INSTRUCTIONS FOR USER SETTING UP AN AKO ACCOUNT
Complete all of the below steps to set up the AKO account for a new user.
Go to https://www.us.army.mil, at the AKO login page, click “I Accept.”
If user does not have a CAC:
Click “I Don’t Have a CAC/PIV” tab, click “Create Account.”
If user has a CAC:
Click “Create Account with CAC.”
User will enter their SSN number and proceed through screens answering questions. If user is a contractor, they will need to enter the government sponsor’s AKO Username. It can be obtained from the sponsor.
User will be issued an AKO username and AKO email address and asked to create a 10 position password and three security questions.

REF ITEM 10j:
Contractor will comply with the requirements of DODM 5200.1, Volume 4, (pages 11-18), paragraph 2, for the processing of For Official Use Only (FOUO) information in this contract, attachment 2.
REF ITEM 11a:
Access to classified information is limited to Letterkenny Army Depot (LEAD), 1 Overcash Avenue, Chambersburg, PA 17201-4150. Security classification guidance is required at the SECRET Level for performance of this contract SCG"S have been distributed to the contractor. Contractor and subcontractor(s) Facility Security Officer(s) (FSO), as applicable, are required to post and maintain a PERM CERT visit request in the Joint Personnel Adjudication System (JPAS) to Security Management Office (SMO) code W0L6AA for employees performing on this contract that require a security clearance. No work shall be performed on this contract until the proper facility clearance and personnel security clearances have been obtained. FSO will provide a monthly roster to the Directorate of Emergency Services (DES), Industrial Security Specialist (ISS) for ALL employees to support implementation of Homeland Security Presidential Directive 12 (HSPD 12). Roster will contain complete names to include cadency, as applicable; social security numbers; dates of birth; places of birth; and citizenships. Common Access Card (CAC)-eligible employees will be vetted in accordance with Army Directive 2014-05. DES, Personnel Security Specialist will process all Tier 1 investigations (T1) and assist FSO in processing Tier 3 (T3) and T3R investigations for contractors performing on this contract. Information technology (IT) is required for this contract.
REF ITEM 11e:
Perform tasks which will include: troubleshooting, repair, test, installation, removal, painting, refinishing of electrical, electronic and mechanical systems and sub-systems during repair, overhaul, reset, recap, and remanufacturing operations on various systems and other support process tasks. The tasks range from minor repair and return to depot level overhaul, fabrication of electrical and mechanical components, and integration of systems.
REF ITEM 11j:
Contractor is required to comply with the Government Contracting Activity (GCA) Operations Security (OPSEC) Plan which will be provided upon award of the contract, and the Antiterrorism (AT)/OPSEC requirements stipulated in the Security Requirements Clause of the performance work statement (PWS), or equivalent, for this contract.
GCA approval is required prior to imposing OPSEC requirements on a subcontractor.
CPI requirements can be found in the Letterkenny Army Depot Installation OPSEC plan Annex A.
REF ITEM 11 1: Contractor is authorized to receive, store, and generate CUI information in performance of this contract. Public release is not authorized by the contractor.
REF ITEM 11m:
Prior to sub-contracting with foreign industry, the US contractor will consult with the Contracting Officer (KO) and the DES SMO. The US contractor is responsible for complying with requirements outlined in the International Traffic in Arms regulations. The contractor is not authorized to release any data to foreign nationals or foreign representatives without an approved export license.
Contractor is required to establish a Drug-Free Workplace in accordance with 41 USC 701, Drug-free workplace requirements for Federal contractors, attachment 3.
Contractors and vendors will develop and implement a Drug-Free Workplace Program for employees requiring physical access to LEAD installation and/or access to a government owned information system onsite or remotely.
Contractors and vendors will notify the LEAD ISS or Security Manager of criminal drug convictions within five calendar days of the conviction.
Entrance to LEAD installation may constitute consent to searches and inspections.
All testing will be conducted according to Substance Abuse and Mental Health Services Administration (SAMHSA) guidelines where applicable and will include a screening test; a confirmation test; the opportunity for a split explanation, such as a physician’s prescription, for the positive result; and a documented chain of custody.
Contractors will participate in pre-employment, random, post-accident and reasonable suspicion testing.
Substances that will be tested for are: Amphetamines, Cannabinoids (THC), Cocaine, Opiates, Phencyclidine (PCP), Alcohol, Barbiturates, Benzodiazepines, Methaqualone, Methadone and Propoxyphene.
Testing for presence of alcohol will be conducted by analysis of breath and blood.
Testing for the presence of the metabolites of drugs will be conducted by the analysis of urine and blood.
Contractors testing positive may be denied access to LEAD installation. Contractor will immediately notify the LEAD ISS or Security Manager of all positive test results.
Contractors refusal for screening, testing, or adulterates or dilutes the specimen, substitutes the specimen with that from another person or sends an imposter, will not sign the required forms or refuses to cooperate in the testing process in such a way that prevents the completion of the test may be denied access to LEAD installation. Contractor will immediately notify the LEAD ISS or Security Manager on all incidents.
Contractor will comply with Executive Order 12989 Amendment requiring contractors to electronically verify employment utilizing E-Verify, attachment 4.
In accordance with AR 381-12, Threat Awareness and Reporting Program (TARP), 1 June 2016, contractors will report threat-related incidents, behavioral indicators and other matters of Counter Intelligence (CI) interest specified in Chapter 3, to the Facility Security Officer (FSO), the nearest military CI office, the Federal Bureau of Investigation, or the Defense Security Service. Contractor employees working as an integral part of the Army organization ARE REQUIRED TO COMPLETE ANNUAL TARP training.
The following training is required to be completed by the contractor and associated sub-contractor employees within 30 days of contract award and the training certificates provided to and retained by the contracting officer representative (COR). Contractor will provide monthly training status data to the LEAD ISS.
-IWATCH program. IWATCH training and video can be viewed at the following website http://www.letterkenny.army.mil and select “Contractor AT/OPSEC Resource.” At the bottom of the page. This locally developed training will be used to inform employees of the types of behavior to watch for and instructs employees to report suspicious activity. All contractor employees must complete initial and annual training.
