QUESTIONS & ANSWERS #2
Questions & Answers #2
RFP W911N2-24-R-0023
*The response date for submission of proposals has been extended to June 27, 2024 10:00 A.M. Eastern Daylight Time.
Question #2: We are interested in bidding this project. Have all documents been posted on Sam.gov and will there be a pre-bid meeting and/or site visit?
Answer #2: The solicitation, and all Amendments will be posted on SAM.gov. No pre-bid meeting is scheduled. A site visit has been scheduled for June 20, 2024 at 1:00 P.M at Building 2 South, 1 OVERCASH AVENUE CCAM-DSL CHAMBERSBURG PA 17201- 4150. All contractors participating must be registered in order to attend. See Note #13 for registration information.
Question #3: 1 Lot Culvert Sleeve-Repair/Replacement FFP Furnish and install culvert sleeve (or repair by replacement of damaged culvert) as directed by Contracting Officer or Contracting Officer Representative (estimated at 1 each) in C/W 5.1.16 of the Performance Work Statement. FOB: Destination PSC CD: Z1LB. Can you advise the scope of work for this item?
Answer #3: This requirement references repair-replacement of the culverts channeling running water under the rail that crosses extremely small amounts of water like a creek that remain dry 30% of the year. This question will be answered in Amendment #3.
Question #4: Other than the prices for each of the 5 years and certifications, are there any other forms or documents that need to be submitted with the proposal?
Answer #4: The requirements for submission of the proposal is outlined in the Performance Work Statement and FAR 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. Accordingly the offeror is responsible for determining submission requirements in their response.
Question #5: Do you have a map of the Letterkenny rail system? Is all track in service or is there track within the base that is not in service and not part of the 17 miles that is called out for inspection and maintenance?
Answer #5: A copy of the map will be made available at the site visit. Not all the track is in service. The south line is only used for storage near the WYE Line along the S13, S12, S11, and S10 docks. The North Line is currently undergoing a total upgrade and will be a brand new structure. The AG1 & AG2 lines are only used for storage. The X Track is used the most and requires most of the inspections and repairs. Please disregard the map legend. The 17 miles of track includes the South Line.
Question #6: Is this a new contract or is someone currently performing this same work and it is just up for renewal with this RFP?
Answer #6: Currently, there is an active contact supporting this service requirement; this RFP seeks to replace that award with a new contract.
Question #7: What does a unit of “Lot” mean?
Answer #7: Lot is the billable increment for services and can be billed in partial increments.
Question #8: Will the Wage Rates hold for the option years or are they subject to escalation? I also have many outstanding questions if you don’t mind providing a response. The bid date is fast approaching, unless this project gets extended.
Answer#8: This is a Firm Fixed Rate, (FFP), Requirements Solicitation-respondents are responsible for pricing labor rates for the requested base year and all four (4) option years, accordingly in their proposal. FFP contracts are not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.
Question #9: Follow-up to the last question, are contractor supplied materials tax-exempt or subject to sales tax?
Answer #9: Tax-exempt.
Question #10. I can’t find anything specifying data requirements for item 0017. Is this the costs associated with site specific training and badging listed in the PWS? I can’t find anything specifically listing data. Item 0015 is another questionable item stating “do not provide pricing.
Answer #10 Correct-required to be included but contractors shall not quote pricing. That is why it is labeled: NSP- Not separately Priced.
