5.1 Option 1 (CLIN 1) - Initial Evaluation and Teardown of Transfer Cases: The contractor shall perform an initial evaluation and teardown of transfer cases received to determine if they are serviceable or unserviceable. Part of this determination shall be based on whether or not the cost to remanufacture the transfer cases in accordance with either Option 2, 3, 4, or 5, plus the cost to replace any damaged core components exceeds 70% of the cost that the government would pay for a new transfer case from the OEM. If the remanufacturing cost plus the costs to replace any core components exceeds 70% of the cost that the government would pay for a new transfer case from the OEM then the transfer case shall be deemed unserviceable.

5.1.1 If the transfer cases are determined to be serviceable, the contractor shall identify, during this initial evaluation, any core components that may need to be replaced as referenced in paragraph 5.8.2 of this PWS.

5.1.2 If the transfer cases are serviceable, without the need to replace any core components, depending of the model of the transfer case, the contractor shall proceed with either option 2, 3, 4, or 5.

5.1.3 If the transfer cases are serviceable, however does require that a core component be replaced, the contractor shall contact LEAD’s COR as referenced in paragraph 5.8.2 at which point LEAD will make the decision within 2 days of notification as to whether or not the contractor is to proceed with either option 2, 3, 4, or 5 depending on the model of the transfer case.

The LEAD COR will contact the LEAD Contracting Officer (KO) regarding instructions for sending the unservicealble unit back to LEAD; for instance instructions may include leaving some of the salvageable parts at the contractor’s facility to potentially be used in another assembly.

5.1.5 Only transfer cases deemed to be unserviceable will be charged at the Initial Evaluation CLIN. Those transfer cases deemed serviceable will not be charged at this stage but at the specific CLIN assigned to their model for remanufacture.

5.2 Option 2 (CLIN 2) - Complete Remanufacture of R. Cushman 315M Transfer Cases (MMPV/RG-33L Plus): The contractor shall remanufacture all transfer cases received to “zero-hour” OEM standards/tolerances. The contractor shall ensure that transfer cases meet the Specific Remanufacturing Requirements of paragraph 5.8.

5.6 Option 6 (CLIN 6) - Painting of Transfer Cases: The contractor shall be required to paint transfer cases that are received whenever Option 6 is exercised. LEAD will list the serial numbers of each transfer case that this requirement pertains to. The transfer case is not required to be completely disassembled for this option. The contractor shall cover all hoses and fittings, not standard painted by the OEM of the transfer case, with appropriate protective covering, such as foil, to protect hoses and fittings from being painted during the process. The contractor shall also mask/cover any labels, data plates, and symbols to prevent them from being painted over. If a stencil or label needs to be removed to properly paint an area the contractor shall re-apply the stencil or label in the same location. Other than the aforementioned excluded components the contractor shall clean, prime, and paint any bracket and metal surfaces present on the transfer cases. If rust or chipped/flaking paint is present on an area of the transfer case the contractor shall hand-sand the area and feather the surrounding edges before applying primer and paint.

All mandatory replacement parts as specified in the NWMR/OEM technical manuals shall be replaced. All mandatory replacement parts shall meet or exceed OEM specifications. All replacement parts, seals, gaskets, sealants (do not use anaerobic sealant), adhesives and other materials that are utilized by the contractor in the remanufacture process shall conform to or exceed OEM specifications.

5.8.2 Damaged Core Component Replacement: The costs for core components (i.e. transfer case housings, major gear assemblies, etc.) referenced in Table 3 of this PWS that are not otherwise designated in NMWRs/OEM technical manuals as mandatory replacement parts are to be excluded from the costs of CLINs 2, 3, 4, and 5. If a core component needs to be replaced the contractor shall provide a cost estimate for the component(s) back to LEAD’s COR at which point may choose to exercise an option to draw the estimated funds needed from a CLIN dedicated for miscellaneous components. LEAD will consider several factors in deciding whether or not to proceed with this option to include looking at the 70% threshold limit of a new transfer case assembly.
