About this file
This is a Purchase Description (PD) for a Compressed and Liquefied Gases & Cylinders Contract at Letterkenny Army Depot (LEAD). The contract requires a contractor to manage a comprehensive gas cylinder service, including weekly delivery of various compressed and liquefied gases, cylinder exchange, on-site propane cylinder refilling, and management of cylinder inventory. The contract covers approximately 20 different types of gas cylinders with varying monthly and yearly estimated usage, including acetylene, helium, nitrogen, oxygen, argon, and propane, with delivery to secured gate access locations.
Key contract details include a five-year ordering period, strict delivery requirements (Monday through Friday, 6:00 AM to 3:00 PM), and specific operational constraints such as not delivering on recognized US holidays. The contractor must provide storage cabinets, perform leakage and hydrostatic testing on cylinders, maintain proper labeling, and ensure cylinders have sufficient remaining shelf-life upon delivery. Additional responsibilities include providing monthly invoices, delivery tickets, certificates of analysis, and compliance with environmental regulations, OSHA standards, and safety requirements. The contract emphasizes flexible delivery schedules, potential for bi-weekly deliveries, and the ability to add, change, or delete gas types across depot locations.
