About this file

This is a Performance Work Statement for cast impregnation services required by Letterkenny Army Depot (LEAD) in Chambersburg, Pennsylvania. The contractor must provide all personnel, equipment, materials, tools, supervision, and quality control necessary to perform impregnation of copper/brass manifold parts that tend to leak coolant after deployment. The scope includes cleaning parts per DMWR 9-1425-550-50 using tri-acid wash with double rinse, processing parts in accordance with MIL-I-17563C and MIL-STD-276A specifications, performing double impregnation, conducting proof pressure testing at 200 psi, and completing first article testing within 35 calendar days of receipt. The estimated requirement is five sets per month (60 sets annually), though actual volumes may fluctuate. Each set comprises five parts: hydraulic manifolds (part numbers 11465687 or 11463577), heater tube manifolds (M7499 or M7498), hydraulic system accessories manifolds (11449142 and 11449200), and manifold assembly (11463809). The contractor must return processed parts to LEAD within 14 working days of receipt, with contractor responsible for return shipping. All work is performed at the contractor's facility; the government provides the cast parts and reusable shipping boxes.

The contract covers a base period of five years with an estimated annual volume of 25 complete sets. The contractor must develop and maintain a quality control program with 100 percent inspection standards for first article testing and impregnated parts, and 95 percent acceptable quality levels for on-time delivery. Key deliverables include AT Level I training certificates, iWATCH training completion, OPSEC training, and proof pressure test results submitted electronically after each delivery. Set-up, fixture costs, and all compliance with safety and environmental regulations must be included in per-item pricing. The contractor must provide a contract manager with full authority and maintain warranties per commercial standards. LEAD's Quality Assurance personnel will inspect finished parts for compliance with MIL-STD-276A, with deficient parts returned at contractor expense for corrective action. Any site visits require compliance with installation security policies, background checks, and personal identity verification requirements.
