QUESTIONS & ANSWERS #3
Questions & Answers #3
RFP W911N2-24-R-0023
Question #11. Are there any electrically bonded tracks in the facility that we would be responsible for? If so, how much?
Answer #11. No. We do not have any electrically bonded track points. We do however, have several spots where the lightning protection systems are bonded to the rail, especially around the 29 Docks.
Question #12. Can a detailed track map be made available to us showing what tracks and turnouts are active?
Answer #12. For security reasons the answer is no. A map will be provided to the final awardee.
Question #13. Do you have an inventory of the at-grade crossings? How many and their lengths?
Answer #13. No.
Question #14. Do you have an inventory of the active track by rail size? How are we to price the rail replacement when it does not specify rail size? Is all No.1 relay rail acceptable? Is 115#RE rail the largest rail in the facility?
Answer #14. The rails sizes vary from 80 to 115 in different places. Obviously, the different sizes are not on the same main line. The entire Rail system will be upgraded to 115 as the older rails are phased out.
Question #15. Please confirm that the pricing we are to provide starting on Sheet 18 of 114 are to represent one year’s work. Is that correct?
Answer #15. Yes. Each of the clins labeled 0001-1001-2001-3001-4001 encompass within each range one year of service.
Question #16. Is the bid item for Vegetation Control to include both cutting of brush and spraying of herbicide?
Answer #16. Yes.
Question #17. What is the Unit of Measure for Item 8 – Furnish and Install New Switch Timbers? The previous description of the item indicates it is estimated at 1,500 Linear Feet but the bid item is 1,500 Lot. Please clarify.
Answer #17. Switch timbers are not all the same length. Lot is the billable increment for services and can be billed in partial increments.
Question #18. Same thing for Item 9 – F&I No.3 ballast. Is this 550 NT of ballast?
Answer #18. Fouled ballast levels will not require the same amount of backfill and is not the same backfill level at each defective spot. For example, the fouled ballast could be 6" of backfill at one defective spot, but at another defective spot 8" of new ballast could be required. This is a common defect and the ballast can be ordered in bulk and then used as necessary.
Question #19. For Item 13, is this 10 each joint bars or 10 pairs of joint bars?
Answer #19. Single joint bars because both may not be required at the same time.
Question #20. How are we supposed to bid items 1015, 2015, 3015, 4015 and 5015? What is the basis for payment here? Just submit our complete T&M rates per year? This sounds like call-out work, right?
Answer #20. Yes. Submit the T&M rates. Submit the hourly repair/service rate, which includes all equipment, manpower, and any other applicable ADMIN type charges. It is not call out work.
Question #21. How are we supposed to bid items 1017, 2017, 3017, 4017 and 5017? What data do we have to provide to fulfill this contract?
Answer #21. These refer to data requirement and as noted in the clins NSP which means Not Separately Priced. They are required for inclusion in the RFP, but do not require pricing by the offerors.
Question #22. Are we to assume all risk in unknown escalation in costs for material and labor in our pricing?
Answer #22. Yes.
Question #23. Is the work that is at the direction of the COR to be charged as T&M work? If so, how do we submit those rates? Do we need to submit rates for all five (5) years?
Answer #23. Direction of the COR work will be charged accordingly to each CLIN. Submit the hourly repair/service rate, which includes all equipment, manpower, and any other applicable ADMIN type charges.
