SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Question 1: Is it acceptable to subcontract an Overhaul task to the OEM? For instance, can we contract Caterpillar to reman the CX-31? If so, can we subcontract to a certified company, other than the OEM to complete the work?

Response to 1: It is acceptable to subcontract an Overhaul task to the OEM or to a certified company, other than the OEM, subject to the limitations for FAR 52.219-14 - Limitations on Subcontracting.

Question 2: The PWS states the contractor must be certified to 'conform' to ISO. The Solicitation requires documentation of the contractor's ISO 9000/9001certification. Can you confirm that actual certification is the requirement and not just the intent to conform to the written standards?

Response to 2: Actual ISO 9000/9001 Certification is required and not just the intent to conform to the written standards. This is a requirement from LEAD's customer for the vehicles that the transmissions will be used in.

Question 3: The Performance Requirements Summary states the return time of each unit of 25 days or less. Confirm that this should be 35 days?

Response to 3: The return time of each unit is 35 days or less and not 25 days or less.

Question 4: Section 5.16 of the PWS states that if the contractor provides a replacement unit at their expense, then the defective core that was provided remains the property of LEAD. Will the defective unit get sent to the Contractor for further repair and evaluation? If not, what is the ultimate disposition of the defective delivered unit?

Response to 4: If a defective unit has already be remanufactured once, it will not be sent back to the contractor for further repair, it will be sent to the Defense Reutilization and Marketing Office (DRMO) as the ultimate disposition.

If a unit has not been remanufactured, LEAD may elect to send the unit back to the contractor to be remanufactured.

Question 5: Section 5.10 requires that torque converters that cannot be remanufactured are sent back to LEAD. To account for this situation, will you consider adding the torque convertor to Table 6 to allow for those TCs that CANNOT be remanufactured?

Response to 5: For paragraphs 5.10 (CLIN 10), 5.11 (CLIN 11), 5.12 (CLIN 12), and 5.13 (CLIN 13) contractors only need to provide costs for remanufacturing the torque converters except in cases where a torque converter cannot be remanufactured due to how the OEM originally assembled it, in these cases contractors shall reference the replacement cost for that specific torque converter.

For torque converters that cannot be remanufactured due to the extent of damage, the solicitation will be revised to include them in Table 6 as a core component.

Question 6: Accessing and reading TCM data is a common practice among remanufacturers. Having the capability to physically reprogram or 'reflash' a TCM is a proprietary capability that resides with each OEM. It is easy to coordinate getting a TCM reflashed, but that ability resides within each OEM. There is pirated software available, primarily from the overseas market, that allows you to modify the TCM programming, but we do not recommend this practice. We recommend modifying this paragraph that removes the requirement for the contractor to have the capability, in-house, to reflash TCMs.

Response to 6: It is understood that not every OEM sales the software commercially that would be needed to reflash their respective TCMs. If a contractor does not have approved OEM software in-house to reflash a particular OEMs TCMs, they are only allowed to coordinate with an authorized OEM service center to have this task performed.

Question 7: Can the Government provide photos of each model transmission referenced in the solicitation? We request that photos include a full 360 degree view.

Response to 7: Photos covering 360 degrees of each transmission have been taken and will be posted once they have been reviewed to make certain that they only contain relevant information to the solicitation.

Question 8: In Table 2, Model "CAT CX31 / 6-Speed" references NSN 2815-01-595-5789. Should this NSN be 2520-01-577-8296?

Response to 8: The correct NSN is 2520-01-577-8296 and not 2815-01-595-5789. The PWS will be corrected to reflect this.

Question 9: In Option 7, Option 8, and Option 9; the PWS states that "Transmissions that have been remanufactured but have failed requalification testing are to be sent back to LEAD." Will the contractor be paid for the CLIN if the transmission fails the requalification testing?

Response to 9: The Government expects this scenario to be limited. If after remanufacture a transmission fails requalification testing, the contractor will still be paid, however, if this scenario occurs frequently payment will cease until the cause of the continued failure of the tranmissions can be identified and rectified.
