide Material Handling Equipment (forklift/operator) to assist with offloading and placing these cages during the initial setup, or must the contractor provide MHE for offloading?
A3. PWS paragraph 4.1 Says “…the contractor shall furnish everything required to perform these services …” Paragraph 5.1.2 says the contractor is responsible for all transportation/shipment and material handling equipment to/from LEAD. Contractor is responsible for the loading/unloading of full and empty cylinders into appropriate storage containers.
Q4. Our request for changes we would like to see made:
-Base Year plus additional option years instead of 5 years for each CLIN -Daily Cylinder rental shown in a separate CLIN instead of being included in the cost of the gases -Delivery/Hazmat Fees per delivery/per location in separate CLINs instead of being included in the cost of the gases.
-Monthly Propone cage rental CLIN instead of CLIN 0023 -Propane cylinders to be swapped out instead of refilled onsite
A4. FAR 52.204-22 is added to the solicitation. Offerors are invited to propose alternate line item structures that conform to their commercial practices. Offerors may submit one or more proposals with alternative line items.
Purchase Description paragraph 5.2.3 may be changed to reflect the contractor’s alternative line items and pricing.
